This special issue places the Palestine question in a transnational and comparative frame that strives to better depict its historical complexity. The issue also gives special consideration to the different modes of Palestinian resistance both within and outside the state of Israel and the occupied territories.
Creating institutions to meet the challenge of sustainability is arguably the most important task confronting society; it is also dauntingly complex. Ecological, economic, and social elements all play a role, but despite ongoing efforts, researchers have yet to succeed in integrating the various disciplines in a way that gives adequate representation to the insights of each.
Panarchy, a term devised to describe evolving hierarchical systems with multiple interrelated elements, offers an important new framework for understanding and resolving this dilemma. Panarchy is the structure in which systems, including those of nature (e.g., forests) and of humans (e.g., capitalism), as well as combined human-natural systems (e.g., institutions that govern natural resource use such as the Forest Service), are interlinked in continual adaptive cycles of growth, accumulation, restructuring, and renewal. These transformational cycles take place at scales ranging from a drop of water to the biosphere, over periods from days to geologic epochs. By understanding these cycles and their scales, researchers can identify the points at which a system is capable of accepting positive change, and can use those leverage points to foster resilience and sustainability within the system.
This volume brings together leading thinkers on the subject -- including Fikret Berkes, Buz Brock, Steve Carpenter, Carl Folke, Lance Gunderson, C.S. Holling, Don Ludwig, Karl-Goran Maler, Charles Perrings, Marten Scheffer, Brian Walker, and Frances Westley -- to develop and examine the concept of panarchy and to consider how it can be applied to human, natural, and human-natural systems. What happens to society when we are not held back by the neoliberal narrative? What can we do, to protect ourselves and one another, when we organize and act collectively? From the stories told here, maybe more than we expect.
Drawing on original research, Kristin A. Goss examines how women's civic place has changed over the span of more than 120 years, how public policy has driven these changes, and why these changes matter for women and American democracy. Suffrage, which granted women the right to vote and invited their democratic participation, provided a dual platform for the expansion of women's policy agendas. As measured by women's groups' appearances before the U.S. Congress, women's collective political engagement continued to grow between 1920 and 1960—when many conventional accounts claim it declined—and declined after 1980, when it might have been expected to grow. This waxing and waning was accompanied by major shifts in issue agendas, from broad public interests to narrow feminist interests.
Goss suggests that ascriptive differences are not necessarily barriers to disadvantaged groups' capacity to be heard; that enhanced political inclusion does not necessarily lead to greater collective engagement; and that rights movements do not necessarily constitute the best way to understand the political participation of marginalized groups. She asks what women have gained — and perhaps lost — through expanded incorporation as well as whether single-sex organizations continue to matter in 21st-century America.
The expansion of the Paris sewer system during the Second Empire and Third Republic was both a technological and political triumph. The sewers themselves were an important cultural phenomenon, and the men who worked in them a source of fascination. Donald Reid shows that observing how such laborers as cesspool cleaners and sewermen present themselves and are represented by others is a way to reflect on the material and cultural foundations of everyday life.

Growing numbers of people are displaced by war and violent conflict. In Ukraine, Afghanistan, Ethiopia, Myanmar, Syria, and elsewhere violence pushes civilian populations from their homes and sometimes from their countries, making them refugees. In previous decades, millions of refugees and displaced people returned to their place of origin after conflict or were resettled in countries in the Global North. Now displacements last longer, the number of people returning home is lower, and opportunities for resettlement are shrinking. More and more people spend decades in refugee camps or displaced within their own countries, raising their children away from their home communities and cultures. In this context, international policies encourage return to place of origin.
Using case studies and first-person accounts from interviews and fieldwork in post-conflict settings such as Uganda, Liberia, and Kosovo, Sandra F. Joireman highlights the divergence between these policies and the preferences of conflict-displaced people. Rather than looking from the top down, at the rights that people have in international and domestic law, the perspective of this text is from the ground up—examining individual and household choices after conflict. Some refugees want to go home, some do not want to return, some want to return to their countries of origin but live in a different place, and others are repatriated against their will when they have no other options. Among the more dramatic changes brought by World War II was the widespread introduction of new synthetic chemical pesticides - products welcomed as technological answers to a whole host of agricultural problems. The dangers posed by these products were often ignored in the rush to get them onto the market. Federal policy primarily reflected the interests of those promoting the new technologies. The risks associated with pesticides, as yet ill-understood, continued to be played down during the 1950s, despite their sudden emergence as a public problem as a result of health scares and fish and wildlife deaths following massive pest eradication campaigns. These events, together with the publication of Rachel Carson’s Silent Spring, spawned the environmental movement of the 1960s.
Dramatic changes came in the early 1970s as environmental values permeated the institutions and dynamics of American politics. Such changes produced new priorities, and - in part - a redirection in federal policy on chemical pesticides. The National Environmental Policy Act, the creation of the Environmental Protection Agency, congressional reforms, and broad popular support opened opportunities for those seeking to alter pesticides policy. But by the mid-1980s, after more than a decade of conflict, that policy is in limbo, caught between powerful environmental, economic, and political forces.
How did this happen?
Pesticides and Politics traces the long battle over control of pesticides through an analytical framework that is at the same time historical, comparative, and theoretical. Christopher J. Bosso’s account analyzes the responses to this complex problem by commercial interests, government, the media, and the public, and shows how the issue evolved over forty years of technological and political change.
Bosso’s research leads to a number of insights about the U.S. structure of governance. It shows how the system itself determines who gains access to decision making and who is excluded, and how conflicts are redefined as the range of interests attached to them grows. How contemporary environmental struggles and resistance to pipeline development became populist struggles

In this companion volume to his 2012 book Oregon Plans: The Making of an Unquiet Land-Use Revolution, Sy Adler offers readers a deep analysis of planning Portland’s Urban Growth Boundary. Required by one of Oregon’s nineteen statewide planning goals, a boundary in the Portland metropolitan area was intended to separate urban land and land that would be urbanized from commercially productive farmland. After adopting the goals, approving the Portland growth boundary in 1979 was the most significant decision the Oregon Land Conservation and Development Commission has ever made, and, more broadly, is a significant milestone in American land-use planning.

Innovative regional planning institutions were established in response to concerns about sprawl, but planners working for those institutions had to confront the reality that various plans being developed and implemented by city and county governments in metro Portland would instead allow sprawl to continue. Regional planners labeled these as “Trend City” plans, and sought to transform them during the 1970s and thereafter.
Adler discusses the dynamics of these partially successful efforts and the conflicts that characterized the development of the Portland UGB during the 1970s—between different levels of government, and between public, private, and civic sector advocates. When the regional UGB is periodically reviewed, these conflicts continue, as debates about values and technical issues related to forecasting future amounts of population, economic activity, and the availability of land for urban development over a twenty-year period roil the boundary planning process.

However, this presence in the US is just one reason its already well-regarded economic analyses and example were readily mobilized by influential American and international figures for an Allied “war of ideas,” plans for a postwar world, and even blueprints for the new United Nations. How did this body of information become so valuable? As Ekbladh makes clear, the answer is that information and analysis themselves became crucial currencies in global affairs: to sustain a modern, liberal global order, a steady stream of information about economics, politics, and society was, and remains, indispensable.
Despite America's pluralistic, fragmented, and generally adversarial political culture, participants in pollution control politics have begun to collaborate to reduce the high costs of developing, implementing, and enforcing regulations. Edward P. Weber uses examples from this traditionally combative policy arena to propose a new model for regulation, "pluralism by the rules," a structured collaborative format that can achieve more effective results at lower costs than typically come from antagonistic approaches.
Weber cites the complexity and high implementation costs of environmental policy as strong but insufficient incentives for collaboration. He shows that cooperation becomes possible when opposing sides agree to follow specific rules that include formal binding agreements about enforcement, commitment to the process by political and bureaucratic leaders, and the ensured access and accountability of all parties involved. Such rules establish trust, create assurances that agreements will be enforced, and reduce the perceived risks of collaboration. Through case studies dealing with acid rain, reformulated gasoline, and oil refinery pollution control, Weber demonstrates the potential of collaboration for realizing a cleaner environment, lower compliance costs, and more effective enforcement.

The period between 1920 and 1950 saw an epochal shift in the American cultural economy. The shocks of the 1929 market crash and the Second World War decimated much of the support for high modernist literature, and writers who had relied on wealthy benefactors were forced to find new protectors from the depredations of the free market. Private foundations, universities, and government organizations began to fund the arts, and in this environment writers were increasingly obliged to become critics, elucidating and justifying their work to an audience of elite administrators.
In Poet-Critics and the Administration of Culture, Evan Kindley recognizes the major role modernist poet-critics played in the transition from aristocratic patronage to technocratic cultural administration. Poet-critics developed extensive ties to a network of bureaucratic institutions and established dual artistic and intellectual identities to appeal to the kind of audiences and entities that might support their work. Kindley focuses on Anglo-American poet-critics including T. S. Eliot, Marianne Moore, W. H. Auden, Archibald MacLeish, Sterling A. Brown, and R. P. Blackmur. These artists grappled with the task of being “village explainers” (as Gertrude Stein described Ezra Pound) and legitimizing literature for public funding and consumption.
Modernism, Kindley shows, created a different form of labor for writers to perform and gave them an unprecedented say over the administration of contemporary culture. The consequences for our understanding of poetry and its place in our culture are still felt widely today.

Americans have a long history with debt. They also have a long history of mobilizing for debt relief. Throughout the nineteenth century, indebted citizens demanded government protection from their financial burdens, challenging readings of the Constitution that exalted property rights at the expense of the vulnerable. It presents new evidence on the economic, political, and social implications of relying on these special districts while offering important findings about their use and significance.
Taiwan is a classic case of export-led industrialization. But unlike South Korea and Japan, where large firms have been the major exporters, before the late 1980s Taiwan's successful exporters were overwhelmingly small- and medium-sized enterprises (SMEs). The SMEs became the engine of the entire economy, yet for many years the state virtually ignored the SMEs and their role as exporters.
What factors account for the success of the SMEs and their benign neglect by the state? The key was a strict division of labor: state and large private enterprises jointly monopolized the domestic market. This gave the SMEs a free run in export markets. How did this industrial structure come into being? The author argues that it was an unintended consequence of the state's policy toward the private sector and its political strategies for managing societal forces. Indeed, Taiwan's unique industrial structure was shaped by both the witting and the unwitting interactions of the state and the private sector. Moreover, as the author shows, this industrial policy was a product of the internal politics of the economic bureaucracy, and the formulation and implementation of economic policy hinged on mechanisms for solving differences within the state.
A searing study of how modern reproductive politics shapes women's bodily agency
Pregnancy indisputably takes place within a woman's body. But as reproductive power finds its way into the hands of medical professionals, lobbyists, and policymakers, the geographies of pregnancy are shifting, and the boundaries need to be redrawn, argues Laura R. Woliver. The Political Geographies of Pregnancy is a vigorous analysis of the ways modern reproductive politics are shaped by long-standing debates on abortion and adoption, surrogacy arrangements, new reproductive technologies, medical surveillance, and the mapping of the human genome.
Across a politically charged backdrop of reproductive issues, Woliver exposes strategies that claim to uphold the best interests of children, families, and women but in reality complicate women's struggles to have control over their own bodies. Utilizing feminist standpoint theory and promoting a feminist ethic of care, Woliver looks at abortion politics, modern adoption laws that cater to male-headed families, regulations that allow the state to monitor pregnant women but not always provide care for them, and the power structures behind the seemingly benign world of egg-selling and surrogate parenting. She also considers the potentially staggering political implications of mapping the human genome, and the exclusion of women's perspectives in discussions about legislation and advancements in reproductive technologies.
James B. Palais theorizes in his important book on Korea that the remarkable longevity of the Yi dynasty (1392–1910) was related to the difficulties the country experienced in adapting to the modern world. He suggests that the aristocratic and hierarchical social system, which was the source of stability of the dynasty, was also the cause of its weakness.
The period from 1864 to 1873 was one in which the monarchy attempted to increase and expand central power at the expense of the powerful aristocracy. But the effort failed, and 1874 saw a rebirth of bureaucratic and aristocratic dominance. What this meant when Korea was “opened” two years later to the outside world was that the country was poorly suited to the attainment of modern national objectives—the aggrandizement of state wealth and power—in competition with other nations. Thus any sense of national purpose was subverted, and the leadership could not generate the unified support needed for either modernization or domestic harmony. The consequences for the twentieth-century world have been portentous.

American state and Canadian provincial governments have dealt with rapidly rising auto insurance rates in different ways over the last two decades, a difference many attribute to variances in political pressure exerted by interest groups such as trial attorneys and insurance companies. Edward L. Lascher, Jr., argues that we must consider two additional factors: the importance of politicians’ beliefs about the potential success of various solutions and the role of governmental institutions.
Using case studies from both sides of the border, Lascher shows how different explanations of the problem and different political structures affect insurance reform. In his conclusion, Lascher moves beyond auto insurance to draw implications for regulation and policymaking in other areas.

This book explores how policy ideas are spread—or diffused—in an age in which policymaking has become increasingly complex and specialized. Using the concept of enterprise zones as a case study in policy diffusion, Karen Mossberger compares the process of their adoption in Virginia, Indiana, Michigan, New York, and Massachusetts over a twelve-year period.
Enterprise zones were first proposed by the Reagan administration as a supply-side effort to reenergize inner cities, and they were eventually embraced by liberals and conservatives alike. They are a compelling example of a policy idea that spread and evolved rapidly. Mossberger describes the information networks and decisionmaking processes in the five states, assessing whether enterprise zones spread opportunistically, as a mere fad, or whether well-informed deliberation preceded their adoption.
Debates on the end-of-life controversy are complex because they seem to highjack national and cultural traditions. Where previous books have focused on ideological grounds, The Politics of Intimacy explores dying as the site where policies are negotiated and implemented. Intimacy comprises the emotional experience of the end of life and how we acknowledge it—or not—through institutions. This process shows that end-of-life controversy relies on the conflict between the individual and these institutions, a relationship that is the cornerstone of Western liberal democracies.
Through interviews with mourners, stakeholders, and medical professionals, examination of media debates in France and the Czech Republic, Durnová shows that liberal institutions, in their attempts to accommodate the emotional experience at the end of life, ultimately fail. She describes this deadlock as the “politics of intimacy,” revealing that political institutions deploy power through collective acknowledgment of individual emotions but fail to maintain this recognition because of this same experience.
Migration to new destinations in Europe and the United States has expanded dramatically over the past few decades. Within these destinations, there is a corresponding greater variety of ethnic, cultural, and/or religious diversity. This timely volume, The Politics of New Immigrant Destinations, considers the challenges posed by this proliferation of diversity for governments, majority populations, and immigrants.

In urban America, large-scale redevelopment is a frequent news item. Many proposals for such redevelopment are challenged—sometimes successfully, and other times to no avail. The Politics of Place considers the reasons for these outcomes by examining five cases of contentious redevelopment in Pittsburgh, Pennsylvania, between 1949 and 2000.
In four of these cases, the challengers to redevelopment failed to create the conditions necessary for strong democratic participation. In the fifth case—the proposed reconstruction of Pittsburgh’s downtown retail district (1997–2000)—challengers succeeded, and Crowley describes the crucial role of independent nonprofit organizations in bringing about this result.
At the heart of Crowley’s discussion are questions central to any urban redevelopment debate: Who participates in urban redevelopment, what motivates them to do so, and what structures in the political process open or close a democratic dialogue among the stakeholders? Through his astute analysis, Crowley answers these questions and posits a framework through which to view future contention in urban redevelopment.
For generations, debating the expansion or contraction of the American welfare state has produced some of the nation's most heated legislative battles. Attempting social policy reform is both risky and complicated, especially when it involves dealing with powerful vested interests, sharp ideological disagreements, and a nervous public.
The Politics of Policy Change compares and contrasts recent developments in three major federal policy areas in the United States: welfare, Medicare, and Social Security. Daniel Béland and Alex Waddan argue that we should pay close attention to the role of ideas when explaining the motivations for, and obstacles to, policy change.
This insightful book concentrates on three cases of social policy reform (or attempted reform) that took place during the presidencies of Bill Clinton and George W. Bush. Béland and Waddan further employ their framework to help explain the meaning of the 2010 health insurance reform and other developments that have taken place during the Obama presidency. The result is a book that will improve our understanding of the politics of policy change in contemporary federal politics.
The population of Brazil increased tenfold, from 10 to over 100 million, between 1880 and 1980, nearly half of this increase occurring since the end of World War II. The Politics of Population in Brazil examines the attitudes toward population planning of Brazilian government officials and other elites—bishops, politicians, labor leaders, and business owners—in comparison with mass public opinion. The authors' findings that elites seriously underestimate the desire for family planning services, while the public views birth control as a basic issue, represent an important contribution on a timely issue.
A major reason for this disparity is that the elites tend to define the issue as a matter of national power and collective growth, and the public sees it as a bread-and-butter question affecting the daily lives of families. McDonough and DeSouza document not only the real gulf between elite and mass opinion but also the propensity of the elites to exaggerate this gap through their stereotyping of public opinion as conservative and disinterested in family planning.
Despite these differences, the authors demonstrate that population planning is less conflict ridden than many other controversies in Brazilian politics and probably more amenable to piecemeal bargaining than some earlier studies suggest. In part, this is because attitudes on the issue are not closely identified with opinions regarding left-versus-right disputes. In addition, for the public in general, religious sentiment affects attitudes toward family planning only indirectly. This separation, which reflects the historical lack of penetration of Brazilian society on the part of the church, further attenuates the issue's potential for galvanizing deep-seated antagonisms. As the authors note, this situation stands in contrast to the fierce debates that moral issues have generated in Spain and Ireland.
The study is noteworthy not only for its original approach—the incorporation of mass and elite data and the departure from the standard concerns with fertility determinants in population—but also for its sophisticated methodology and lucid presentation.
