In the 1930s, the artistic and cultural patronage of celebrated Mexican president Lázaro Cárdenas transformed a small Michoacán city, Pátzcuaro, into a popular center for national tourism. Cárdenas commissioned public monuments and archeological excavations; supported new schools, libraries, and a public theater; developed tourism sites and infrastructure, including the Museo de Artes e Industrias Populares; and hired artists to paint murals celebrating regional history, traditions, and culture. The creation of Pátzcuaro was formative for Mexico; not only did it provide an early model for regional economic and cultural development, but it also helped establish some of Mexico’s most enduring national myths, rituals, and institutions.

In Creating Pátzcuaro, Creating Mexico, Jennifer Jolly argues that Pátzcuaro became a microcosm of cultural power during the 1930s and that we find the foundations of modern Mexico in its creation. Her extensive historical and archival research reveals how Cárdenas and the artists and intellectuals who worked with him used cultural patronage as a guise for radical modernization in the region. Jolly demonstrates that the Pátzcuaro project helped define a new modern body politic for Mexico, in which the population was asked to emulate Cárdenas by touring the country and seeing and embracing its land, history, and people. Ultimately, by offering Mexicans a means to identify and engage with power and privilege, the creation of Pátzcuaro placed art and tourism at the center of Mexico’s postrevolutionary nation building project.

When Indian communities of Chiapas, Mexico, rose in armed rebellion in 1994, they spoke boldly of values, rights, identities, and expectations. Their language struck a chord for most Mexicans, for it was the cultural legacy of the Revolution of 1910. Of all the accomplishments of the Mexican Revolution, its cultural achievements were among its most important. The Revolution's cultural politics accounts in part for the relative political stability Mexico enjoyed from 1940 through 1993 and underlies much of the discourse accompanying the tumultuous transitions in that country today.

To show the significance of this facet of the Revolution, Mary Kay Vaughan analyzes the educational effort of the state during the 1930s, locating it within the broader sweep of Mexican history to illustrate how the government sought to nationalize and modernize rural society. Vaughan focuses on activities in rural schools, where central state policy makers, teachers, and people of the countryside came together to forge a national culture. She examines the cultural politics of schooling in four rural societies in the states of Sonora and Puebla that are representative of the peasant societies in revolutionary Mexico, and she shows how the state's program of socialist education became an arena for intense negotiations over power, culture, knowledge, rights, and gender practices. The real cultural revolution, Vaughan observes, lay not in the state's efforts at socialist education but in the dialogue between state and society that took place around this program. In the 1930s, rural communities carved out a space to preserve their local identities while the state succeeded in nurturing a multi-ethnic nationalism based on its promise of social justice and development.

Vaughan brings to her analysis a comparative understanding of peasant politics and educational history, extensive interviews, and a detailed examination of national, regional, and local archives to create an evocative and informative study of Mexican politics and society during modern Mexico's formative years. Cultural Politics in Revolution clearly shows that only by expanding the social arena in which culture was constructed and contested can we understand the Mexican Revolution's real achievements.

In the twenty years of postrevolutionary rule in Mexico, the war remained fresh in the minds of those who participated in it, while the enigmas of the revolution remained obscured. Demonstrating how textuality helped to define the revolution, Culture and Revolution examines dozens of seemingly ahistorical artifacts to reveal the radical social shifts that emerged in the war’s aftermath.

Presented thematically, this expansive work explores radical changes that resulted from postrevolution culture, including new internal migrations; a collective imagining of the future; popular biographical narratives, such as that of the life of Frida Kahlo; and attempts to create a national history that united indigenous and creole elite society through literature and architecture. While cultural production in early twentieth-century Mexico has been well researched, a survey of the common roles and shared tasks within the various forms of expression has, until now, been unavailable. Examining a vast array of productions, including popular festivities, urban events, life stories, photographs, murals, literature, and scientific discourse (including fields as diverse as anthropology and philology), Horacio Legrás shows how these expressions absorbed the idiosyncratic traits of the revolutionary movement.

Tracing the formation of modern Mexico during the 1920s and 1930s, Legrás also demonstrates that the proliferation of artifacts—extending from poetry and film production to labor organization and political apparatuses—gave unprecedented visibility to previously marginalized populations, who ensured that no revolutionary faction would unilaterally shape Mexico’s historical process during these formative years.

Cárdenas Compromised is a political and institutional history of Mexico’s urban and rural labor in the Yucatán region during the regime of Lázaro Cárdenas from 1934 to 1940. Drawing on archival materials, both official and popular, Fallaw combines narrative, individual case studies, and focused political analysis to reexamine and dispel long-cherished beliefs about the Cardenista era.
For historical, geographical, and ethnic reasons, Yucatán was the center of large-scale land reform after the Mexican Revolution. A long-standing revolutionary tradition, combined with a harsh division between a powerful white minority and a poor, Maya-speaking majority, made the region the perfect site for Cárdenas to experiment by launching an ambitious top-down project to mobilize the rural poor along ethnic and class lines. The regime encouraged rural peasants to form collectives, hacienda workers to unionize, and urban laborers to strike. It also attempted to mobilize young people and women, to challenge Yucatán’s traditional, patriarchal social structure, to reach out to Mayan communities, and to democratize the political process. Although the project ultimately failed, political dialogue over Cárdenas’s efforts continues. Rejecting both revisionist (anti-Cárdenas) and neopopulist (pro-Cárdenas) interpretations, Fallaw overturns the notion that the state allowed no room for the agency of local actors. By focusing on historical connections across class, political, and regional lines, Fallaw transforms ideas on Cardenismo that have long been accepted not only in Yucatán but throughout Mexico.
This book will appeal to scholars of Mexican history and of Latin American state formation, as well as to sociologists and political scientists interested in modern Mexico.

In 1910 Mexicans rebelled against an imperfect dictatorship; after 1940 they ended up with what some called the perfect dictatorship. A single party ruled Mexico for over seventy years, holding elections and talking about revolution while overseeing one of the world's most inequitable economies. The contributors to this groundbreaking collection revise earlier interpretations, arguing that state power was not based exclusively on hegemony, corporatism, or violence. Force was real, but it was also exercised by the ruled. It went hand-in-hand with consent, produced by resource regulation, political pragmatism, local autonomies and a popular veto. The result was a dictablanda: a soft authoritarian regime.

This deliberately heterodox volume brings together social historians, anthropologists, sociologists, and political scientists to offer a radical new understanding of the emergence and persistence of the modern Mexican state. It also proposes bold, multidisciplinary approaches to critical problems in contemporary politics. With its blend of contested elections, authoritarianism, and resistance, Mexico foreshadowed the hybrid regimes that have spread across much of the globe. Dictablanda suggests how they may endure.

When the fighting of the Mexican Revolution died down in 1920, the national government faced the daunting task of building a cohesive nation. It had to establish control over a disparate and needy population and prepare the country for global economic competition. As part of this effort, the government enlisted the energy of artists and intellectuals in cultivating a distinctly Mexican identity. It devised a project for the incorporation of indigenous peoples and oversaw a vast, innovative program in the arts. The Eagle and the Virgin examines the massive nation-building project Mexico undertook between 1920 and 1940.

Contributors explore the nation-building efforts of the government, artists, entrepreneurs, and social movements; their contradictory, often conflicting intersection; and their inevitably transnational nature. Scholars of political and social history, communications, and art history describe the creation of national symbols, myths, histories, and heroes to inspire patriotism and transform workers and peasants into efficient, productive, gendered subjects. They analyze the aesthetics of nation building made visible in murals, music, and architecture; investigate state projects to promote health, anticlericalism, and education; and consider the role of mass communications, such as cinema and radio, and the impact of road building. They discuss how national identity was forged among social groups, specifically political Catholics, industrial workers, middle-class women, and indigenous communities. Most important, the volume weighs in on debates about the tension between the eagle (the modernizing secular state) and the Virgin of Guadalupe (the Catholic defense of faith and morality). It argues that despite bitter, violent conflict, the symbolic repertoire created to promote national identity and memory making eventually proved capacious enough to allow the eagle and the virgin to coexist peacefully.

During the 1920s, Mexico was caught in a diplomatic struggle between the ideologies of two strong states. In The Impossible Triangle Daniela Spenser explores the tangled relationship between Russia and Mexico in the years following their own dramatic revolutions, as well as the role played by the United States during this turbulent period. Bringing together Mexican, Soviet, and North American (as well as British) perspectives, Spenser shows how the convergence of each country’s domestic and foreign policies precluded them from a harmonious triangular relationship.
Based on documents from the archives of several nations—including reports by former Mexican diplomats in Moscow that have never before been studied—the book analyzes the Mexican government’s motivation for establishing relations with the Soviet Union in the face of continued imperialist pressure and harsh opposition from the United States. After explaining how Mexico established diplomatic ties with the Soviet Union in 1924 in an attempt to broaden the spectrum of its alliances after several years of uneven relations with the United States, Spenser reveals the troubled nature of the relationship that ensued. Soviet policy toward Mexico was characterized by a series of profound contradictions, varying from neglect to strong involvement in Mexican politics and the belief that Mexico could become a center of world revolution. Working to resolve and explain these contradictions, Spenser explores how, despite U.S. objections to Mexico’s relations with the Soviet Union, Mexico continued its association with the Soviets until the United States adopted the Good Neighbor Policy and softened its stance toward Mexico’s revolutionary program after 1927.
With a foreword by Friedrich Katz and illustrated by illuminating photographs, The Impossible Triangle contributes to an understanding of the international dimension of the Mexican revolution. During the 1920s and 1930s in Mexico, both intellectuals and government officials promoted ethnic diversity while attempting to overcome the stigma of race in Mexican society. Programs such as the Indigenista movement represented their efforts to redeem the Revolution's promise of a more democratic future for all citizens. This book explores three decades of efforts on the part of government officials, social scientists, and indigenous leaders to renegotiate the place of native peoples in Mexican society. It traces the movement's origins as a humanitarian cause among intellectuals, the involvement of government in bringing education, land reform, cultural revival, and social research to Indian communities, and the active participation of Indian peoples.

Traditionally, scholars have seen Indigenismo as an elitist formulation of the "Indian problem." Dawson instead explores the ways that the movement was mediated by both elite and popular pressures over time. By showing how Indigenismo was used by a variety of actors to negotiate the shape of the revolutionary state—from anthropologist Manual Gamio to President Lázaro Cárdenas—he demonstrates how it contributed to a new "pact of domination" between indigenous peoples and the government.

Although the power of the Indigenistas was limited by the face that "Indian" remained a racial slur in Mexico, the indígenas capacitados empowered through Indigenismo played a central role in ensuring seventy years of PRI hegemony. In studying the confluence of state formation, social science, and native activism, Dawson's book offers a new perspective for understanding the processes through which revolutionary hegemony emerged.

This pathfinding book shows how Mexicans from 1910 through the 1950s interpreted the revolution, tried to make sense of it, and, through collective memory, myth-making, and history writing, invented an idea called "la Revolución." In part one, Thomas Benjamin follows the historical development of different and often opposing revolutionary traditions and the state's efforts to forge them into one unified and unifying narrative. In part two, he examines ways of remembering the past and making it relevant to the present through fiestas, monuments, and official history. This research clarifies how the revolution has served to authorize and legitimize political factions and particular regimes to the present day. Beyond the Mexican case, it demonstrates how history is used to serve the needs of the present.

Salvador Salinas takes readers inside the diverse pueblos of the former Zapatistas during the 1920s and 1930s and recounts the first statewide land reform carried out in postrevolutionary Mexico. Based on extensive archival research, he reveals how an alliance with the national government that began in 1920 stimulated the revival of rural communities after ten years of warfare and helped once-landless villagers reclaim Morelos’s valley soils, forested mountains, and abundant irrigation waters.

During the presidency of Plutarco Elías Calles (1924–1928), pueblos forged closer ties to the centralized government in Mexico City through a plethora of new national institutions, such as ejidos, forestry cooperatives, water juntas, credit societies, and primary schools. At the same time, the expansion of charcoal production in the Sierra de Ajusco and rice cultivation in the lowland valleys accelerated deforestation and intensified water conflicts.

Salinas recounts how the federal reforms embraced by the countryside aided the revival of the pueblos, and in return, villagers repeatedly came to the defense of an embattled national regime. Salinas gives readers interested in modern Mexico, the Zapatista revolution, and environmental history a deeply researched analysis of the outcomes of the nation’s most famous revolutionary insurgency.

Did the Mexican Revolution do away with the ruling class of the old regime? Did a new ruling class rise to take the old one's place—and if so, what differences resulted? In this compelling study, the first of its kind, Mark Wasserman pursues these questions through an analysis of the history and politics of the northern Mexican state of Chihuahua from 1910 to 1940.
Chihuahua boasted one of the strongest pre-revolutionary elite networks, the Terrazas-Creel family. Wasserman describes this group's efforts to maintain its power after the Revolution, including its use of economic resources and intermarriage to forge partnerships with the new, revolutionary elite. Together, the old and new elites confronted a national government that sought to reestablish centralized control over the states and the masses. Wasserman shows how the revolutionary government and the popular classes, joined in opposition to the challenge of the elites, finally formalized into a national political party during the 1930s.
Persistent Oligarchs concludes with an account of the Revolution's ultimate outcome, largely accomplished by 1940: the national government gaining central control over politics, the popular classes obtaining land redistribution and higher wages, and regional elites, old and new, availing themselves of the great opportunities presented by economic development. Mexican presidents Lázaro Cárdenas (1934–1940) and Luis Echeverría (1970–1976) used populist politics in an effort to obtain broad-based popular support for their presidential goals. In spite of differences in administrative plans, both aimed to close political divisions within society, extend government programs to those on the margins of national life, and prevent foreign ideologies and practices from disrupting domestic politics. As different as they were in political style, both relied on appealing to the public through mass media, clothing styles, and music.

This volume brings together twelve original essays that explore the concept of populism in twentieth century Mexico. Contributors analyze the presidencies of two of the century’s most clearly populist figures, evaluating them against each other and in light of other Latin American and Mexican populist leaders. In order to examine both positive and negative effects of populist political styles, contributors also show how groups as diverse as wild yam pickers in 1970s Oaxaca and intellectuals in 1930s Mexico City had access to and affected government projects.

The chapters on the Echeverría presidency are written by contributors at the forefront of emerging scholarship on this topic and demonstrate new approaches to this critical period in Mexican history. Through comparisons to Echeverría, contributors also shed new light on the Cárdenas presidency, suggesting fresh areas of investigation into the work of Mexico’s quintessentially populist leader. The religion question—the place of the Church in a Catholic country after an anticlerical revolution—profoundly shaped the process of state formation in Mexico. From the end of the Cristero War in 1929 until Manuel Ávila Camacho assumed the presidency in late 1940 and declared his faith, Mexico's unresolved religious conflict roiled regional politics, impeded federal schooling, undermined agrarian reform, and flared into sporadic violence, ultimately frustrating the secular vision shared by Plutarco Elías Calles and Lázaro Cárdenas.

Ben Fallaw argues that previous scholarship has not appreciated the pervasive influence of Catholics and Catholicism on postrevolutionary state formation. By delving into the history of four understudied Mexican states, he is able to show that religion swayed regional politics not just in states such as Guanajuato, in Mexico's central-west "Rosary Belt," but even in those considered much less observant, including Campeche, Guerrero, and Hidalgo. Religion and State Formation in Postrevolutionary Mexico reshapes our understanding of agrarian reform, federal schooling, revolutionary anticlericalism, elections, the Segunda (a second Cristero War in the 1930s), and indigenism, the Revolution's valorization of the Mesoamerican past as the font of national identity.

Revolutionary Parks tells the surprising story of how forty national parks were created in Mexico during the latter stages of the first social revolution of the twentieth century. By 1940 Mexico had more national parks than any other country. Together they protected more than two million acres of land in fourteen states. Even more remarkable, Lázaro Cárdenas, president of Mexico in the 1930s, began to promote concepts akin to sustainable development and ecotourism.

Conventional wisdom indicates that tropical and post-colonial countries, especially in the early twentieth century, have seldom had the ability or the ambition to protect nature on a national scale. It is also unusual for any country to make conservation a political priority in the middle of major reforms after a revolution. What emerges in Emily Wakild’s deft inquiry is the story of a nature protection program that takes into account the history, society, and culture of the times. Wakild employs case studies of four parks to show how the revolutionary momentum coalesced to create early environmentalism in Mexico.

According to Wakild, Mexico’s national parks were the outgrowth of revolutionary affinities for both rational science and social justice. Yet, rather than reserves set aside solely for ecology or politics, rural people continued to inhabit these landscapes and use them for a range of activities, from growing crops to producing charcoal. Sympathy for rural people tempered the radicalism of scientific conservationists. This fine balance between recognizing the morally valuable, if not always economically profitable, work of rural people and designing a revolutionary state that respected ecological limits proved to be a radical episode of government foresight.

The Mexican Revolution gave rise to the Mexican nation-state as we know it today. Rural revolutionaries took up arms against the Díaz dictatorship in support of agrarian reform, in defense of their political autonomy, or inspired by a nationalist desire to forge a new Mexico. However, in the Gran Nayar, a rugged expanse of mountains and canyons, the story was more complex, as the region’s four Indigenous peoples fought both for and against the revolution and the radical changes it bought to their homeland.

To make sense of this complex history, Nathaniel Morris offers the first systematic understanding of the participation of the Náayari, Wixárika, O’dam, and Mexicanero peoples in the Mexican Revolution. They are known for being among the least “assimilated” of all Mexico’s Indigenous peoples. It’s often been assumed that they were stuck up in their mountain homeland—“the Gran Nayar”—with no knowledge of the uprisings, civil wars, military coups, and political upheaval that convulsed the rest of Mexico between 1910 and 1940.

Based on extensive archival research and years of fieldwork in the rugged and remote Gran Nayar, Morris shows that the Náayari, Wixárika, O’dam, and Mexicanero peoples were actively involved in the armed phase of the revolution. This participation led to serious clashes between an expansionist, “rationalist” revolutionary state and the highly autonomous communities and heterodox cultural and religious practices of the Gran Nayar’s inhabitants. Morris documents confrontations between practitioners of subsistence agriculture and promoters of capitalist development, between rival Indian generations and political factions, and between opposing visions of the world, of religion, and of daily life. These clashes produced some of the most severe defeats that the government’s state-building programs suffered during the entire revolutionary era, with significant and often counterintuitive consequences both for local people and for the Mexican nation as a whole.

In the mid-to-late nineteenth century, as Mexico emerged out of decades of civil war and foreign invasion, a modern notion of honor—of one’s reputation and self-worth—became the keystone in the construction of public culture. Mexicans gave great symbolic, social, and material value to honor. Only honorable men could speak in the name of the public. Honor earned these men, and a few women, support and credit, and gave civilian politicians a claim to authority after an era dominated by military heroism.

Tracing how notions of honor changed in nineteenth-century Mexico, Pablo Piccato examines legislation, journalism, parliamentary debates, criminal defamation cases, personal stories, urban protests, and the rise and decline of dueling in the 1890s. He highlights the centrality of notions of honor to debates over the nature of Mexican liberalism, describing how honor helped to define the boundaries between public and private life; balance competing claims of free speech, public opinion, and the protection of individual reputations; and motivate politicians, writers, and other men to enter public life. As Piccato explains, under the authoritarian rule of Porfirio Díaz, the state became more active in the protection of individual reputations. It implemented new restrictions on the press. This did not prevent people from all walks of life from defending their honor and reputations, whether in court or through violence. The Tyranny of Opinion is a major contribution to a new understanding of Mexican political history and the evolution of Mexican civil society.
