Face recognition technologies (FRTs) have many practical security-related purposes, but advocacy groups and individuals have expressed apprehensions about their use. This report highlights the high-level privacy and bias implications of FRT systems. The authors propose a heuristic with two dimensions -- consent status and comparison type -- to help determine a proposed FRT's level of privacy and accuracy. They also identify privacy and bias concerns.

The American Medical Association asked RAND Health to characterize the factors that affect physician professional satisfaction. RAND researchers sought to identify high-priority determinants of professional satisfaction by gathering data from 30 physician practices in six states, using a combination of surveys and semistructured interviews. This report presents the results of the subsequent analysis.

Most leaders in the Department of Defense (DoD) agree that family resilience is an important construct, yet DoD does not have a standard definition. The authors of this report review existing definitions of family resilience and offer a candidate definition for DoD use. They also review models of family resilience, identify key family resilience factors, and make recommendations for how DoD can manage family-resilience programs and policies.

RAND researchers examined the eight elements from the directive (including an assessment of the current extent of food insecurity among service members and their dependents) and developed answers, along with listing areas requiring additional analysis.

Drawing from 140 recently declassified documents, this report comprehensively examines the organization, territorial designs, management, personnel policies, and finances of the Islamic State of Iraq (ISI) and al-Qa‘ida in Iraq. Analysis of the Islamic State predecessor groups is more than a historical recounting. It provides significant understanding of how ISI evolved into the present-day Islamic State and how to combat the group.

Report evaluates strategies for dealing with U.S. partners and adversaries in Europe, Asia, and the Middle East in a time of diminishing defense budgets and American public preference for a domestic focus. The three proposed strategies are to be more assertive, to be more collaborative, or to retrench from international commitments. Each strategy is constrained and a balance will need to be struck among them that varies from region to region.

A comprehensive review of historical insurgencies that ended in settlement after a military stalemate shows that these negotiations followed a similar path that can be generalized into a “master narrative” of seven steps executed in a common sequence. Such a narrative could help guide and assess the progress of a similar approach to resolving the conflict in Afghanistan as U.S. forces prepare to withdraw.

Researchers developed two scenarios to envision the future of mobility in China in 2030. Economic growth, the presence of constraints on vehicle ownership and driving, and environmental conditions differentiate the scenarios. By making potential long-term mobility futures more vivid, the team sought to help decisionmakers at different levels of government and in the private sector better anticipate and prepare for change.

The authors assess alternatives for a next-generation intercontinental ballistic missile (ICBM) across a broad set of potential characteristics and situations. They use the current Minuteman III as a baseline to develop a framework to characterize alternative classes of ICBMs, assess the survivability and effectiveness of possible alternatives, and weigh those alternatives against their cost.
