Created in a burst of idealism after World War II, the United Nations Educational, Scientific, and Cultural Organization (UNESCO) existed for forty years in a state of troubled yet often successful collaboration with one of its founders and benefactors, the United States. In 1980, UNESCO adopted the report of a commission that surveyed and criticized the dominance, in world media, of the United States, Japan, and a handful of European countries. The report also provided the conceptual underpinnings for what was later called the New World Information and Communication Order, a general direction adopted by UNESCO to encourage increased Third World participation in world media. This direction - it never became an official program - ultimately led to the United States's withdrawal from UNESCO in 1984.
Hope and Folly is an interpretive chronicle of U.S./ UNESCO relations. Although the information debated has garnered wide attention in Europe and the Third World, there is no comparable study in the English language, and none that focuses specifically on the United States and the broad historical context of the debate. In the first three parts, William Preston covers the changing U.S./ UNESCO relationship from the early cold war years through the period of anti-UNESCO backlash, as well as the politics of the withdrawal. Edward Herman's section is an interpretive critique of American media coverage of the withdrawal, and Herbert Schiller's is a conceptual analysis of conflicts within the United States's information policies during its last years in UNESCO. The book's appendices include an analysis of Ed Bradley's notorious "60 Minutes" broadcast on UNESCO.
On the social consequences of machines
Automation, animation, and ecosystems are terms of central media-philosophical concern in today’s society of humans and machines. This volume describes the social consequences of machines as a mediating concept for the animation of life and automation of technology. Bernard Stiegler’s automatic society illustrates how digital media networks establish a new proletariat of knowledge workers. Gertrud Koch offers the animation of the technical to account for the pathological relations that arise between people and their devices. And Thomas Pringle synthesizes how automation and animation explain the history of intellectual exchanges that led to the hybrid concept of the ecosystem, a term that blends computer and natural science. All three contributions analyse how categories of life and technology become mixed in governmental policies, economic exploitation and pathologies of everyday life thereby both curiously and critically advancing the term that underlies those new developments: ‘machine.’

This is an account of the effort made in the last two sessions of Congress to curb the Supreme Court because of certain liberal decisions of the Court, and an analysis of the reasons for the congressional failure. Many times in history Congress has objected to Court decisions and has tried to retaliate against the Court. The most recent period of difficulty traces back to the Court's school segregation decisions in 1954, but not until the Court took a liberal line in certain national security cases in 1956 and 1957 was an organized effort made in Congress to attack it. Professor Pritchett analyzes the specific decisions which aroused congressional concern and reviews the methods by which their reversal was sought. The failure of this effort to curb the Court is important to an understanding of the role of the Supreme Court in the American governmental system. This book is an expansion of the Guy Stanton Ford lectures given by Mr. Pritchett at the University of Minnesota.
Using philosophical and scientific work to engage the perennial question of human nature
This book takes a look at the formation, and edges, of states: their breakdowns and attempts to repair them, and their encounters with non-state peoples. It draws upon anthropology, political philosophy, neuroscience, evolutionary biology, child developmental psychology, and other fields to look at states as projects of constructing “bodies politic,” where the civic and the somatic intersect. John Protevi asserts that humans are predisposed to “prosociality,” or being emotionally invested in social partners and patterns. With readings from Jean-Jacques Rousseau and James C. Scott; a critique of the assumption of widespread pre-state warfare as a selection pressure for the evolution of human prosociality and altruism; and an examination of the different “economies of violence” of state and non-state societies, Edges of the State sketches a notion of prosocial human nature and its attendant normative maxims.

Short books of thought-in-process scholarship, where intense analysis, questioning, and speculation take the lead
For many philosophers, the rational cognitive (Cartesian) subject defines the human, or at least defines what humans should be. Yet some recent cognitive science, as well as the philosophy of Deleuze and Guattari, has called into question such individuality and rationality and emphasized social and emotional subjectivity. Understanding such embodied and embedded subjectivity, John Protevi argues, demands the notion of bodies politic.
In Political Affect, Protevi investigates the relationship between the social and the somatic: how our bodies, minds, and social settings are intricately and intimately linked. Bringing together concepts from science, philosophy, and politics, he develops a perspective he calls political physiology to indicate that subjectivity is socially conditioned and sometimes bypassed in favor of a direct connection of the social and the somatic, as with the politically triggered basic emotions of rage and panic. Protevi's treatment of affective cognition in social context breaks new theoretical ground, insisting that subjectivity be studied both in its embodied expression and in terms of the distribution of affective cognitive responses in a population.
Moving beyond the theoretical, Protevi applies his concept of political affect to show how unconscious emotional valuing shaped three recent, emotionally charged events: the cold rage of the Columbine High School slayings, the racialized panic that delayed rescue efforts in Hurricane Katrina, and the twists and turns of empathy occasioned by the Terry Schiavo case. These powerful individual and collective political events require new philosophical understanding.

In Questions on Form, Joelle Proust traces the concept of the analytic proposition from Kant's development of the notion down to its place in the work of Rudolf Carnap, a founder of logical empiricism and a key figure in contemporary analytic philosophy. Using a method known in France as topique comparative,she provides a rigorous exposition of analyticity, situating it within four major philosophical systems—those of Kant, Bolzano, Frege, and Carnap—and clearly delineating its development from one system to the next.
Proust takes as her point of departure Kant's distinction between analytic and synthetic judgments. Though she makes clear that Kant drew on Locke, Hume, and Leibniz, she argues that his notion of analyticity was innovative, not simply an elaboration of something already found in their work. She shows that the analytic proposition unexpectedly (given its modest status in Kant) came to play an important part in efforts to convert problems considered "transcendental" into questions of belonging to formal logic.
Ultimately, her comparison of their systems reveals that the concept of the analytic, however specific its rile in each, remains linked to a foundationalist strategy—in effect, to the transcendentalist questions Kant used when he reinterpreted the findings of his empiricist predecessors. Hence, this book's provocative claim: today's so-called logical empiricism owes much more to Kant's notion of science than to Hume's.
To care can feel good, or it can feel bad. It can do good, it can oppress. But what is care? A moral obligation? A burden? A joy? Is it only human? In Matters of Care, María Puig de la Bellacasa presents a powerful challenge to conventional notions of care, exploring its significance as an ethical and political obligation for thinking in the more than human worlds of technoscience and naturecultures.
Matters of Care contests the view that care is something only humans do, and argues for extending to non-humans the consideration of agencies and communities that make the living web of care by considering how care circulates in the natural world. The first of the book’s two parts, “Knowledge Politics,” defines the motivations for expanding the ethico-political meanings of care, focusing on discussions in science and technology that engage with sociotechnical assemblages and objects as lively, politically charged “things.” The second part, “Speculative Ethics in Antiecological Times,” considers everyday ecologies of sustaining and perpetuating life for their potential to transform our entrenched relations to natural worlds as “resources.”

The Switch traces the sudden rise of a technology that has transformed everyday life for billions of people: the binary switch. By chronicling the rapid growth of binary switching since the mid-nineteenth century, Jason Puskar contends that there is no human activity as common today as pushing a button or flipping a switch—the deceptively simple act of turning something on or off. More than a technical history, The Switch offers a cultural and political analysis of how reducing so much human action to binary alternatives has profoundly reshaped modern society.
Analyzing this history, Puskar charts the rapid shift from analog to digital across a range of devices—keyboards, cameras, guns, light switches, computers, game controls, even the “nuclear button”—to understand how nineteenth-century techniques continue to influence today’s pervasive digital technologies. In contexts that include musical performance, finger counting, machine writing, voting methods, and immersive play, Puskar shows how the switch to switching led to radically new forms of action and thought.
The innovative analysis in The Switch makes clear that binary inputs have altered human agency by making choice instantaneous, effort minimal, and effects more far-reaching than ever. An inquiry into how livestreaming can help us meaningfully connect
Livestreaming is ubiquitous in our Covid-19-inflected era. In this book, EL Putnam takes up the implications of this technology, arguing that livestreamed internet broadcasts perform aesthetic and ethical encounters that invite distinctive means of relating to others. Treating humans and technologies as inherently relational, Putnam considers how livestreaming constitutes new patterns of being together that are complex, ambivalent, and transformative. Understood in such a way, we see how livestreaming exceeds quantifying and calculating metrics, challenges emphasis on content generation, and introduces an entirely new—and dynamic—means of social engagement.
Amid the historical decimation of species around the globe, a new way into the language of loss
An endling is the last known individual of a species; when that individual dies, the species becomes extinct. These “last individuals” are poignant characters in the stories that humans tell themselves about today’s Anthropocene.
