Bureaucracy, confusing paperwork, and complex regulations—or what public policy scholars Pamela Herd and Donald Moynihan call administrative burdens—often introduce delay and frustration into our experiences with government agencies. Administrative burdens diminish the effectiveness of public programs and can even block individuals from fundamental rights like voting. In AdministrativeBurden, Herd and Moynihan document that the administrative burdens citizens regularly encounter in their interactions with the state are not simply unintended byproducts of governance, but the result of deliberate policy choices. Because burdens affect people’s perceptions of government and often perpetuate long-standing inequalities, understanding why administrative burdens exist and how they can be reduced is essential for maintaining a healthy public sector.
Through in-depth case studies of federal programs and controversial legislation, the authors show that administrative burdens are the nuts-and-bolts of policy design. Regarding controversial issues such as voter enfranchisement or abortion rights, lawmakers often use administrative burdens to limit access to rights or services they oppose. For instance, legislators have implemented administrative burdens such as complicated registration requirements and strict voter-identification laws to suppress turnout of African American voters. Similarly, the right to an abortion is legally protected, but many states require women seeking abortions to comply with burdens such as mandatory waiting periods, ultrasounds, and scripted counseling. As Herd and Moynihan demonstrate, administrative burdens often disproportionately affect the disadvantaged who lack the resources to deal with the financial and psychological costs of navigating these obstacles.
However, policymakers have sometimes reduced administrative burdens or shifted them away from citizens and onto the government. One example is Social Security, which early administrators of the program implemented in the 1930s with the goal of minimizing burdens for beneficiaries. As a result, the take-up rate is about 100 percent because the Social Security Administration keeps track of peoples’ earnings for them, automatically calculates benefits and eligibility, and simply requires an easy online enrollment or visiting one of 1,200 field offices. Making more programs and public services operate this efficiently, the authors argue, requires adoption of a nonpartisan, evidence-based metric for determining when and how to institute administrative burdens, with a bias toward reducing them. By ensuring that the public’s interaction with government is no more onerous than it need be, policymakers and administrators can reduce inequality, boost civic engagement, and build an efficient state that works for all citizens.

American public administration inherited from Alexander Hamilton a distinct republican framework through which we derive many of our modern governing standards and practices. His administrative theory flowed from his republican vision, prescribing not only the how of administration but also what should be done and why. Administration and policy merged seamlessly in his mind, each conditioning the other. His Anti-Federalist detractors clearly saw this and fought his vision tooth and nail.

Blending political, historical, and sociological analysis, Bernard S. Silberman offers a provocative explanation for the bureaucratic development of the modern state. The study of modern state bureaucracy has its origins in Max Weber's analysis of the modes of social domination, which Silberman takes as his starting point.
Whereas Weber contends that the administration of all modern nation-states would eventually converge in one form characterized by rationality and legal authority, Silberman argues that the process of bureaucratic rationalization took, in fact, two courses. One path is characterized by permeable organizational boundaries and the allocation of information by "professionals." The other features well-defined boundaries and the allocation of information by organizational rules. Through case studies of France, Japan, the United States, and Great Britain, Silberman demonstrates that this divergence stems from differences in leadership structure and in levels of uncertainty about leadership succession in the nineteenth century.
Silberman concludes that the rise of bureacratic rationality was primarily a response to political problems rather than social and economic concerns. The comparative study of public policy once promised to make major contributions to our understanding of government. Much of that promise now appears unfulfilled. What accounts for this decline in intellectual fortunes and change in intellectual fashion? Comparing Public Bureaucracies seeks to understand why. One of the principal answers is that there is no readily accepted and dependent variable that would allow comparative public administration to conform to the usual canons of social research. In contrast, comparative public policy has a ready-made dependent variable in public expenditure.
Peters discusses four possible dependent variables for comparative public administration. The first is personnel—the number and type of people who work for government. Second, the number and type of organizations that form government can suggest a great deal about the structure of government. Third, the behavior of members is obviously important for understanding what actually happens in government—such as the extents to which bureaucracies approximate the budget-maximizing behavior posited by economists. Whether renewing a driver's license, traveling on an airplane, or just watching in fascination as a robot probes Mars, we all participate in the everyday workings of the modern administrative state. As Stillman demonstrates in this study, however, we have not, until now, fully investigated or appreciated this administrative stateÕs origins or its evolution into the entity that so affects our lives today.
Stillman reveals that this modern enterprise emerged from a complex foundation of ideas and ideals rather than as a result of a simple, rational plan or cataclysmic event, as previously contended. In fact, he finds that the basis for our current administrative state lies in the lives of the seven individuals who, during the late 19th and early 20th centuries, invented its various elements.
Stillman also finds that although they lived at different times, these seven founders-George William Curtis, Charles Francis Adams, Jr., Emory Upton, Jane Addams, Frederick W. Taylor, Richard Childs, and Louis Brownlow-had much in common: all were products of intensely Protestant, small-town America, and all were motivated by strong moral idealism. Indeed, Stillman finds that state making in the United States has been a continuation of the Protestant goal to "protest and purify."
Some names are more recognizable than others, but all, through remarkable moral fervor and exceptional leadership skills, invented the administrative practices and procedures so familiar today.
Crowdsourcing is a term that was coined in 2006 to describe how the commercial sector was beginning to outsource problems or tasks to the public through an open call for solutions over the internet or social media. Crowdsourcing works to generate new ideas or develop innovative solutions to problems by drawing on the wisdom of the many rather than the few. US local government experimented with rudimentary crowdsourcing strategies as early as 1989, but in the last few years local, state, and federal government have increasingly turned to crowdsourcing to enhance citizen participation in problem solving, setting priorities, and decision making. While crowdsourcing in the public sector holds much promise and is part of a larger movement toward more citizen participation in democratic government, many challenges, especially legal and ethical issues, need to be addressed to successfully adapt it for use in the public sector.

Historians of British colonial rule in India have noted both the place of military might and the imposition of new cultural categories in the making of Empire, but Bhavani Raman, in Document Raj, uncovers a lesser-known story of power: the power of bureaucracy. Drawing on extensive archival research in the files of the East India Company’s administrative offices in Madras, she tells the story of a bureaucracy gone awry in a fever of documentation practices that grew ever more abstract—and the power, both economic and cultural, this created.

Raman shows, however, that the sheer volume of their document production allowed colonial managers to subtly but substantively manipulate records for their own ends, increasingly drawing the real and the recorded further apart. While this administrative sleight of hand increased the company’s reach and power within the Empire, it also bolstered profoundly new orientations to language, writing, memory, and pedagogy for the officers and Indian subordinates involved. Immersed in a subterranean world of delinquent scribes, translators, village accountants, and entrepreneurial fixers, Document Raj maps the shifting boundaries of the legible and illegible, the legal and illegitimate, that would usher India into the modern world.

Since the 1960s, hostility and mistrust toward the U.S. government has risen precipitously. At the same time, the field of public administration has wrestled with its own crisis of legitimacy. What is at the root of current antigovernment sentiment? Conventionally, two explanations for this problem persist. Some see it primarily in moral terms, a deficit of Constitutional or democratic values in government. Others emphasize government’s performance failures and managerial inefficiency.
Thomas J. In her new book, Federal Management Reform in a World of Contradictions, renowned public administration scholar Beryl A. Radin reveals what may lie behind the failure of so many efforts at government management reform.
To spur new thinking about this problem, Radin examines three basic sets of contradictions between the strategies of the reformers and the reality of the US federal system: contradictions in the shared powers structure, contradictions in values, and contradictions between politics and administration. She then explores six types of reform efforts and the core beliefs that guided them. The six reform areas are contracting out, personnel policy, agency reorganization, budgeting, federalism policies and procedures, and performance management. American government is in the midst of a reputation crisis. An overwhelming majority of citizens—Republicans and Democrats alike—hold negative perceptions of the government and believe it is wasteful, inefficient, and doing a generally poor job managing public programs and providing public services. When social problems arise, Americans are therefore skeptical that the government has the ability to respond effectively. It’s a serious problem, argues Amy E. Lerman, and it will not be a simple one to fix.
With Good Enough for Government Work, Lerman uses surveys, experiments, and public opinion data to argue persuasively that the reputation of government is itself an impediment to government’s ability to achieve the common good. In addition to improving its efficiency and effectiveness, government therefore has an equally critical task: countering the belief that the public sector is mired in incompetence. Lerman takes readers through the main challenges. Negative perceptions are highly resistant to change, she shows, because we tend to perceive the world in a way that confirms our negative stereotypes of government—even in the face of new information. Those who hold particularly negative perceptions also begin to “opt out” in favor of private alternatives, such as sending their children to private schools, living in gated communities, and refusing to participate in public health insurance programs. When sufficient numbers of people opt out of public services, the result can be a decline in the objective quality of public provision. In this way, citizens’ beliefs about government can quickly become a self-fulfilling prophecy, with consequences for all. Lerman concludes with practical solutions for how the government might improve its reputation and roll back current efforts to eliminate or privatize even some of the most critical public services.

In Governing Narratives, Hugh T. Miller takes a narrative approach in conceptualizing the politics of public policy. In this approach, signs and ideographs—that is, constellations of images, feelings, values, and conceptualization—are woven into policy narratives through the use of story lines. For example, the ideograph “acid rain” is part of an environmental narrative that links dead trees to industrial air pollution. The struggle for meaning capture is a political struggle, most in evidence during times of change or when status quo practices are questioned.
Public policy is often considered to be the end result of empirical studies, quantitative analyses, and objective evaluation. But the empirical norms of science and rationality that have informed public policy research have also hidden from view those vexing aspects of public policy discourse outside of methodological rigor.
Phrases such as “three strikes and you’re out” or “flood of immigrants” or “don’t ask, don’t tell” or “crack baby” or “the death tax” have come to play crucial roles in public policy, not because of the reality they are purported to reflect, but because the meanings, emotions, and imagery connoted by these symbolizations resonate in our culture.
Social practices, the very material of social order and cultural stability, are inextricably linked to the policy discourse that accompanies social change. Eventually a winning narrative dominates and becomes institutionalized into practice and implemented via public administration. Policy is symbiotically associated with these winning narratives. Practices might change again, but this inevitably entails renewed political contestation. The competition among symbolizations does not imply that the best narrative wins, only that a narrative has won for the time being. However, unsettling the established narrative is a difficult political task, particularly when the narrative has evolved into habitual institutionalized practice.
Governing Narratives convincingly links public policy to the discourse and rhetoric of deliberative politics.
The federal government is having increasing difficulty faithfully executing the laws, which is what Alexander Hamilton called “the true test” of a good government. This book diagnoses the symptoms, explains their general causes, and proposes ways to improve the effectiveness of the federal government. Employing Hamilton’s seven measures of an energetic federal service, Paul Light shows how the government is wanting in each measure.

Beginning in the late 1950s and continuing through the 1970s, the United States experienced a vast expansion in national policy making. During this period, the federal government extended its scope into policy arenas previously left to civil society or state and local governments.
With The Great Broadening, Bryan D. Jones, Sean M. Theriault, and Michelle Whyman examine in detail the causes, internal dynamics, and consequences of this extended burst of activity. They argue that the broadening of government responsibilities into new policy areas such as health care, civil rights, and gender issues and the increasing depth of existing government programs explain many of the changes in America politics since the 1970s. Increasing government attention to particular issues was motivated by activist groups. In turn, the beneficiaries of the government policies that resulted became supporters of the government’s activity, leading to the broad acceptance of its role. This broadening and deepening of government, however, produced a reaction as groups critical of its activities organized to resist and roll back its growth.

Anthony Downs's An Economic Theory of Democracy is one of the handful of books that reshaped political science in the post-World War II period. Justice and Administration is an ambitious effort to grapple with justice as a theoretical component of the practice of public administration, yet with sufficient theoretical power to be meaningful in philosophy, political studies, and sociology.
The time is ripe for such an effort, as the questions that gather under the labels of modernity, the postmodern and critical theory now transcend a single discipline. The work of John Rawls on justice in public life has had a generation of influence on scholarship, and this work seems to have a high degree of likelihood of making meaningful statements on these questions in the field.
Coping with the practical problems of bureaucracy is hampered by the limited self-conception and the constricted mindsets of mainstream public administration thinking. Modernist public administration theory, although valuable and capable of producing ever more remarkable results, is limiting as an explanatory and catalytic force in resolving fundamental problems about the nature, size, scope, and functioning of public bureaucracy and in transforming public bureaucracy into a more positive force.
This original study specifies a reflexive language paradigm for public administration thinking and shows how a postmodern perspective permits a revolution in the character of thinking about public bureaucracy. The author considers imagination, deconstruction, deterritorialization, and alterity. Farmer's work emphasizes the need for an expansion in the character and scope of public administration's disciplinary concerns and shows clearly how the study and practice of public administration can be reinvigorated.
The real work of many governments is done not in stately domed capitols but by a network of federal and state officials working with local governments and nongovernmental organizations to address issues that cross governmental boundaries. Managing within Networks analyzes the structure, operations, and achievements of these public management networks that are trying to solve intractable problems at the field level.
It examines such areas as transportation, economic and rural development, communications systems and data management, water conservation, wastewater management, watershed conservation, and services for persons with developmental disabilities. Robert Agranoff draws a number of innovative conclusions about what these networks do and how they do it from data compiled on fourteen public management networks in Indiana, Iowa, Kentucky, Nebraska, and Ohio.

The most common social phenomenon of Western societies is the organization, yet those
involved in real-world managing are not always willing to reveal the intricacies of their
everyday muddles. Barbara Czarniawska argues that in order to understand these uncharted
territories, we need to gather local and concrete stories about organizational life and subject
them to abstract and metaphorical interpretation.
Using a narrative approach unique to organizational studies, Czarniawska employs literary
devices to uncover the hidden workings of organizations. She applies cultural metaphors to
public administration in Sweden to demonstrate, for example, how the dynamics of a
screenplay can illuminate the budget disputes of an organization. She shows how the
interpretive description of organizational worlds works as a distinct genre of social analysis,
and her investigations ultimately disclose the paradoxical nature of organizational life: we follow
routines in order to change, and decentralize in order to control. By confronting such

Drawing on the work of Foucault and Bourdieu, David Lindenfeld illuminates the practical imagination as it was exhibited in the transformation of the political and social sciences during the changing conditions of nineteenth-century Germany. Using a wealth of information from state and university archives, private correspondence, and a survey of lecture offerings in German universities, Lindenfeld examines the original group of learned disciplines which originated in eighteenth-century Germany as a curriculum to train state officials in the administration and reform of society and which included economics, statistics, politics, public administration, finance, and state law, as well as agriculture, forestry, and mining. He explores the ways in which some systems of knowledge became extinct, and how new ones came into existence, while other migrated to different subject areas.
Lindenfeld argues that these sciences of state developed a technique of deliberation on practical issues such as tax policy and welfare, that serves as a model for contemporary administrations.
As governmental goods and resources continue to undergo privatization, many wonder just what is “public” about public administration. Michael Harmon employs the literary conceit of a Final Exam, first “written” in the early 1930s, in a critique of the field’s answers to the legitimacy question. Because the assumptions that underwrite the question preclude the possibility of a coherent answer, the exam should be canceled and its question rewritten. Envisaging a public administration no longer hostage to the legitimacy question, Harmon explains how the study and practice of public administration might proceed from adolescence to maturity.
Drawing chiefly from pragmatist philosophy, he argues that despite the universal rejection of the “politics/administration” dichotomy on factual grounds, the pseudo-problem of legitimacy nonetheless persists in the guise of four related conceptual dualisms: 1) values and facts, 2) thinking and doing, 3) ends and means, and 4) theory and practice. Collectively, these dualisms demand an impossible answer to the practical question of how we might live, and govern, together in a world of radical uncertainty and interdependence. Only by dissolving them can the legitimacy question (Woodrow Wilson’s ghost) finally be banished, clearing away the theoretical debris that obscures a more vital and useful conception of governance.

She offers a vision of participatory democracy rooted not in voting or crowdsourcing but in people’s knowledge and know-how.
An innovative contribution to political theory, State Work examines the labor of government workers in North America. Arguing that this work needs to be theorized precisely because it is vital to the creation and persistence of the state, Stefano Harney draws on thinking from public administration and organizational sociology, as well as poststructuralist theory and performance studies, to launch a cultural studies of the state. Countering conceptions of the government and its employees as remote and inflexible, Harney uses the theory of mass intellectuality developed by Italian worker-theorists to illuminate the potential for genuine political progress inherent within state work. State Work begins with an ethnographic account of Harney’s work as a midlevel manager within an Ontario government initiative charged with leading the province’s efforts to combat racism. Through readings of material such as The X-Files and Law & Order, Harney then reviews how popular images of the state and government labor are formed within American culture and how these ideas shape everyday life. He highlights the mutually dependent roles played in state work by the citizenry and civil servants. Using as case studies Al Gore’s National Partnership for Reinventing Government and a community-policing project in New York City, Harney also critiques public management literature and performance measurement theories. He concludes his study with a look at the motivations of state workers.
When the Soviet Union launched Sputnik, the Red Scare seized the American public. While President Eisenhower cautioned restraint, his hand was forced, and NASA’s budget had increased five thousand percent over its pre-Sputnik levels by the time President Kennedy proposed landing a man on the moon. Spending on the space race is in no way unique; Almost every policy area has its own Sputnik-type story, where waves of popular support for an idea (or disillusionment with a previous one) created new political priorities, resulting in dramatic changes to the budget or compelling agencies to respond quickly with little knowledge or preparation. Is this instability an inherent feature of the policy process, or is it possible for an agency to deal with problems in a way that insulates it from swings in public opinion and thus imposes some stability on the decision making process?
Derek A. Epp argues that some agencies can indeed do that and that instability is at least partially a function of poor institutional design. While it is inherently more challenging to maintain stability around complex problems like immigration or climate change, the deliberative process itself can affect the degree of stability around an issue. Epp looks at whether agencies follow a deliberative model for decision making, in which policies are developed by means of debate among a small group of policymakers, or a collective model, in which the opinions of many people are aggregated, as with the stock market. He argues that, in many instances, the collective model produces more informed and stable policy outcomes that can be adapted more readily to new information and changing public priorities.

This study of the critical role of ethics and moral responsibility in the field of public administration, Michael M. Harmon and O. C. McSwite posit that administrative ethics, as presently conceived and practiced, is largely a failure, incapable of delivering on its original promise of effectively regulating official conduct in order to promote the public interest. They argue that administrative ethics is compromised at its very foundations by two core assumptions: that human beings act rationally and that language is capable of conveying clear, stable, and unambiguous principles of ethical conduct.
The result is the illusion that values, principles, and rules of ethical conduct can be specified in workably clear ways, in particular, through their formalization in official codes of ethics; that people are capable of comprehending and responding to them as they are intended; and that the rewards and punishments attached to them will be effective in structuring daily behavior.
In a series of essays that draw on both fiction and film, as well as the disciplines of pragmatism, organizational theory, psychoanalysis, structural linguistics, and economics, Harmon and McSwite make their case for human relationship as the proper foundation of administrative ethics. “Exercising responsible ethical practice requires attaining a special kind of relationship with other people. Relationship is how the pure freedom that resides in the human psyche—for ethical choice, creativity, or original action of any type—can be brought into the structured world of human social relations without damaging or destroying it.” Furthermore, they make the case for dropping the term “ethics” in favor of the term “responsibility,” as “responsibility accentuates the social [relational] nature of moral action.”
