This collection of essays addresses the meaning and practice of political citizenship in China over the past century, raising the question of whether reform initiatives in citizenship imply movement toward increased democratization.
After slow but steady moves toward a new conception of citizenship before 1949, there was a nearly complete reversal during the Mao regime, with a gradual reemergence beginning in the Deng era of concerns with the political rights as well as the duties of citizens. Today’s intellectuals in China inherit a mixed tradition in terms of their relationship to the state. Some follow the Confucian literati watchdog role of criticizing abuses of political power. Marxist intellectuals judge the state’s practices on the basis of Communist ideals. Others prefer the May Fourth spirit, dedicated to the principles of free scholarly and artistic expression. The Chinese government, for its part, has undulated in its treatment of intellectuals, applying restraints when free expression threatened to get “out of control,” relaxing controls when state policies required the cooperation, good will, and expertise of intellectuals.
In this stimulating work, twelve China scholars examine that troubled and changing relationship. They focus primarily on the post-Mao years when bitter memories of the Cultural Revolution and China’s renewed quest for modernization have at times allowed intellectuals increased leeway in expression and more influence in policy-making. A leading scholar of China's modern political development examines the changing relationship between the Chinese people and the state. Correcting the conventional view of China as having instituted extraordinary economic changes but having experienced few political reforms in the post-Mao period, Merle Goldman details efforts by individuals and groups to assert their political rights.
China's move to the market and opening to the outside world have loosened party controls over everyday life and led to the emergence of ideological diversity. Starting in the 1980s, multi-candidate elections for local officials were held, and term limits were introduced for communist party leaders. Establishment intellectuals who have broken away from party patronage have openly criticized government policies. Those intellectuals outside the party structures, because of their participation in the Cultural Revolution or the 1989 Tiananmen Square demonstrations, have organized petitions, published independent critiques, formed independent groups, and even called for a new political system.
Despite the party's repeated attempts to suppress these efforts, awareness about political rights has been spreading among the general population. Goldman emphasizes that these changes do not guarantee movement toward democracy, but she sees them as significant and genuine advances in the assertion of political rights in China.
Observers often note the glaring contrast between China's stunning economic progress and stalled political reforms. Although sustained growth in GNP has not brought democratization at the national level, this does not mean that the Chinese political system has remained unchanged. At the grassroots level, a number of important reforms have been implemented in the last two decades.
This volume, written by scholars who have undertaken substantial fieldwork in China, explores a range of grassroots efforts--initiated by the state and society alike--intended to restrain arbitrary and corrupt official behavior and enhance the accountability of local authorities. Topics include village and township elections, fiscal reforms, legal aid, media supervision, informal associations, and popular protests. While the authors offer varying assessments of the larger significance of these developments, their case studies point to a more dynamic Chinese political system than is often acknowledged. When placed in historical context--as in the Introduction--we see that reforms in local governance are hardly a new feature of Chinese political statecraft and that the future of these experiments is anything but certain.
Historical Perspectives on Contemporary East Asiaaddresses provocative themes concerning the experience of particular nations and of East Asia as a whole. It explores the turbulent process of integrating Asian societies and political systems into a global order dominated by the West over the past two centuries.
The authors show that important changes were already underway before the western advance, which had their own internal logic and staying power. They describe how people in China, Japan, and Korea redefined and defended indigenous "traditions" even as they disagreed over what these traditions were and how to transform them. They make it clear that nationalism was a powerful motivating force in the modern development of these countries, but they stress that a wide variety of nationalisms emerged and collided in the dramatic history of modern Asia.
Benjamin Schwartz taught at Harvard from 1950 until his retirement in 1987. Through his teaching and writing, he became a major force in the field of Chinese studies, setting standards—above all in the area of intellectual history—that have been a source of inspiration to students and scholars worldwide. His influence extends well beyond the China field, cutting across conventional disciplinary boundaries, touching political science, religion, philosophy, and literature as well as history.
The essays in this book are by scholars who have studied with Benjamin Schwartz. Given the range of his own interests, it is fitting that they embrace an expanse of time from the Zhou dynasty to the present and a range of subjects equally inclusive—ancient and medieval Chinese thought, the fate of democracy in early Republican China, the development of aesthetic modernism in the 1920s and 1930s and its reemergence in the post-Mao era, the emphasis on spiritual regeneration and cultural transformation in Chinese and Japanese Marxism, popular values in twentieth-century China (as reflected in village theatrical performances), the larger issue of what part our own values should take in the study and assessment of other societies and cultures, and the equally broad issue of how we are to address the relationship between Chinese modernization and China’s traditional culture.
Despite this heterogeneity and the fact that the contributors include two political scientists, five historians with strong philosophical interests, and three scholars whose writing bridges the disciplines of history and literature, there is a surprising coherence to the volume. Almost all the authors consciously address either aspects of Schwartz’s general approach or specific themes dealt with in his work. Each contribution is about ideas and takes ideas and their societal roles seriously. Although presented in the specific context of China, the issues raised in these essays are important to the world beyond China. Exploring them in both their Chinese and non-Chinese settings reflects the power of Schwartz’s own work in illuminating a broader canvas of human thought.
In modern China, literature has been regarded as a vehicle of political and idea logical dissent, a concept that has persisted under communism. This study exhaustively analyzes the conflict between the Chinese Communist party and the intellectuals, particularly the writers, in the crucial decades of the 1940's and 1950's.
By singling out individual writers as egregious examples, party leaders, through a series of thought-control campaigns, have tried to mold intellectuals along orthodox doctrinal lines. But these same leaders, holding to the paradoxical conviction that personal initiative and creativity are necessary catalysts in the effort to construct a Communist state, have not wanted to stifle these qualities altogether. The result has been a pattern of permissiveness and pressure, as illustrated by the ill-fated "Hundred Flowers" movement and the subsequent return to a policy of harsh regimentation.
In depicting the views, feelings, frustrations, and tragic fates of many individual intellectuals in the confrontation with an oppressive party bureaucracy, the author reveals, in an unprecedented way, the nature of the authoritarian society that has evolved in Communist China. Her study convincingly demonstrates that totalitarian rule has not guaranteed the subservience of the Chinese intelligentsia and, even more important, that the alienated, critical intellectual remains a significant and vital force.

Along with the political and economic reforms that have characterized the post-Mao era in China there has been a potentially revolutionary change in Chinese science and technology. Here sixteen scholars examine various facets of the current science and technology scene, comparing it with the past and speculating about future trends.
Two chapters dealing with science under the Nationalists and under Mao are followed by a section of extensive analysis of reforms under Deng Xiaoping, focusing on the organizational system, the use of human resources, and the emerging response to market forces. Chapters dealing with changes in medical care, agriculture, and military research and development demonstrate how these reforms have affected specific areas during the Chinese shift away from Party orthodoxy and Maoist populism toward professional expertise as the guiding principle in science and technology. Three further chapters deal with China’s interface with the world at large in the process of technology transfer.
Both the introductory and concluding chapters describe the tension between the Chinese Communist Party structure, with its inclinations toward strict vertical control, and the scientific and technological community’s need for a free flow of information across organizational, disciplinary, and national boundaries.
