Why have both Great Britain and the United States been unable to create effective training and work programs for the unemployed? Desmond King contends that the answer lies in the liberal political origins of these programs. Integrating extensive, previously untapped archival and documentary materials with an analysis of the sources of political support for work-welfare programs, King shows that policymakers in both Great Britain and the United States have tried to achieve conflicting goals through these programs.

The goal of work-welfare policy in both countries has been to provide financial aid, training, and placement services for the unemployed. In order to muster support for these programs, however, work-welfare programs had to incorporate liberal requirements that they not interfere with private market forces, and that they prevent the "undeserving" from obtaining benefits. For King, the attempt to integrate these incompatible functions is the defining feature of British and American policies as well as the cause of their failure.

Price covers most areas of the United States in which the initial division of land was controlled by colonial governments—the original thirteen colonies, and Maine, Vermont, Kentucky, West Virginia, Tennessee, Louisiana, and Texas. By examining different land policies and the irregular pattern of property that resulted from them, Price chronicles the many ways colonies managed land to promote settlement, develop agriculture, defend frontiers, and attract investment. His analysis reveals as much about land planning techiniques carried to America from Europe as innovations spurred by the unique circumstances of the new world.

Price’s analysis draws on his thorough survey of property records from the first land plans in Virginia in 1607 to empresario grants in Texas in the 1820s. This breadth of data allows him to identify regional differences in allocating land, assess the impact of land planning by historical figures like William Penn of Pennsylvania and Lord Baltimore of Maryland, and trace changes in patterns of land division and ownership through transfers of power among Britain, the Netherlands, France, Spain, Mexico, and the Republic of Texas.

Though the banking crisis captured the public’s attention, Mian and Sufi argue strongly with actual data that current policy is too heavily biased toward protecting banks and creditors. Increasing the flow of credit, they show, is disastrously counterproductive when the fundamental problem is too much debt. As their research shows, excessive household debt leads to foreclosures, causing individuals to spend less and save more. Less spending means less demand for goods, followed by declines in production and huge job losses. How do we end such a cycle? With a direct attack on debt, say Mian and Sufi.  More aggressive debt forgiveness after the crash helps, but as they illustrate, we can be rid of painful bubble-and-bust episodes only if the financial system moves away from its reliance on inflexible debt contracts. As an example, they propose new mortgage contracts that are built on the principle of risk-sharing, a concept that would have prevented the housing bubble from emerging in the first place.

Thoroughly grounded in compelling economic evidence, House of Debt offers convincing answers to some of the most important questions facing the modern economy today: Why do severe recessions happen? Published as part of Duke University Press's Living with the Shore series, but without a direct focus on the coastline of one particular state, this book is intended as an overall guide to coastal physical processes, risk assessment of potential property damage from coastal natural hazards, and property damage mitigation.

Over the past twenty years, the authors have mapped and studied most of the barrier islands in the United States and have experienced coastal processes such as storms and shoreline retreat at close range. They represent a coastal geology/oceanographic perspective that is decidedly in favor of preserving the natural protective capabilities of the native coastal environment. While strongly anti-engineering in outlook, Living by the Rules of the Sea does provide a review of coastal engineering techniques. It also examines methods of repairing damage to the natural environment that lessen the prospect of further property damage. Finally, it employs a more inclusive "coastal zone" approach rather than simply concentrating on a more narrowly defined shoreline. Barrier islands are viewed as part of a larger system in which changes in one part of the system—for example, the mining of sand dunes or dredging offshore for beach replenishment sand—can have profound effects on another part of the system, predictable effects even though they may not be visible for years or decades.

A comprehensive handbook with references to recent storms including hurricanes Andrew, Gilbert, Hugo, Emily, and Opal, Living by the Rules of the Sea is designed to help people make better and more informed choices about where or if to live at the coast.

The south shore of Long Island, one of New York's greatest recreational assets, is receding at the rate of up to six feet per year. In many cases, efforts to halt this erosion actually have increased it. Buildings cone thought safely constructed back from high tidemarks today protrude far into the water.

Even more, the number of homes an facilities built too close to the sea's edge has dramatically increased, making the south shore probably less ready to withstand a major storm than at the time of the cataclysmic hurricane of 1938.

Thus, the question of what to do now to overcome and avoid these hazards takes on real urgency. Pointing to past mistakes, many Long Islanders insist that only by acting in an informed reasonable way can safe and environmentally sound development be possible for everyone.

This book describes the origin of the more common "soft coast" of eroding bluffs, sand beaches, and salt marshes. A central theme is the formation of the present shoreline during the current ongoing rise in sea level and the ways in which coastal residents can best cope with the changes to come. Although it is not widely known, Maine is experiencing a rapid, uneven drowning of its shore at the same time that coastal development is at an all-time high. The authors explain how the shoreline is changing and provide a series of highly detailed maps that show the relative safety of particular locations on the coast.

Specific guidelines for recognizing various safe and unsafe coastal settings are presented, as are recommendations for sound construction techniques in hazardous coastal areas. Photographs and drawings illustrate the danger of living too near the shoreline, and an up-to-date review of Maine's regulations governing coastal construction is simply and readably described. More than one transplanted Floridian has paid $150,000 for a beautiful condominium with a sea view only to learn that, to keep the building from becoming part of the view, considerable additional money must be spent to build and repair seawalls or to pump up new beaches by dredging sand from offshore.

Most of Florida's beachfront property lies on narrow strips of sand called barrier islands, which are low in elevation and subject to flooding during storms and hurricanes. Some of the construction is poor, adding to the problems facing homeowners, most whom came from other parts of the country with little awareness of the hazards of beaches. In Living with the East Florida Shore, Orrin H. Pilkey, Jr., of Duke University, along with his co-authors, has described the varied problems that confront the east shore of Florida today.

Nowhere in America is there a more beautiful, more varied, or more endangered shoreline than in Louisiana. Because of its setting at the mouth of the Mississippi River, Louisiana differs from other coastal states. In addition to long stretches of sandy beach there are 12,000 square miles of marsh along the coast. Although the state's shoreline has not yet experienced the urban sprawl of a New Jersey or Florida, two-thirds of all Louisianans now live within a two-hour drive of salt marsh. The oil industry is expanding and competing for space and resources.

But the most striking feature of Louisiana's coastline is rapidly accelerating change, which means (1) some coastal parishes may literally disappear by the year 2000; (2) the loss of marshland will damage the prolific seafood industry; (3) a retreating coastline could cost the state hundreds of millions of dollars in tax revenues from offshore oil facilities; (4) present and potential shoreline residents will face many new problems and possibilities.

How is it that in the twentieth century virtually all Americans came to think of themselves as “middle class”? In this cultural history of real estate brokerage, Jeffrey M. Hornstein argues that the rise of the Realtors as dealers in both domestic space and the ideology of home ownership provides tremendous insight into this critical question. At the dawn of the twentieth century, a group of prominent real estate brokers attempted to transform their occupation into a profession. Drawing on traditional notions of the learned professions, they developed a new identity—the professional entrepreneur—and a brand name, “Realtor.” The Realtors worked doggedly to make home ownership a central element of what became known as the “American dream.” Hornstein analyzes the internal evolution of the occupation, particularly the gender dynamics culminating in the rise of women brokers to predominance after the Second World War. At the same time, he examines the ways organized real estate brokers influenced American housing policy throughout the century.

Hornstein draws on trade journals, government documents on housing policy, material from the archives of the National Association of Realtors and local real estate boards, demographic data, and fictional accounts of real estate agents. He chronicles the early efforts of real estate brokers to establish their profession by creating local and national boards, business practices, ethical codes, and educational programs and by working to influence laws from local zoning ordinances to national housing policy. As is true for all books in the series, it is based on the premise that understanding the changing nature of beaches and barrier islands is essential if we are to preserve them for future generations.
Evidence that the North Carolina shore is changing is never hard to find, but recently the devastation wrought by Hurricane Fran and the perilous situation of the historic lighthouse at Cape Hatteras have reminded all concerned of the fragility of this coast. Arguing for a policy of intelligent development, one in which residential and commercial structures meet rather than confront the changing nature of the shore, the authors have included practical information on hazards of many kinds—storms, tides, floods, erosion, island migration, and earthquakes. Diagrams and photographs clearly illustrate coastal processes and aid in understanding the impact of hurricanes and northeasters, wave and current dynamics, as well as pollution and other environmental destruction due to overdevelopment. Owning a home has always been central to the American dream. For the more than one million Muslims in the United States, this is no exception. However, the Qur'an forbids the payment of interest, which places conventional home financing out of reach for observant Muslims. To meet the growing Muslim demand for home purchases, a market for home financing that would be halal, or permissible under Islamic law, has emerged. In Pious Property, anthropologist William Maurer profiles the emergence of this new religiously based financial service and explores the ways it reflects the influence of Muslim practices on American economic life and vice versa. Pious Property charts the development of Islamic mortgages in America, starting with Islamic interpretations of the prohibition against riba—literally translated as "increase" but interpreted as "usury" or "interest." Maurer then explores the different practices that have emerged as permissible options for Islamic homebuyers—such as lease-to-own arrangements, profit-loss sharing, and cost-plus contracts—and explains how they have gained acceptance in the Islamic community by relying on payment schemes that avoid standard interest rate payments. Using interviews with Muslim homebuyers and financiers, and in-depth analysis of two companies that provide mortgage alternatives to Muslims, Maurer discovers an interesting paradox: progressive Muslims tend to use financial contracts that seemingly comply better with the prohibition against interest, while traditional Muslims seem more inclined to take on financing very similar to interest-based mortgages. Maurer finds that Muslims make their decisions about using Islamic mortgage alternatives based not only on the views of religious scholars, but also on their conceptions of how business is supposed to be conducted in America. While one form of Islamic financing is seemingly more congruent with the prohibition against riba, the other exhibits more of the qualities of American mortgages—anonymity and standardized forms. The appearance that an Islamic financing instrument is legal and professional leaves many Muslim homebuyers with the impression that it is halal, revealing the influence of American capitalism on Muslim Americans' understanding of their religious rules. The market for halal financial products exists at the intersection of American and Islamic culture and is emblematic of the way that, for centuries, America's newcomers have adapted to and changed the fabric of American life. In Pious Property, William Maurer explores this rapidly growing economic phenomenon with historical perspective and scholarly insight.

But if Parisian authorities balked at the challenges facing them, entrepreneurs and businessmen did not. Selling Paris chronicles the people, practices, and politics that spurred the largest building boom of the nineteenth century, turning city-making into big business in the French capital.

Alexia Yates traces the emergence of a commercial Parisian housing market, as private property owners, architects, speculative developers, and credit-lending institutions combined to finance, build, and sell apartments and buildings. Real estate agents and their innovative advertising strategies fed these new residential spaces into a burgeoning marketplace. Corporations built empires with tens of thousands of apartments under management for the benefit of shareholders. By the end of the nineteenth century, the Parisian housing market caught the attention of the wider public as newspapers began reporting its ups and downs.

The forces that underwrote Paris’s creation as the quintessentially modern metropolis were not only state-centered or state-directed but also grew out of the uncoordinated efforts of private actors and networks. Revealing the ways housing and property became commodities during a crucial period of urbanization, Selling Paris is an urban history of business and a business history of a city that transforms our understanding of both.

The urgent demand for housing after World War I fueled a boom in residential construction that led to historic peaks in home ownership. Foreclosures at the time were rare, and when they did happen, lenders could quickly recoup their losses by selling into a strong market. But no mortgage system is equipped to deal with credit problems on the scale of the Great Depression. As foreclosures quintupled, it became clear that the mortgage system of the 1920s was not up to the task, and borrowers, lenders, and real estate professionals sought action at the federal level.

tells the story of the disastrous housing market during the Great Depression and the extent to which an immensely popular New Deal relief program, the Home Owners’ Loan Corporation (HOLC), was able to stem foreclosures by buying distressed mortgages from lenders and refinancing them. Drawing on historical records and modern statistical tools, Price Fishback, Jonathan Rose, and Kenneth Snowden investigate important unanswered questions to provide an unparalleled view of the mortgage loan industry throughout the 1920s and early ’30s. Combining this with the stories of those involved, the book offers a clear understanding of the HOLC within the context of the housing market in which it operated, including an examination of how the incentives and behaviors at play throughout the crisis influenced the effectiveness of policy.

Connolly uses the history of South Florida to unearth an older and far more complex story.  Connolly captures nearly eighty years of political and land transactions to reveal how real estate and redevelopment created and preserved metropolitan growth and racial peace under white supremacy.  Using a materialist approach, he offers a long view of capitalism and the color line, following much of the money that made land taking and Jim Crow segregation profitable and preferred  approaches to governing cities throughout the twentieth century.

A World More Concrete argues that black and white landlords, entrepreneurs, and even liberal community leaders used tenements and repeated land dispossession to take advantage of the poor and generate remarkable wealth.  Through a political culture built on real estate, South Florida’s landlords and homeowners advanced property rights and white property rights, especially, at the expense of more inclusive visions of equality. For black people and many of their white allies, uses of eminent domain helped to harden class and color lines.  Yet, for many reformers, confiscating certain kinds of real estate through eminent domain also promised to help improve housing conditions, to undermine the neighborhood influence of powerful slumlords, and to open new opportunities for suburban life for black Floridians.

Concerned more with winners and losers than with heroes and villains, A World More Concrete offers a sober assessment of money and power in Jim Crow America.  It shows how negotiations between powerful real estate interests on both sides of the color line gave racial segregation a remarkable capacity to evolve, revealing property owners’ power to reshape American cities in ways that can still be seen and felt today.
