This report describes a comparative analysis of three proposals to allow Americans to keep their existing health plans under the Affordable Care Act (ACA). The proposals are evaluated based on their potential impact on the ACA-compliant market and the cost and coverage of health insurance. The possibility of each proposal causing a “death spiral” in the ACA-compliant market is also addressed.

The illicit antiquities market is fueled by a well-documented rise in looting at archaeological sites and a fear that the proceeds of such looting may be financing terrorism or rogue states. In this report, the authors compile evidence from numerous open sources to outline the major policy-relevant characteristics of that market and to propose the way forward for developing policies intended to disrupt illicit networks.

The U.S. Department of Defense is considering a change in policy to allow transgender military personnel to serve openly. A RAND study examined the health care needs of transgender personnel, the costs of gender transition–related care, and the potential readiness implications of a policy change. The experiences of foreign militaries that permit transgender service members to serve openly also point to some best practices for U.S. policymakers.

This study for the U.S. Marine Corps presents a historical overview of the integration of women into the U.S. military and explores the importance of cohesion and what influences it. The gender integration experiences of foreign militaries, as well as the gender integration efforts of domestic police and fire departments, are analyzed for insights into effective policies. The potential costs of integration are analyzed as well.

In 2000, the MacArthur Foundation began the Window of Opportunity, a 20-year, $187 million philanthropic initiative intended to help preserve privately owned affordable rental housing. The authors of this report assess whether the initiative achieved its goals and identify lessons learned about effective preservation practices, as well as about the implementation of large-scale philanthropic initiatives generally.

China has always viewed itself as a vulnerable underdeveloped country. In the 1990s, it began negotiating economic agreements and creating China-centric institutions, culminating in the 2000s in numerous institutions and ultimately the Belt and Road Initiative. The authors analyze China’s political and diplomatic, economic, and military engagement with the Developing World and discuss specific countries that are most important to China.

This blueprint outlines policy options to help decisionmakers improve dementia long-term services and supports (LTSS) by promoting earlier detection, improving access to LTSS, promoting person- and caregiver-centered care, supporting caregivers, and reducing dementia LTSS costs.

Examines the British, French, and German armies’ approaches to accommodating significant budget cuts while attempting to sustain their commitment to full spectrum operations. This report examines Mali’s counterterrorism requirements in light of recent evolutions in the country’s security environment: The terrorist threat in Mali is growing, but Mali’s military remains largely ineffective. It is not possible to strengthen Mali’s counterterrorism capabilities in isolation from its general military capabilities, which are in need of fundamental reform.

This report describes combined results from two fieldings of a survey of gun policy experts. In particular, respondents estimated the likely effects of 19 gun policies on ten outcomes, such as firearm homicides and the right to bear arms. Researchers use the results to identify where experts agree and disagree the most and whether disagreements stem from assumptions about the effects of gun policies or from differences in policy objectives.

An attacker's missile-borne countermeasures to ballistic missile defenses are known as penetration aids, or penaids. To support efforts to prevent the proliferation of penaid-related items, this research recommends controls on potential exports according to the structure of the international Missile Technology Control Regime.

To improve the U.S. education system through more-effective classroom teaching, in school year 2009–2010, the Bill and Melinda Gates Foundation announced its Intensive Partnerships for Effective Teaching. Researchers from the RAND Corporation and the American Institutes for Research evaluated implementation of key reform elements of the program in three public school districts and four charter management organizations.
