With a population of about two thousand, Pembroke Township, one of the largest rural, black communities north of the Mason-Dixon Line, sits in an isolated corner of Kankakee County, Illinois, sixty-five miles south of Chicago. It is also one of the poorest places in the nation. Many black farmers from the South came to this area during the Great Migration; finding Chicago to be overcrowded and inhospitable, they were able to buy land in the township at low prices. The poor soil made it nearly impossible to establish profitable farms, however, and economic prosperity has eluded the region ever since. Pembroke: A Rural, Black Community on the Illinois Dunes chronicles the history of this inimitable township and shows the author’s personal transformation through his experiences with Pembroke and its people. A native of nearby Kankakee, author Dave Baron first traveled to Pembroke on a church service trip at age fifteen and saw real poverty firsthand, but he also discovered a community possessing grace and purpose.
 
Baron begins each chapter with a personal narrative from his initial trip to Pembroke. He covers the early history of the area, explaining how the unique black oak savanna ecosystem was created and describing early residents, including Potawatomi tribes and white fur traders. He introduces readers to Pap and Mary Tetter, Pembroke’s first black residents, who—according to local lore—assisted fugitives on the Underground Railroad; details the town’s wild years, when taverns offered liquor, drugs, and prostitution; discusses the many churches of Pembroke and the nearby high school where, in spite of sometimes strained relations, Pembroke’s black students have learned alongside white students of a neighboring community since well before Brown v. Board of Education; outlines efforts by conservation groups to preserve Pembroke’s rare black oak savannas; and analyzes obstacles to and failed attempts at economic development in Pembroke, as well as recent efforts, including organic farms and a sustainable living movement, which may yet bring some prosperity.
                                             
Based on research, interviews with residents, and the author’s own experiences during many return trips to Pembroke, this book—part social, cultural, legal, environmental, and political history and part memoir—profiles a number of the colorful, longtime residents and considers what has enabled Pembroke to survive despite a lack of economic opportunities. Although Pembroke has a reputation for violence and vice, Baron reveals a township with a rich and varied history and a vibrant culture.

Temporary urbanism has become an established marker of city making after the 2008 Global Financial Crisis. The book offers a critical exploration of its emergence and establishment as a seductive discourse and as an entangled field of urban practice encompassing architecture, visual and performative arts, urban regeneration and planning. Drawing on seven years of semi-ethnographic research in London, it explores the politics of temporariness at time of austerity from a situated analysis of neighbourhood transformation and wider cultural and economic shifts. Through a sympathetic, longitudinal engagement with projects and practitioners, the book tests the power of aesthetic and cultural interventions and highlights tensions between the promise of practices of dissenting vacant space re-appropriation, and their practical foreclosure. Against the normalisation of ephemerality, it develops a critique of temporary urbanism as a glamorisation of the anticipatory politics of precarity, transforming subjectivities and imaginaries of urban action.

Americans like to believe that theirs is the land of opportunity, but the hard facts are that children born into poor families in the United States tend to stay poor and children born into wealthy families generally stay rich. Other countries have shown more success at lessening the effects of inequality on mobility—possibly by making public investments in education, health, and family well-being that offset the private advantages of the wealthy. What can the United States learn from these other countries about how to provide children from disadvantaged backgrounds an equal chance in life? Making comparisons across ten countries, Persistence, Privilege, and Parenting brings together a team of eminent international scholars to examine why advantage and disadvantage persist across generations. The book sheds light on how the social and economic mobility of children differs within and across countries and the impact private family resources, public policies, and social institutions may have on mobility. In what ways do parents pass advantage or disadvantage on to their children? Persistence, Privilege, and Parenting is an expansive exploration of the relationship between parental socioeconomic status and background and the outcomes of their grown children. The authors also address the impact of education and parental financial assistance on mobility. Contributors Miles Corak, Lori Curtis, and Shelley Phipps look at how family economic background influences the outcomes of adult children in the United States and Canada. They find that, despite many cultural similarities between the two countries, Canada has three times the rate of intergenerational mobility as the United States—possibly because Canada makes more public investments in its labor market, health care, and family programs. Jo Blanden and her colleagues explore a number of factors affecting how advantage is transmitted between parents and children in the United States and the United Kingdom, including education, occupation, marriage, and health. They find that despite the two nations having similar rates of intergenerational mobility and social inequality, lack of educational opportunity plays a greater role in limiting U.S. mobility, while the United Kingdom’s deeply rooted social class structure makes it difficult for the disadvantaged to transcend their circumstances. Jane Waldfogel and Elizabeth Washbrook examine cognitive and behavioral school readiness across income groups and find that pre-school age children in both the United States and Britain show substantial income-related gaps in school readiness—driven in part by poorly developed parenting skills among overburdened, low-income families. The authors suggest that the most encouraging policies focus on both school and home interventions, including such measures as increases in federal funding for Head Start programs in the United States, raising pre-school staff qualifications in Britain, and parenting programs in both countries. A significant step forward in the study of intergenerational mobility, Persistence, Privilege, and Parenting demonstrates that the transmission of advantage or disadvantage from one generation to the next varies widely from country to country. This striking finding is a particular cause for concern in the United States, where the persistence of disadvantage remains stubbornly high. But, it provides a reason to hope that by better understanding mobility across the generations abroad, we can find ways to do better at home.

Literature has “died” many times—this book tells the story of its death by postcard. Picturing the Postcard looks to this unlikely source to shed light on our collective, modern-day obsession with new media. The postcard, almost unimaginably now, produced at the end of the nineteenth century the same anxieties and hopes that many people think are unique to twenty-first-century social media such as Facebook or Twitter. It promised a newly connected social world accessible to all and threatened the breakdown of authentic social relations and even of language. 

Arguing that “new media” is as much a discursive object as a material one, and that it is always in dialogue with the media that came before it, Monica Cure reconstructs the postcard’s history through journals, legal documents, and sources from popular culture, analyzing the postcard’s representation in fiction by well-known writers such as E. M. Forster and Edith Wharton and by more obscure writers like Anne Sedgwick and Herbert Flowerdew. Writers deployed uproar over the new medium of the postcard by Anglo-American cultural critics to mirror anxieties about the changing nature of the literary marketplace, which included the new role of women in public life, the appeal of celebrity and the loss of privacy, an increasing dependence on new technologies, and the rise of mass media. Literature kept open the postcard’s possibilities and in the process reimagined what literature could be.

Americans think of suburbs as prosperous areas that are relatively free from poverty and unemployment. Yet, today more poor people live in the suburbs than in cities themselves. In Places in Need, social policy expert Scott W. Allard tracks how the number of poor people living in suburbs has more than doubled over the last 25 years, with little attention from either academics or policymakers. Rising suburban poverty has not coincided with a decrease in urban poverty, meaning that solutions for reducing poverty must work in both cities and suburbs. Allard notes that because the suburban social safety net is less-developed than the urban safety net, a better understanding of suburban communities is critical for understanding and alleviating poverty in metropolitan areas.
 
Using census data, administrative data from safety net programs, and interviews with nonprofit leaders in the Chicago, Los Angeles, and Washington, D.C. metropolitan areas, Allard shows that poor suburban households resemble their urban counterparts in terms of labor force participation, family structure, and educational attainment. In the last few decades, suburbs have seen increases in single-parent households, decreases in the number of college graduates, and higher unemployment rates. As a result, suburban demand for safety net assistance has increased. Concerning is evidence suburban social service providers­—which serve clients spread out over large geographical areas, and often lack the political and philanthropic support that urban nonprofit organizations can command—do not have sufficient resources to meet the demand.
 
To strengthen local safety nets, Allard argues for expanding funding and eligibility to federal programs such as SNAP and the Earned Income Tax Credit, which have proven effective in urban and suburban communities alike.  He also proposes to increase the capabilities of community-based service providers through a mix of new funding and capacity-building efforts.
 
Places in Need demonstrates why researchers, policymakers, and nonprofit leaders should focus more on the shared fate of poor urban and suburban communities. This account of suburban vulnerability amidst persistent urban poverty provides a valuable foundation for developing more effective antipoverty strategies.

Why do we so compulsively play video games? Might it have something to do with how gaming affects our emotions? In Playing with Feelings, scholar Aubrey Anable applies affect theory to game studies, arguing that video games let us “rehearse” feelings, states, and emotions that give new tones and textures to our everyday lives and interactions with digital devices. Rather than thinking about video games as an escape from reality, Anable demonstrates how video games—their narratives, aesthetics, and histories—have been intimately tied to our emotional landscape since the emergence of digital computers.

Wayne Flynt addresses the life experiences of poor whites through their occupations, society, and culture. He reveals that many of our stereotypes about poor whites are wildly exaggerated; few were derelicts or "white trash." Even though racism, emotionalism, and a penchant for violence were possible among poor whites, most bore their troubles with dignity and self-respect - working hard to eventually lift themselves out of poverty.

The phrase "poor but proud" aptly describes many white Alabamians who settled the state and persisted through time. During the antebellum years, poor whites developed a distinctive culture on the periphery of the cotton belt. As herdsmen, subsistence farmers, mill workers, and miners, they flourished in a society more renowned for its two-class division of planters and slaves. The New Deal era and the advent of World War II broke the long downward spiral of poverty and afforded new opportunities for upward mobility.

In Poor Whites of the Antebellum South, Charles C. Bolton gives a distinct voice to one of the most elusive groups in the society of the Old South. Bolton's detailed examination reveals much about the lives of these landless white tenants and laborers and their relationship to yeoman farmers, black slaves, free blacks and elite whites. Providing a provocative analysis of the failure of the Jeffersonian "yeoman ideal" of democracy in white-majority areas, this book also shows how poor whites represented a more significant presence on the political, economic, and social landscape than previously had been thought.
Looking at two specific regions--the "settled" central piedmont of North Carolina and the "frontier" of northeast Mississippi--Bolton describes how poor whites played an important, though circumscribed, role in the local economy. Dependent on temporary employment, they represented a troubling presence in a society based on the principles of white independence and black slavery. Although perceived by southern leaders as a threat, poor whites, Bolton argues, did not form a political alliance with either free or enslaved blacks because of numerous factors including white racism, kinship ties, religion, education, and mobility. A concluding discussion of the crisis of 1860-61 examines the rejection of secession by significant numbers of poor whites, as well as the implications for their future as the Old South turned toward the new.
Poor Whites of the Antebellum South sheds light on a group often neglected in southern history. It is an important contribution that will be of interest to all students and historians of the American South.

In this book, twelve poverty scholars in Mexico and the United States contribute to the understanding of the roots of poverty and build knowledge about effective policy alleviation strategies. After setting the context of poverty and place in North America, the book focuses on three areas of policy response: macroeconomic policy, education policy, and safety nets. Within each section, the authors explore the dimensions of the poverty problem and alternative responses. A final chapter by the editors—from the United States and from Mexico—raises provocative questions about poverty in North America as a whole.

Embedded in the consciousness of Americans throughout much of the country’s history has been the American Dream: that every citizen, no matter how humble his beginnings, is free to climb to the top of the social and economic ladder. Poverty and Progress assesses the claims of the American Dream against the actual structure of economic and social opportunities in a typical nineteenth century industrial community—Newburyport, Massachusetts.

Here is local history. With the aid of newspapers, census reports, and local tax, school, and savings bank records Stephan Thernstrom constructs a detailed and vivid portrait of working class life in Newburyport from 1850 to 1880, the critical years in which this old New England town was transformed into a booming industrial city. To determine how many self-made men there really were in the community, he traces the career patterns of hundreds of obscure laborers and their sons over this thirty year period, exploring in depth the differing mobility patterns of native-born and Irish immigrant workmen. Out of this analysis emerges the conclusion that opportunities for occupational mobility were distinctly limited. Common laborers and their sons were rarely able to attain middle class status, although many rose from unskilled to semiskilled or skilled occupations.

But another kind of mobility was widespread. Men who remained in lowly laboring jobs were often strikingly successful in accumulating savings and purchasing homes and a plot of land. As a result, the working class was more easily integrated into the community; a new basis for social stability was produced which offset the disruptive influences that accompanied the first shock of urbanization and industrialization.

Since Newburyport underwent changes common to other American cities, Thernstrom argues, his findings help to illuminate the social history of nineteenth century America and provide a new point of departure for gauging mobility trends in our society today. Correlating the Newburyport evidence with comparable studies of twentieth century cities, he refutes the popular belief that it is now more difficult to rise from the bottom of the social ladder than it was in the idyllic past. The “blocked mobility” theory was proposed by Lloyd Warner in his famous “Yankee City” studies of Newburyport; Thernstrom provides a thorough critique of the “Yankee City” volumes and of the ahistorical style of social research which they embody.

After the Second World War, the idea that local community action was indispensable for the alleviation of poverty was broadly embraced by US policymakers, social scientists, international development specialists, and grassroots activists. Governmental efforts to mobilize community action in the name of democracy served as a volatile condition of possibility for poor people and dispossessed groups negotiating the tension between calls for self-help and demands for self-determination in the era of the Cold War and global decolonization. In Poverty in Common, Alyosha Goldstein suggests new ways to think about the relationship among liberalism, government, and inequality in the United States. He does so by analyzing historical dynamics including Progressive-era reform as a precursor to community development during the Cold War, the ways that the language of "underdevelopment" articulated ideas about poverty and foreignness, the use of poverty as a crucible of interest group politics, and radical groups' critical reframing of community action in anticolonial terms. During the mid-twentieth century, approaches to poverty in the United States were linked to the racialized and gendered negotiation of boundaries—between the foreign and the domestic, empire and nation, violence and order, and dependency and autonomy.

Policy Lessons from COVID-19

At the close of 2019, the United States saw a record-low poverty rate. At the start of 2020, the COVID-19 pandemic threatened to upend that trend and plunge millions of Americans into poverty. However, despite the highest unemployment rate since the Great Depression, the poverty rate declined to the lowest in modern U.S. history. In Poverty in the Pandemic social policy scholar Zachary Parolin provides a data-driven account of how poverty influenced the economic, social, and health consequences of the COVID-19 pandemic in the U.S., as well as how the country’s policy response led to historically low poverty rates.
 
Drawing on dozens of data sources ranging from debit and credit card spending, the first national databases of school and childcare center closures in the U.S., and bi-weekly Census-run surveys on well-being, Parolin finds that entering the pandemic in poverty substantially increased a person’s likelihood of experiencing negative health outcomes due to the pandemic, such as contracting and dying from COVID, as well as losing their job. Additionally, he found that students from poor families suffered the greatest learning losses as a result of school closures and the shift to distance learning during the pandemic. 
 
However, unprecedented legislative action by the U.S. government, including the passage of the Families First Coronavirus Response Act (FFCRA), the Coronavirus Aid, Relief, and Economic Security (CARES) Act, and the American Rescue Plan (ARP) helped mitigate the economic consequences of the pandemic and lifted around 18 million Americans out of poverty. Based on the success of these policies, Parolin concludes with policy suggestions that the U.S. can implement in more ‘normal’ times to improve the living conditions of low-income households after the pandemic subsides, including expanding access to Unemployment Insurance, permanently expanding the Child Tax Credit, promoting greater access to affordable, high-quality healthcare coverage, and investing more resources into the Census Bureau’s data-collection capabilities. He also details a method of producing a monthly measurement of poverty, to be used in conjunction with the traditional annual measurement, in order to better understand the intra-year volatility of poverty that many Americans experience.
 
Poverty in the Pandemic provides the most complete account to date of the unique challenges that low-income households in the U.S. faced during the COVID-19 pandemic.

The Old Poor Law, which was established in 1601 in England and Wales and was in force until 1834, was administered by the local parish and dispensed goods and services to paupers, providing a uniquely comprehensive, premodern system of support for the poor. Providing for the Poor brings together academics and practitioners from across disciplines to reexamine the micropolitics of poverty in the long eighteenth century through the eyes of the poor, their providers, and enablers. Covering such topics as the providence of the parochial sixpence, which was given in order to get a beggar to move along to another parish, to coercive marriages, plebeian clothing, and the much broader implications of vagrancy toward the end of the long eighteenth century, this volume aims to bridge the gaps in our understanding of the experiences of people across the social spectrum whose lives were touched by the Old Poor Law. It brings together some of the wider arguments concerning the nature of welfare during economically difficult times and documents the rising bureaucracy inherent in the system to produce a radical new history of the Old Poor Law in astonishing detail.

The punitive turn of penal policy in the United States after the acme of the Civil Rights movement responds not to rising criminal insecurity but to the social insecurity spawned by the fragmentation of wage labor and the shakeup of the ethnoracial hierarchy. It partakes of a broader reconstruction of the state wedding restrictive “workfare” and expansive “prisonfare” under a philosophy of moral behaviorism. This paternalist program of penalization of poverty aims to curb the urban disorders wrought by economic deregulation and to impose precarious employment on the postindustrial proletariat. It also erects a garish theater of civic morality on whose stage political elites can orchestrate the public vituperation of deviant figures—the teenage “welfare mother,” the ghetto “street thug,” and the roaming “sex predator”—and close the legitimacy deficit they suffer when they discard the established government mission of social and economic protection. By bringing developments in welfare and criminal justice into a single analytic framework attentive to both the instrumental and communicative moments of public policy, Punishing the Poor shows that the prison is not a mere technical implement for law enforcement but a core political institution. And it reveals that the capitalist revolution from above called neoliberalism entails not the advent of “small government” but the building of an overgrown and intrusive penal state deeply injurious to the ideals of democratic citizenship.

Today, a college education is increasingly viewed as the gateway to the American Dream—a necessary prerequisite for social mobility. Yet recent policy reforms in the United States effectively steer former welfare recipients away from an education that could further their career prospects, forcing them directly into the workforce where they often find only low-paying jobs with little opportunity for growth. In Putting Poor People to Work, Kathleen Shaw, Sara Goldrick-Rab, Christopher Mazzeo, and Jerry A. Jacobs explore this troubling disconnect between the principles of "work-first" and "college for all." Using comprehensive interviews with government officials and sophisticated data from six states over a four year period, Putting Poor People to Work shows how recent changes in public policy have reduced the quantity and quality of education and training available to adults with low incomes. The authors analyze how two policies encouraging work—the federal welfare reform law of 1996 and the Workforce Investment Act of 1998—have made moving people off of public assistance as soon as possible, with little regard to their long-term career prospects, a government priority. Putting Poor People to Work shows that since the passage of these "work-first" laws, not only are fewer low-income individuals pursuing postsecondary education, but when they do, they are increasingly directed towards the most ineffective, short-term forms of training, rather than higher-quality college-level education. Moreover, the schools most able and ready to serve poor adults—the community colleges—are deterred by these policies from doing so. Having a competitive, agile workforce that can compete with any in the world is a national priority. In a global economy where skills are paramount, that goal requires broad popular access to education and training. Putting Poor People to Work shows how current U.S. policy discourages poor Americans from seeking out a college education, stranding them in jobs with little potential for growth. This important new book makes a powerful argument for a shift in national priorities that would encourage the poor to embrace both work and education, rather than having to choose between the two.
