Take an economically and racially diverse urban school district emerging from a long history of segregation. Consider that he was well funded and strongly supported by city leaders, teachers, and parents, and ask how much changed in a decade of his tenure—and what remained unchanged?
Larry Cuban takes this richly detailed history of the Austin, Texas, school district, under Superintendent Pat Forgione, to ask the question that few politicians and school reformers want to touch. Given effective use of widely welcomed reforms, can school policies and practices put all children at the same academic level? Are class and ethnic differences in academic performance within the power of schools to change?

In 2002 the No Child Left Behind Act rocked America's schools with new initiatives for results-based accountability. But years before NCLB was signed, a new movement was already under way by mayors to take control of city schools from school boards and integrate the management of public education with the overall governing of the city. In 1988, the Chicago public school system decentralized, granting parents and communities significant resources and authority to reform their schools in dramatic ways. To track the effects of this bold experiment, the authors of Organizing Schools for Improvement collected a wealth of data on elementary schools in Chicago. “Fundamental changes are needed in American formal education,” writes the former Dean of the Harvard Graduate School of Education, “yet the resistance to these changes is neither mindless nor conspiratorial.” Generally speaking, Americans are content with schools as they are, convinced that they well serve society's (albeit ill-defined) symbolic and economic needs. Most people who do complain are protesting the schools' failure to deliver on their existing promises; they are not demanding that schools change their basic goals. Theodore Sizer suggests that the sloppy drift of purpose prevalent in American education today could be corrected by carefully articulating the ends of education, relating these to public aspirations and beliefs.
Sharpen the focus of the schools, he recommends, and separate the different kinds of learning in different places. A single school cannot simultaneously provide for the learning of intellectual power, personal agency (the ability to “make it”), and joy (the capacity for pleasure). What is required, he argues, are multiple schools, each focusing on limited ends. His book is not a noisy indictment but a dispassionate exploration that moves beyond outrage to a balanced appraisal of why American education is the way it is and how it might be different. His argument is both reasonable and provocative.
Two months after Hurricane Katrina, Louisiana took control of nearly all the public schools in New Orleans. Today, all of the city’s public schools are charter schools. Although many analyses mark the beginning of education reform in New Orleans with Katrina, in Public Schools, Private Governance, J. Celeste Layargues that the storm merely accelerated the timeline for reforms that had inched along incrementally over the previous decade. Both before and after Katrina, white reformers purposely excluded Black educators, community members, and parents.
Public Schools, Private Governance traces the slow, deliberate dismantling of New Orleans’ public schools, and the processes that have maintained the reforms made in Katrina’s immediate aftermath, showing how Black parents and residents were left without a voice and the officials charged with school governance, most of whom are white, with little accountability. Lay cogently explains how political minorities disrupted systems to create change and keep reforms in place, and the predictable political effects—exclusion, frustration, and resignation—on the part of those most directly affected.
When we think about school principals, most of us imagine a figure of vague, yet intimidating authority—for an elementary school student, being sent to the principal’s office is roughly on par with a trip to Orwell’s Room 101. But with School Principal, Dan C. Lortie aims to change that. Much as he did for teachers with his groundbreaking book Schoolteacher, Lortie offers here an intensive and detailed look at principals, painting a compelling portrait of what they do, how they do it, and why.
Lortie begins with a brief history of the job before turning to the daily work of a principal. These men and women, he finds, stand at the center of a constellation of competing interests around and within the school. School district officials, teachers, parents, and students all have needs and demands that frequently clash, and it is the principal’s job to manage these conflicting expectations to best serve the public. Unsurprisingly then, Lortie records his subjects’ professional dissatisfactions, but he also vividly depicts the pleasures of their work and the pride they take in their accomplishments. Finally, School Principal offers a glimpse of the future with an analysis of current issues and trends in education, including the increasing presence of women in the role and the effects of widespread testing mandated by the government.
Lortie’s scope is both broad and deep, offering an eminently useful range of perspectives on his subject. From the day-to-day toil to the long-term course of an entire career, from finding out just what goes on inside that office to mapping out the larger social and organizational context of the job, School Principal is a truly comprehensive account of a little-understood profession.
“Democracy has to be born anew every generation, and education is its midwife,” wrote John Dewey in his classic work The School and Society. In School, Society, and State, Tracy Steffes places that idea at the center of her exploration of the connections between public school reform in the early twentieth century and American political development from 1890 to 1940.
American public schooling, Steffes shows, was not merely another reform project of the Progressive Era, but a central one. She addresses why Americans invested in public education and explains how an array of reformers subtly transformed schooling into a tool of social governance to address the consequences of industrialization and urbanization. By extending the reach of schools, broadening their mandate, and expanding their authority over the well-being of children, the state assumed a defining role in the education—and in the lives—of American families.
