Increasingly, experts recognize that gender has affected urban planning and the design of the spaces where we live and work. Too often, urban and suburban spaces support stereotypically male activities and planning methodologies reflect a male-dominated society.

To document and analyze the connection between gender and planning, the editors of this volume have assembled an interdisciplinary collection of influential essays by leading scholars. Contributors point to the ubiquitous single-family home, which prevents women from sharing tasks or pooling services. Similarly, they argue that public transportation routes are usually designed for the (male) worker's commute from home to the central city, and do not help the suburban dweller running errands. In addition to these practical considerations, many contributors offer theoretical perspectives on issues such as planning discourse and the construction of concepts of rationality.

While the essays call for an awareness of gender in matters of planning, they do not over-simplify the issue by moving toward a single feminist solution. Contributors realize that not all women gravitate toward communal opportunities, that many women now share the supposedly male commute, and that considerations of race and class need to influence planning as well. Among various recommendations, contributors urge urban planners to provide opportunities that facilitate women's needs, such as childcare on the way to work and jobs that are decentralized so that women can be close to their children.

Bringing together the most important writings of the last twenty-five years, this book is essential reading for students and scholars of planning theory as well as anyone concerned with gender and diversity.

In 1921 Matilde Hidalgo became the first woman physician to graduate from the Universidad Central in Quito, Ecuador. Hidalgo was also the first woman to vote in a national election and the first to hold public office.

Author Kim Clark relates the stories of Matilde Hidalgo and other women who successfully challenged newly instituted Ecuadorian state programs in the wake of the Liberal Revolution of 1895. New laws, while they did not specifically outline women’s rights, left loopholes wherein women could contest entry into education systems and certain professions and vote in elections. As Clark demonstrates, many of those who seized these opportunities were unattached women who were socially and economically disenfranchised.

Political and social changes during the liberal period drew new groups into the workforce. Women found novel opportunities to pursue professions where they did not compete directly with men. Training women for work meant expanding secular education systems and normal schools. Healthcare initiatives were also introduced that employed and targeted women to reduce infant mortality, eradicate venereal diseases, and regulate prostitution.

Many of these state programs attempted to control women’s behavior under the guise of morality and honor. Yet highland Ecuadorian women used them to better their lives and to gain professional training, health care, employment, and political rights. As they engaged state programs and used them for their own purposes, these women became modernizers and agents of change, winning freedoms for themselves and future generations.

The United States remains the only industrialized nation in the world that does not provide paid family leave at the national level for either men or women. In the more than two decades since the passage of the Family and Medical Leave Act, there have been numerous unsuccessful attempts to expand family leave benefits nationally. However, in the United States, it is common for innovations in family policies to arise at the state level.

In her timely book, Getting Paid While Taking Time, Megan Sholar explains the development of family leave policies at both the national and state levels in the United States. She provides cogent studies of states that have passed and proposed family leave legislation, and she pays special attention to the ways in which women’s movement actors and other activists (e.g., labor unions) exert pressure on public officials to help influence the policymaking process. In her conclusion, Sholar considers the future of paid family leave policies in the United States and the chances for it ever equaling the benefits in other countries.

These programs' successes at reducing poverty under conditions of mass unemployment, Ferguson argues, provide an opportunity for rethinking contemporary capitalism and for developing new forms of political mobilization. Interested in an emerging "politics of distribution," Ferguson shows how new demands for direct income payments (including so-called "basic income") require us to reexamine the relation between production and distribution, and to ask new questions about markets, livelihoods, labor, and the future of progressive politics.

In the last quarter of the twentieth century, the global political economy has undergone a profound transformation. Democracy has swept the globe, and both rich and developing nations must compete in an increasingly integrated world economy.

How are social welfare policies being affected by this wave of economic globalization? Leading researchers explore the complex question in this new comparative study. Shifting their focus from the more commonly studied, established welfare states of northwestern Europe, the authors of Globalization and the Future of the Welfare State examine policy development in the middle-income countries of southern and eastern Europe, Latin America, Russia, and East Asia. 

Previous investigations into the effects of globalization on welfare states have generally come to one of two conclusions. The first is that a global economy undermines existing welfare states and obstructs new developments in social policy, as generous provisions place a burden on a nation's resources and its ability to compete in the international marketplace. In contrast, the second builds on the finding that economic openness is positively correlated with greater social spending, which suggests that globalization and welfare states can be mutually reinforcing.

Here the authors find that globalization and the success of the welfare state are by no means as incompatible as the first view implies. The developing countries analyzed demonstrate that although there is great variability across countries and regions, domestic political processes and institutions play key roles in managing the disruptions wrought by globalization.

God’s Economy reveals that virtually all of the critics, as well as many supporters, have long misunderstood both the true implications of faith-based partnerships and their unique potential for advancing social justice.

Unearthing the intellectual history of the faith-based initiative, Lew Daly locates its roots in the pluralist tradition of Europe’s Christian democracies, in which the state shares sovereignty with social institutions. He argues that Catholic and Dutch Calvinist ideas played a crucial role in the evolution of this tradition, as churches across nineteenth-century Europe developed philosophical and legal defenses to protect their education and social programs against ascendant governments. Tracing the influence of this heritageon the past three decades of American social policy and church-state law, Daly finally untangles the radical beginnings of the faith-based initiative. In the process, he frees it from the narrow culture-war framework that has limited debate on the subject since Bush opened the White House Office for Faith-Based and Community Initiatives in 2001.

A major contribution from an important new voice at the intersection of religion and politics, God’s Economy points the way toward policymaking that combines strong social support with a new moral focus on the protection of families and communities.

Government Ideology, Economic Pressure, and Risk Privatization: How Economic Worldviews Shape Social Policy Choices in Times of Crisis analyses these curtailments for eighteen countries over the course of four decades and provides an encompassing comparative assessment of the interactive impact of government ideology and economic pressure. It demonstrates that the economic worldviews of governments are the most important factor in explaining why cuts are implemented or not. While ideas of non-intervention in the market underlie cuts in generosity, ideas of equality and fairness are at the heart of stricter eligibility criteria. This book also shows that the impact of the economic pressures often held responsible for the marginalization of politics and government ideology is in fact conditional on the specific ideological configuration.

Americans’ relationship to the federal government is paradoxical. Polls show that public opinion regarding the government has plummeted to all-time lows, with only one in five saying they trust the government or believe that it operates in their interest. Yet, at the same time, more Americans than ever benefit from some form of government social provision. Political scientist Suzanne Mettler calls this growing gulf between people’s perceptions of government and the actual role it plays in their lives the "government-citizen disconnect." In The Government-Citizen Disconnect, she explores the rise of this phenomenon and its implications for policymaking and politics.
 
Drawing from original survey data which probed Americans’ experiences of 21 federal social policies -- such as food stamps, Social Security, Medicaid, and the home mortgage interest deduction -- Mettler shows that 96 percent of adults have received benefits from at least one of them, and that the average person has utilized five. Overall usage rates transcend social, economic, and political divisions, and most Americans report positive experiences of their policy experiences. However, the fact that they have benefited from these policies has little positive effect on people’s attitudes toward government.  Mettler finds that shared identities and group affiliations, as well as ideological forces, are more powerful and consistent influences. In particular, those who oppose welfare tend to extrapolate their unfavorable views of it to government in general. Deep antipathy toward the government has emerged as the result of a conservative movement that has waged a war on social welfare policies for over forty years, even as economic inequality and benefit use have increased. 
 
Mettler finds that voting patterns exacerbate the government-citizen disconnect, as those holding positive views of federal programs and supporting expanded benefits have lower rates of political participation than those holding more hostile views of the government. As a result, the loudest political voice belongs to those who have benefited from policies but who give government little credit for their economic well-being, seeing their success more as a matter of their own deservingness. This contributes to the election of politicians who advocate cutting federal social programs. According to Mettler, the government-citizen disconnect frays the bonds of representative government and democracy.
 
The Government-Citizen Disconnect illuminates a paradox that increasingly shapes American politics. Mettler's examination of hostility toward government at a time when most Americans will at some point rely on the social benefits it provides helps us better understand the roots of today's fractious political climate.

The United States government thought it could make Indians "vanish." After the Indian Wars ended in the 1880s, the government gave allotments of land to individual Native Americans in order to turn them into farmers and sent their children to boarding schools for indoctrination into the English language, Christianity, and the ways of white people. Federal officials believed that these policies would assimilate Native Americans into white society within a generation or two. But even after decades of governmental efforts to obliterate Indian culture, Native Americans refused to vanish into the mainstream, and tribal identities remained intact.

This revisionist history reveals how Native Americans' sense of identity and "peoplehood" helped them resist and eventually defeat the U.S. government's attempts to assimilate them into white society during the Progressive Era (1890s-1920s). Tom Holm discusses how Native Americans, though effectively colonial subjects without political power, nonetheless maintained their group identity through their native languages, religious practices, works of art, and sense of homeland and sacred history. He also describes how Euro-Americans became increasingly fascinated by and supportive of Native American culture, spirituality, and environmental consciousness. In the face of such Native resiliency and non-Native advocacy, the government's assimilation policy became irrelevant and inevitably collapsed. The great confusion in Indian affairs during the Progressive Era, Holm concludes, ultimately paved the way for Native American tribes to be recognized as nations with certain sovereign rights.

Decades before the 1960s, social reformers began planting the seeds for the Modern Civil Rights era. During the period spanning World Wars I and II, St. Louis, Missouri, was home to a dynamic group of African American social welfare reformers. The city’s history and culture were shaped both by those who would construct it as a southern city and by the heirs of New England abolitionism. Allying with white liberals to promote the era’s new emphasis on “the common good,” black reformers confronted racial segregation and its consequences of inequality and, in doing so, helped to determine the gradual change in public policy that led to a more inclusive social order.

In Groping toward Democracy: African American Social Welfare Reform in St. Louis, 1910–1949, historian Priscilla A. Dowden-White presents an on-the-ground view of local institution building and community organizing campaigns initiated by African American social welfare reformers. Through extensive research, the author places African American social welfare reform efforts within the vanguard of interwar community and neighborhood organization, reaching beyond the “racial uplift” and “behavior” models of the studies preceding hers. She explores one of the era’s chief organizing principles, the “community as a whole” idea, and deliberates on its relationship to segregation and the St. Louis black community’s methods of reform. Groping toward Democracy depicts the dilemmas organizers faced in this segregated time, explaining how they pursued the goal of full, uncontested black citizenship while still seeking to maximize the benefits available to African Americans in segregated institutions. The book’s nuanced mapping of the terrain of social welfare offers an unparalleled view of the progress brought forth by the early-twentieth-century crusade for democracy and equality.

By delving into interrelated developments in health care, education, labor, and city planning, Dowden-White deftly examines St. Louis’s African American interwar history. Her in-depth archival research fills a void in the scholarship of St. Louis’s social development, and her compelling arguments will be of great interest to scholars and teachers of American urban studies and social welfare history.
