Between Families and Institutions
Mental Health and Biopolitical Paternalism in Contemporary ChinaZhiying Ma

In contemporary China, people diagnosed with serious mental illnesses have long been placed under the guardianship of close relatives who decide on their hospitalization and treatment. Despite attempts at reforms to ensure patient rights, the 2013 Mental Health Law reinforced the family’s rights and responsibilities. In Between Families and Institutions, Zhiying Ma examines how ideological, institutional, and technological processes shape families’ complicated involvement in psychiatric care. Drawing on extensive ethnographic fieldwork in psychiatric hospitals, community mental health teams, social work centers, and family support groups as well as interviews with policymakers and activists, Ma maps the workings of what she calls “biopolitical paternalism”—a mode of governance that sees vulnerable individuals as sources of risk, frames risk management as the state’s paternalistic intervention, and shifts responsibilities for care and management onto families. Ma outlines the ethical tensions, intimate vulnerabilities in households, and health disparities across the population that biopolitical paternalism produces. By exploring these implications, Ma demonstrates the myriad ways biopower enables, inhibits, and transforms medical care in China.

As a traditional healing art that has established a contemporary global presence, Chinese medicine defies categories and raises many interesting questions. If Chinese medicine is "traditional," why has it not disappeared with the rest of traditional Chinese society? If, as some claim, it is a science, what does that imply about what we call science? What is the secret of Chinese medicine's remarkable adaptability that has allowed it to prosper for more than 2,000 years? In Chinese Medicine in Contemporary China Volker Scheid presents an ethnography of Chinese medicine that seeks to answer these questions, but his ethnography is informed by some atypical approaches.
Scheid, a medical anthropologist and practitioner of Chinese medicine in practice since 1983, has produced an ethnography that accepts plurality as an intrinsic and nonreducible aspect of medical practice. It has been widely noted that a patient visiting ten different practitioners of Chinese medicine may receive ten different prescriptions for the same complaint, yet many of these various treatments may be effective. In attempting to illuminate the plurality in Chinese medical practice, Scheid redefines-and in some cases abandons-traditional anthropological concepts such as tradition, culture, and practice in favor of approaches from disciplines such as science and technology studies, social psychology, and Chinese philosophy. As a result, his book sheds light not only on Chinese medicine but also on the Western academic traditions used to examine it and presents us with new perspectives from which to deliberate the future of Chinese medicine in a global context.

Citizens and Groups in Contemporary China

Citizens and Groups in Contemporary China began with two symposia held in 1977 and 1978. The first, a workshop on “The Pursuit of Interest in China,” was held in August 1977 at the University of Michigan, and was organized by Michel Oksenberg and Richard Baum. It was supported by a grant from the Joint Committee on Contemporary China of the Social Science Research Council and the American Council of Learned Societies, using funds provided by the Andrew Mellon Foundation. Its principal goal was to use detailed case studies to explore the relevance of interest group approaches to the study of Chinese politics. The second, a panel organized by the editor for the 1978 Chicago meeting of the Association of Asian Studies, sought to apply participatory approaches to the role of social groups in the Chinese political process. The striking degree of overlap in the focus, methodology, and participants in both meetings suggested to a number of the paper writers that there was a need for a more eclectic approach which would focus simultaneously on individual and group actors. The recognition that a volume based on such an approach might serve the needs of students and scholars seeking to examine the dynamics of informal influence and power in China was the stimulus for publishing the studies presented here in book form. In a speech opening the nineteenth Chinese Communist Party Congress meeting in October 2017, President Xi Jinping spoke of a “New Era” characterized by new types of communication convergence between the government, Party, and state media. His speech signaled that the role of the media is now more important than ever in cultivating the Party’s image at home and disseminating it abroad. Indeed, communication technologies, people, and platforms are converging in new ways around the world, not just in China. This process raises important questions about information flows, control, and regulation that directly affect the future of US–China relations. Just a year before Xi proclaimed the New Era, scholars had convened in Beijing at a conference cohosted by the Communication University of China and the US-based National Communication Association to address these questions. How do China and the United States envision each other, and how do our interlinked imaginaries create both opportunities for and obstacles to greater understanding and strengthened relations? Families We Need
Disability, Abandonment, and Foster Care’s Resistance in Contemporary ChinaErin Raffety

Set in the remote, mountainous Guangxi Autonomous Region and based on ethnographic fieldwork, Families We Need traces the movement of three Chinese foster children, Dengrong, Pei Pei, and Meili, from the state orphanage into the humble, foster homes of Auntie Li, Auntie Ma, and Auntie Huang. Traversing the geography of Guangxi, from the modern capital Nanning where Pei Pei and Meili reside, to the small farming village several hours away where Dengrong is placed, this ethnography details the hardships of social abandonment for disabled children and disenfranchised, older women in China, while also analyzing the state’s efforts to cope with such marginal populations and incorporate them into China’s modern future. The book argues that Chinese foster families perform necessary, invisible service to the Chinese state and intercountry adoption, yet the bonds they form also resist such forces, exposing the inequalities, privilege, and ableism at the heart of global family making.

Making National Heroes is an ethnography on the making of national heroes in the commemoration of the Second World War in contemporary China. Foregrounding the lived experience of men and women who participate in commemorative activities, it theorizes how masculinity and nationalism entangle in recollecting war memories. Taking the line of feminist inquiry, this anthropological study aims to capture the significance of creating exemplars that are the realization of hegemonic masculinities. It adds a gendered perspective to studies on the exemplarist moral theory and theorizes exemplary men’s cross-culture significance in defining masculinities. Researchers in the fields of critical masculinity studies, anthropology, feminist methodology, China studies, and war memories will be interested in this book.

When nations decide to disown their troubled pasts, how does this strategic disavowal harden into social fact? In Negative Exposures, Margaret Hillenbrand investigates the erasure of key aspects of such momentous events as the Nanjing Massacre, the Cultural Revolution, and the Tiananmen Square protests from the Chinese historical consciousness, not due to amnesia or censorship but through the operations of public secrecy. Knowing what not to know, she argues, has many stakeholders, willing and otherwise, who keep quiet to protect themselves or their families out of shame, pragmatism, or the palliative effects of silence. Hillenbrand shows how secrecy works as a powerful structuring force in Chinese society, one hiding in plain sight, and identifies aesthetic artifacts that serve as modes of reckoning against this phenomenon. She analyses the proliferation of photo-forms—remediations of well-known photographs of troubling historical events rendered in such media as paint, celluloid, fabric, digital imagery, and tattoos—as imaginative spaces in which the shadows of secrecy are provocatively outlined.

The Impotence Epidemic

Since the 1990s China has seen a dramatic increase in the number of men seeking treatment for impotence. Everett Yuehong Zhang argues in The Impotence Epidemic that this trend represents changing public attitudes about sexuality in an increasingly globalized China. In this ethnography he shifts discussions of impotence as a purely neurovascular phenomenon to a social one. Zhang contextualizes impotence within the social changes brought by recent economic reform and through the production of various desires in post-Maoist China. Based on interviews with 350 men and their partners from Beijing and Chengdu, and concerned with de-mystifying and de-stigmatizing impotence, Zhang suggests that the impotence epidemic represents not just trauma and suffering, but also a contagion of individualized desire and an affirmation for living a full life. For Zhang, studying male impotence in China is one way to comprehend the unique experience of Chinese modernity.

How do individuals seek to become better people in contemporary China? How do they navigate the complex demands of personal growth within the fragmentation of China's moral landscape, which celebrates rabid consumerism and requires political conformity; where a lively and expressive popular culture coexists with official narratives of nationalism, heteronormativity, and social hierarchy; and where a rigid, exam-driven mass educational system is preparation for an economy of great market disruption and employment uncertainty? Sociocultural anthropologist Gil Hizi's careful ethnography provides nuanced answers to these fraught questions by examining the pursuit and enactment of virtue, termed “capitalist virtuousness,” through the expanding genre of self-improvement.
Transient Becoming reveals how workshops in soft skills create heterotopian spaces—distinct moral imaginaries that offer participants transient optimism and virtue realization in compensation for the perceived futility of their ambitions and the socioeconomic uncertainties of their daily lives. Within these spaces, individuals experientially exceed their social reality and perform an idealized sense of self-worth and autonomy, even if these transformations remain short-lived.

Contemporary discussions of China tend to focus on politics and economics, giving Chinese culture little if any attention. Why Fiction Matters in Contemporary China offers a corrective, revealing the crucial role that fiction plays in helping contemporary Chinese citizens understand themselves and their nation. Where history fails to address the consequences of man-made and natural atrocities, David Der-Wei Wang argues, fiction arises to bear witness to the immemorial and unforeseeable.
Beginning by examining President Xi Jinping’s call in 2013 to “tell the good China story,” Wang illuminates how contemporary Chinese cultural politics have taken a “fictional turn,” which can trace its genealogy to early modern times. He does so by addressing a series of discourses by critics within China, including Liang Qichao, Lu Xun, and Shen Congwen, as well as critics from the West such as Arendt, Benjamin, and Deleuze. Wang highlights the variety and vitality of fictional works from China as well as the larger Sinophone world, ranging from science fiction to political allegory, erotic escapade to utopia and dystopia. The result is an insightful account of contemporary China, one that affords countless new insights and avenues for understanding.
