This study may be the most sophisticated statistical study of legislative voting now in print. The author asks why legislators, especially U.S. senators, vote as they do. Are they influenced by their constituencies, party, committee leaders, the President? By taking a relatively short time span, the years 1961 to 1963, the author is able to give us answers far beyond any we have had before, and some rather surprising ones at that.
Constituencies played a different, but more important role in senators' voting than earlier studies have shown. Senators appeared to be responding both to the opinion held by their constituents on different issues and to the intensity with which these opinions were held. On the interrelation of constituencies and party, Mr. Jackson finds that Republicans and southern Democrats were particularly influenced by their voters.
The clearest cases of leadership influence were among the non-southern members of the Democratic Party. Western Republicans, on the other hand, rejected the leadership of party members for that of committee leaders. Finally, on Presidential leadership, Mr. Jackson shows that John F. Kennedy influenced senators only during the first two years of his administration. All of these findings challenge conventional wisdom and are bound to influence future work in legislative behavior.
The 308 letters in this volume cover a critical period in Tyndall’s personal and scientific lives. The volume begins with the difficult ending of his relationship with the Drummond family, disputes about his work in glaciology, and his early seminal work on the absorption of radiant heat by gases. It ends with the start of his championship of Julius Robert Mayer’s work on the mechanical equivalent of heat. In between, Tyndall carefully establishes his own priority for his work on radiant heat, and he accepts the position of professor of physics at the Government School of Mines. The lure of the Alps also becomes ever stronger. In this period comes perhaps Tyndall’s greatest mountaineering achievement, the first ascent of the Weisshorn, and a remarkable winter visit to Chamonix and the Mer de Glace. As his reputation grows, Tyndall continues to make his way in society. He is elected to the elite Athenaeum Club on January 31, 1860.
During the colonial period in Guyana, the country’s coastal lands were worked by enslaved Africans and indentured Indians. In Creole Indigeneity, Shona N. Jackson investigates how their descendants, collectively called Creoles, have remade themselves as Guyana’s new natives, displacing indigenous peoples in the Caribbean through an extension of colonial attitudes and policies.
Looking particularly at the nation’s politically fraught decades from the 1950s to the present, Jackson explores aboriginal and Creole identities in Guyanese society. Through government documents, interviews, and political speeches, she reveals how Creoles, though unable to usurp the place of aboriginals as First Peoples in the New World, nonetheless managed to introduce a new, more socially viable definition of belonging, through labor. The very reason for bringing enslaved and indentured workers into Caribbean labor became the organizing principle for Creoles’ new identities.
Creoles linked true belonging, and so political and material right, to having performed modern labor on the land; labor thus became the basis for their subaltern, settler modes of indigeneity—a contradiction for belonging under postcoloniality that Jackson terms “Creole indigeneity.” In doing so, her work establishes a new and productive way of understanding the relationship between national power and identity in colonial, postcolonial, and anticolonial contexts.
