ABOUT THIS BOOKThis is the first volume in a series sponsored by the Development Advisory Service of Harvard University to make generally available the findings of their advisors throughout the world. The thirteen contributors to this book participated in the work of the government agencies of Pakistan, Liberia, Argentina, and Colombia concerned with economic planning and policy. They thus had a rare opportunity to formulate significant generalizations about the development process, which they document here, while presenting analyses of the specific problems they encountered.
