François Ewald's landmark The Birth of Solidarity—first published in French in 1986, revised in 1996, with the revised edition appearing here in English for the first time—is one of the most important historical and philosophical studies of the rise of the welfare state. In 1996, America abolished its long-standing welfare system in favor of a new and largely untried public assistance program. Welfare as we knew it arose in turn from a previous generation's rejection of an even earlier system of aid. That generation introduced welfare in order to eliminate orphanages.
This book examines the connection between the decline of the orphanage and the rise of welfare. Matthew Crenson argues that the prehistory of the welfare system was played out not on the stage of national politics or class conflict but in the micropolitics of institutional management. New arrangements for child welfare policy emerged gradually as superintendents, visiting agents, and charity officials responded to the difficulties that they encountered in running orphanages or creating systems that served as alternatives to institutional care.
Crenson also follows the decades-long debate about the relative merits of family care or institutional care for dependent children. She said: 'What went on is barbaric and a national disgrace.' She pledged to create a law ensuring that involuntary sterilisation would never again be used in Sweden, and promised compensation to victims." Ultimately, the Swedish government not only apologized to the many thousands who had been sterilized without their knowledge or against their will, but also put in place a program for the payment of reparations to these unfortunate victims.
In recent decades, and particularly since the financial crisis, continental Europe has seen an increasing gap between those workers who have well-protected, good-paying jobs with strong benefits and those who work lower-quality, nonstandard jobs, or who have no regular work at all. This situation would seem to call for increased spending on the social safety net, yet governments throughout the region have instead been turning to austerity. In the face of that reality, the options for helping disadvantaged workers are to extend coverage through re-allocating the benefits given to higher-level workers, maintain the benefits of the well-off as the number of outsiders continues to grow, or simply ignore the problem. This book asks why different nations have taken different tacks in handling-or not handling-this problem.

How are social welfare policies being affected by this wave of economic globalization? Leading researchers explore the complex question in this new comparative study. Shifting their focus from the more commonly studied, established welfare states of northwestern Europe, the authors of Globalization and the Future of the Welfare State examine policy development in the middle-income countries of southern and eastern Europe, Latin America, Russia, and East Asia.
Previous investigations into the effects of globalization on welfare states have generally come to one of two conclusions. The first is that a global economy undermines existing welfare states and obstructs new developments in social policy, as generous provisions place a burden on a nation's resources and its ability to compete in the international marketplace. In contrast, the second builds on the finding that economic openness is positively correlated with greater social spending, which suggests that globalization and welfare states can be mutually reinforcing.
Here the authors find that globalization and the success of the welfare state are by no means as incompatible as the first view implies. The developing countries analyzed demonstrate that although there is great variability across countries and regions, domestic political processes and institutions play key roles in managing the disruptions wrought by globalization.
Americans’ relationship to the federal government is paradoxical. Polls show that public opinion regarding the government has plummeted to all-time lows, with only one in five saying they trust the government or believe that it operates in their interest. Yet, at the same time, more Americans than ever benefit from some form of government social provision. Political scientist Suzanne Mettler calls this growing gulf between people’s perceptions of government and the actual role it plays in their lives the "government-citizen disconnect." In The Government-Citizen Disconnect, she explores the rise of this phenomenon and its implications for policymaking and politics.
Drawing from original survey data which probed Americans’ experiences of 21 federal social policies -- such as food stamps, Social Security, Medicaid, and the home mortgage interest deduction -- Mettler shows that 96 percent of adults have received benefits from at least one of them, and that the average person has utilized five. Overall usage rates transcend social, economic, and political divisions, and most Americans report positive experiences of their policy experiences. However, the fact that they have benefited from these policies has little positive effect on people’s attitudes toward government. Mettler finds that shared identities and group affiliations, as well as ideological forces, are more powerful and consistent influences. In particular, those who oppose welfare tend to extrapolate their unfavorable views of it to government in general. Deep antipathy toward the government has emerged as the result of a conservative movement that has waged a war on social welfare policies for over forty years, even as economic inequality and benefit use have increased.
Mettler finds that voting patterns exacerbate the government-citizen disconnect, as those holding positive views of federal programs and supporting expanded benefits have lower rates of political participation than those holding more hostile views of the government. As a result, the loudest political voice belongs to those who have benefited from policies but who give government little credit for their economic well-being, seeing their success more as a matter of their own deservingness. This contributes to the election of politicians who advocate cutting federal social programs. According to Mettler, the government-citizen disconnect frays the bonds of representative government and democracy.

Mettler's examination of hostility toward government at a time when most Americans will at some point rely on the social benefits it provides helps us better understand the roots of today's fractious political climate.

In his famous report of 1942, the economist and social reformer William Beveridge wrote that World War II was a “revolutionary moment in the world’s history” and so a time “for revolutions, not for patching.” The Beveridge Report outlined the welfare state that Atlee’s government would go on to implement after 1946, instituting, for the first time, a national system of benefits to protect all from “the cradle to the grave.” Its crowning glory was the National Health Service, established in 1948, which provided free medical care for all at the point of delivery. Since then, the welfare system has been patched, beset by muddled thinking and short-termism. The British government spends more than £171 billion every year on welfare—and yet, since the Beveridge Report, there has been no strategic review of the system, compared to other areas of government and public policy, which have been subject to frequent strategic reviews. Reform of the welfare system need not mean dismantlement, Frank Field and Andrew Forsey argue here, but serious questions nonetheless must be asked about how the welfare state as we understand it can remain sustainable as the twenty-first century progresses.
Faced with budget problems and an aging population, European governments in recent years have begun reconsidering the structure and extent of the welfare state. Over the course of the twentieth century, Sweden carried out one of the most ambitious experiments by a capitalist market economy in developing a large and active welfare state. Sweden's generous social programs and the economic equality they fostered became an example for other countries to emulate. Of late, Sweden has also been much discussed as a model of how to deal with financial and economic crisis, due to the country's recovery from a banking crisis in the mid-1990s. At that time economists heatedly debated whether the welfare state caused Sweden's crisis and should be reformed—a debate with clear parallels to current concerns over capitalism.

The way that Sweden addressed its economic challenges provides valuable insight into the viability of large welfare states, and more broadly, into the way modern economies deal with crisis.
This book examines how the Netherlands managed to create and maintain one of the world’s most generous and inclusive welfare systems despite having been dominated by Christian-democratic or ŸconservativeŒ, rather than socialist dominated governments, for most of the post-war period. It emphasizes that such systems have strong consequences for the distribution of income and risk among different segments of society and argues that they could consequently only emerge in countries where middle class groups were unable to utilize their key electoral and strong labor market position to mobilize against the adverse consequences of redistribution for them. By illustrating their key role in the coming about of solidaristic welfare reform in the Netherlands, the book also offers a novel view of the roles of Christian-democracy and the labor union movement in the development of modern welfare states. By highlighting how welfare reform contributed to the employment miracle of the 1990s, the book sheds new light on how countries are able to combine high levels of welfare generosity and solidarity with successful macro-economic performance.
With engaging wit and subtle irony, Albert Hirschman maps the diffuse and treacherous world of reactionary rhetoric in which conservative public figures, thinkers, and polemicists have been arguing against progressive agendas and reforms for the past two hundred years. South Koreans in the Debt Crisis is a detailed examination of the logic underlying the neoliberal welfare state that South Korea created in response to the devastating Asian Debt Crisis (1997–2001). Jesook Song argues that while the government proclaimed that it would guarantee all South Koreans a minimum standard of living, it prioritized assisting those citizens perceived as embodying the neoliberal ideals of employability, flexibility, and self-sufficiency. Song demonstrates that the government was not alone in drawing distinctions between the “deserving” and the “undeserving” poor. Progressive intellectuals, activists, and organizations also participated in the neoliberal reform project. Song traces the circulation of neoliberal concepts throughout South Korean society, among government officials, the media, intellectuals, NGO members, and educated underemployed people working in public works programs. She analyzes the embrace of partnerships between NGOs and the government, the frequent invocation of a pervasive decline in family values, the resurrection of conservative gender norms and practices, and the promotion of entrepreneurship as the key to survival.
Drawing on her experience during the crisis as an employee in a public works program in Seoul, Song provides an ethnographic assessment of the efforts of the state and civilians to regulate social insecurity, instability, and inequality through assistance programs. She focuses specifically on efforts to help two populations deemed worthy of state subsidies: the “IMF homeless,” people temporarily homeless but considered employable, and the “new intellectuals,” young adults who had become professionally redundant during the crisis but had the high-tech skills necessary to lead a transformed post-crisis South Korea.

In State of Empowerment Carolyn Barnes uses ethnographic accounts of three organizations to reveal how interacting with government-funded after-school programs can enhance the civic and political lives of low-income citizens.
Even as unemployment rates soared during the Great Depression, FDR’s relief and social security programs faced attacks in Congress and the courts on the legitimacy of federal aid to the growing population of poor. In response, New Dealers pointed to a long tradition—dating back to 1790 and now largely forgotten—of federal aid to victims of disaster. In The Sympathetic State, Michele Landis Dauber recovers this crucial aspect of American history, tracing the roots of the modern American welfare state beyond the New Deal and the Progressive Era back to the earliest days of the republic when relief was forthcoming for the victims of wars, fires, floods, hurricanes, and earthquakes.
Drawing on a variety of materials, including newspapers, legal briefs, political speeches, the art and literature of the time, and letters from thousands of ordinary Americans, Dauber shows that while this long history of government disaster relief has faded from our memory today, it was extremely well known to advocates for an expanded role for the national government in the 1930s, including the Social Security Act. Making this connection required framing the Great Depression as a disaster afflicting citizens though no fault of their own. Dauber argues that the disaster paradigm, though successful in defending the New Deal, would ultimately come back to haunt advocates for social welfare. By not making a more radical case for relief, proponents of the New Deal helped create the weak, uniquely American welfare state we have today—one torn between the desire to come to the aid of those suffering and the deeply rooted suspicion that those in need are responsible for their own deprivation.

The welfare state emerged in a number of industrialized countries after the First World War as a middle ground between capitalism and socialism. The aim of architects of the welfare state was to abolish the injustices and hardships that accompanied capitalism and to do so without wholesale social or economic revolution. Establishment of the welfare state created something close to euphoria among many observers; it was, it seemed, the answer to many, if not all, troubling social questions. But it eventually became obvious that this type of society was not immune to problems.
In The Welfare State and Beyond Gunnar Heckscher examines four Nordic countries—Denmark, Finland, Norway, and Sweden—not to either criticize or defend the welfare state but to shed some light on a number of questions: Has the welfare state achieved what it attempted? Are the results generally held to be satisfactory? What important problems remain unsolved and what types of solutions have been proposed? Although Heckscher has been associated with the Conservative party in Sweden, his objective, clear-eyed analysis cites both the accomplishments of the welfare state and the troubling problems that still await resolution.

In this pathbreaking history, Donna J. Guy shows how feminists, social workers, and female philanthropists contributed to the emergence of the Argentine welfare state through their advocacy of child welfare and family-law reform. From the creation of the government-subsidized Society of Beneficence in 1823, women were at the forefront of the child-focused philanthropic and municipal groups that proliferated first to address the impact of urbanization, European immigration, and high infant mortality rates, and later to meet the needs of wayward, abandoned, and delinquent children. Women staffed child-centered organizations that received subsidies from all levels of government. Their interest in children also led them into the battle for female suffrage and the campaign to promote the legal adoption of children. When Juan Perón expanded the welfare system during his presidency (1946–1955), he reorganized private charitable organizations that had, until then, often been led by elite and immigrant women.
Drawing on extensive research in Argentine archives, Guy reveals significant continuities in Argentine history, including the rise of a liberal state that subsidized all kinds of women’s and religious groups. State and private welfare efforts became more organized in the 1930s and reached a pinnacle under Juan Perón, when men took over the welfare state and philanthropic and feminist women’s influence on child-welfare activities and policy declined. Comparing the rise of Argentina’s welfare state with the development of others around the world, Guy considers both why women’s child-welfare initiatives have not received more attention in historical accounts and whether the welfare state emerges from the top down or from the bottom up.
