The Columbia River Treaty, concluded in 1961 and ratified in 1964, split hydropower and flood control regulation of the river between Canada and the United States. Some of its provisions will expire in 2024, and either country must give ten years’ notice of any desired alteration or termination.

The Columbia River Treaty Revisited, with contributions from historians, geographers, environmental scientists, and other experts, is intended to facilitate conversation about the impending expiration. It allows the reader, through the close inspection of the Columbia River Basin, to better grasp the uncertainty of water governance. It aids efforts, already underway, to understand changes in the basin since the treaty was passed, to predict future changes, and to determine whether alteration of the treaty is ultimately advisable.

The Columbia River Treaty Revisited will appeal to those interested in water basin management–scholars, stakeholders, and residents of the Columbia River basin alike.

The Universities Consortium on Columbia River Governance, with representatives from universities in the U.S. and Canada, formed to offer a nonpartisan platform to facilitate an informed, inclusive, international dialogue among key decision-makers and other interested people and organizations; to connect university research to problems faced within the basin; and to expose students to a complex water resources problem. The Consortium organized the symposium on which this volume is based.

Because of its location, volume, speed, and propensity for severe flooding, the Rhône, France’s most powerful river, has long influenced the economy, politics, and transportation networks of Europe. Humans have tried to control the Rhône for over two thousand years, but large-scale development did not occur until the twentieth century. The Rhône valley has undergone especially dramatic changes since World War II. Hydroelectric plants, nuclear reactors, and industrialized agriculture radically altered the river, as they simultaneously fueled both the physical and symbolic reconstruction of France.

The United States has one of the largest and costliest flood control systems in the world, even though only a small proportion of its land lies in floodplains. Rivers by Design traces the emergence of the mammoth U.S. flood management system, which is overseen by the federal government but implemented in conjunction with state governments and local contractors and levee districts. Karen M. O’Neill analyzes the social origins of the flood control program, showing how the system initially developed as a response to the demands of farmers and the business elite in outlying territories. The configuration of the current system continues to reflect decisions made in the nineteenth century and early twentieth. It favors economic development at the expense of environmental concerns.

O’Neill focuses on the creation of flood control programs along the lower Mississippi River and the Sacramento River, the first two rivers to receive federal flood control aid. She describes how, in the early to mid-nineteenth century, planters, shippers, and merchants from both regions campaigned for federal assistance with flood control efforts. She explains how the federal government was slowly and reluctantly drawn into water management to the extent that, over time, nearly every river in the United States was reengineered. Her narrative culminates in the passage of the national Flood Control Act of 1936, which empowered the Army Corps of Engineers to build projects for all navigable rivers in conjunction with local authorities, effectively ending nationwide, comprehensive planning for the protection of water resources.

The passage of the 1902 Reclamation Act created a mandate for the federal government to build dams on the Colorado River and its powerful tributaries. By 1920 the US Geological Survey had surveyed the river’s main courses, but still needed accurate charts of the last stretches of deep canyons and white-water rapids, accessible only by boat.Rough-Water Man is the first detailed account of these mapping expeditions by the USGS—the San Juan Canyon in 1921, the upper Green River in 1922, and the Grand Canyon in 1923. Illustrated throughout with period photographs, it is also the personal story of twenty-four-year-old Henry Elwyn Blake Jr., the only boatman to crew on each of the three trips, evolving from novice waterman to expert rapids runner. Drawing on Blake’s diaries, as well as the writings of other USGS surveyors, Rough-Water Man conveys the danger and hardships of navigating these waters with heavy wooden boats and oars. Even today, in rubber pontoons, traversing these canyons is an awesome and exhilarating experience. When Blake and his companions surveyed it, the Colorado ran free and wild from Wyoming to the Sea of Cortez. Westwood gives us mile-by-mile and day-by-day accounts of running these rapids before their canyons were flooded and waters tamed, before the rivers had ever been charted.
