This report assesses the effectiveness of China’s industrial policies, using China’s commercial aviation manufacturing industry as a case study. It evaluates China’s efforts to create a national champion in this industry, and analyzes foreign manufacturers’ efforts to protect key technologies when setting up production facilities there. It also offers policy options for foreign governments responding to Chinese policies.

Given Russia’s annexation of Crimea and continued aggression in eastern Ukraine, Europe must reassess its approach to a regional security environment previously thought to be stable and relatively benign. This report analyzes the vulnerability of European states to possible forms of Russian influence, pressure, and intimidation and examines four areas of potential European vulnerability: military, trade and investment, energy, and politics.

The Maidan Revolution in Ukraine created an opportunity for change and reforms in a system that had resisted them for 25 years. This report examines Ukraine’s security sector—assessing what different institutions need to do and where gaps exist—and offers recommendations for the reform of Ukraine’s security and defense institutions that meet Ukraine’s security needs and align with Euro-Atlantic standards and approaches.
