In the late 1970s, a Jeff Koons art exhibit featured mounted vacuum cleaners lit by fluorescent tube lighting and identified by their product names: New Hoover Quik Broom, New Hoover Celebrity IV. Raymond Carver published short stories such as “Are These Actual Miles?” that cataloged the furniture, portable air conditioners, and children’s bicycles in a family home. Some years later the garbage barge Mobro 4000 turned into an international scandal as it spent months at sea, unable to dump its trash as it was refused by port after port.
Tim Jelfs’s The Argument about Things in the 1980s considers all this and more in a broad study of the literature and culture of the “long 1980s.” It contributes to of-the-moment scholarly debate about material culture, high finance, and ecological degradation, shedding new light on the complex relationship between neoliberalism and cultural life.

Since World War II, China has had a command economy administered under a dictatorship, while India's democracy has introduced a highly regulated economy. Despite obvious differences in their political systems, each country endured remarkably similar economic problems with respect to industry during the 1960s and 1970s. Both embarked in the 1980s on a series of industrial reforms designed to improve technology and efficiency in the use of resources, as well as to stimulate industrial growth in the face of declining productivity.

For economists, the two countries offer an interesting test case for examining similar reform programs launched from disparate political and economic systems. For policymakers concerned with the region's stability, a clear view of the economic futures of these two major powers is paramount.

Examining and comparing the reform experiences of China and India up to the present, George Rosen shows that although China enacted more sweeping reform measures and produced more impressive local growth, it also experienced more significant inflationary spurts. Two-thirds of each nation's population was involved in agriculture at the start of the reform period and nearly that many at the conclusion. Ultimately, the effects of the past industrial reforms in both countries in terms of significantly greater industrial employment or well-being of their populations were limited. An important lesson in these findings, argues Rosen, is that they actually reveal more about the political factors that limit and shape economic policy reforms in a dictatorship or democracy than they confirm the virtues of either capitalism or communism.

In 1982, the protests of antiporn feminists sparked the censorship of the Diary of a Conference on Sexuality, a radical and sexually evocative image-text volume whose silencing became a symbol for the irresolvable feminist sex wars. In Visible Archives documents the community networks that produced this resonant artifact and others, analyzing how visual culture provided a vital space for women artists to theorize and visualize their own bodies and sexualities.

Margaret Galvan explores a number of feminist and cultural touchstones—the feminist sex wars, the HIV/AIDS crisis, the women in print movement, and countercultural grassroots periodical networks—and examines how visual culture interacts with these pivotal moments. Mexico has long been lauded and studied for its post-revolutionary public art, but recent artistic practices have raised questions about how public art is created and for whom it is intended. In The New Public Art, Mara Polgovsky Ezcurra, together with a number of scholars, artists, and activists, looks at the rise of community-focused art projects, from collective cinema to off-stage dance and theatre, and the creation of anti-monuments that have redefined what public art is and how people have engaged with it across the country since the 1980s.

The New Public Art investigates the reemergence of collective practices in response to privatization, individualism, and alienating violence. Focusing on the intersection of art, politics, and notions of public participation and belonging, contributors argue that a new, non-state-led understanding of "the public" came into being in Mexico between the mid-1980s and the late 2010s. During this period, community-based public art bore witness to the human costs of abuses of state and economic power while proposing alternative forms of artistic creation, activism, and cultural organization.

Assembling and analyzing data from 147 U.S. cities, Burt documents the increase in homelessness and proposes a comprehensive explanation of its causes, incorporating economic, personal, and policy determinants. Her unique research answers many provocative questions: Why did homelessness continue to spiral even after economic conditions improved in 1983? Why is it significantly greater in cities with both high poverty rates and high per capita income? What can be done about the problem? Burt points to the significant catalysts of homelessness—the decline of manufacturing jobs in the inner city, the increased cost of living, the tight rental housing market, diminished household income, and reductions in public benefit programs—all of which exert pressures on the more vulnerable of the extremely poor. She looks at the special problems facing the homeless, including the growing number of mentally ill and chemically dependent individuals, and explains why certain groups—minorities and low-skilled men, single men and women, and families headed by women—are at greatest risk of becoming homeless. Burt's analysis reveals that homelessness arises from no single factor, but is instead perpetuated by pivotal interactions between external social and economic conditions and personal vulnerabilities. From an understanding of these interactions, Over the Edge builds lucid, realistic recommendations for policymakers struggling to alleviate a situation of grave consequence for our entire society.

Are American political parties on the way out? Political action committees (PACs) currently compete with parties for influence over candidates and voters; persuading a more independent and volatile electorate requires new tactics; technological innovations afford more sophisticated means to appeal for support. Many political observers express doubts about the ability of political parties to adapt to these changes and to survive, but Paul Herrnson instead suggests their survival and resurgence in this balanced assessment of party activities in congressional elections.

Drawing on extensive interviews and survey data collected from nearly five hundred recent House and Senate candidates, campaign advisers, party officials, PAC executives, and journalists, Herrnson evaluates the roles of the national parties. He finds that from the perspective of party executives, they provide important campaign services and function as the key brokers between candidates, PACs, and other campaigners. For PAC officials, the national parties serve as important sources of strategic campaign information and cues for decision-making. For the candidates themselves, their parties function as appendages and accessories to their own campaign organizations.

Herrnson provides rich detail on party development and party campaign activity to predict the future of congressional elections and of the party-in-government and the party-in-the-electorate. Every presidential election since 1964 has been won by the candidate backed by the most united party; yet as party unity has become more important to voting decisions, it has also become increasingly difficult to achieve. In his latest book, Martin Wattenberg offers an in-depth interpretation of the presidential elections of the 1980s, illuminating current theories of political behavior and how they operate in today's candidate-centered politics.

Wattenberg investigates the impact that political parties' declining relevance has had on presidential politics. As the parties' ability to polarize opinion weakened and voters were set politically adrift, the candidates themselves had to fill the power vacuum. Interestingly, as the candidates have become more prominent, their popularity has spiraled downward. Wattenberg's national survey data debunks the notion of Reagan as the "teflon president;' demonstrating that many negative judgments stuck to Reagan's public image throughout the 1980s, particularly the criticisms of his conservative policies.

The author's intricate analysis shows that many people were torn between candidates whose policies they preferred and those who they thought would produce the best results, and these contradictory attitudes were primarily resolved in favor of Reagan and Bush.

This book is not only the successor volume to the author's widely used book on American parties, it is also a controversial and thought-provoking commentary on American parties, politics, and representative government.

How do economic weakness and dependence influence foreign policy decisions and behavior in third world countries? Theories in Dependent Foreign Policy examines six foreign policy theories: compliance, consensus, counterdependence, realism, leader preferences and domestic politics, and each is applied to a series of case studies of Ecuador’s foreign policy during the 1980s under two regimes: Osvaldo Hurtado (1981-1984) and his successor León Febres Cordero (1984-1988).

Hey shows that Ecuador during this period represented the third world in many ways. It was a new democracy, having just emerged from years of military rule, extremely indebted to the West, and dependent on primary product export economy that relied heavily on importers, especially the United States.

Jeanne Hey finds that some of the most popular and enduring theories in western research, such as realism and compliance, poorly account for Ecuadorian foreign policy. She explains that poor countries like Ecuador have substantial foreign policy latitude in the diplomatic area. Drawing on archival research and interviews with policy makers including Presidents Hurtado and Febres Cordero, Dr. Hey convincingly argues that many of the traditional foreign policy theories do not “fit” dependent states, and inadequately account for the complexity of foreign policy in the third world.

The Transformation of the Christian Right chronicles and analyzes the remarkable changes that have occurred in the Christian Right from its emergence in the late 1970s to the present. It documents the rapid turnover of Christian-Right organizations and explains the forces driving that kaleidoscopic change. Moen also traces the strategic shift of the movement’s leaders, away from lobbying the Congress and toward mobilizing conservative activists in the grass roots; he demonstrates the substitution of liberal language (with its emphasis on “equality, rights, and freedom”) for moralistic language (with its focus on “right and wrong”). Much has been written about the Christian Right’s impact on politics but little about how years of political activism have shaped and influenced the Christian Right. Moen addresses that neglected side of the issue.

American art of the 1980s is as misunderstood as it is notorious. Critics of the time feared that market hype and self-promotion threatened the integrity of art. They lashed out at contemporary art, questioning the validity of particular media and methods and dividing the art into opposing camps. While controversies have since subsided, critics still view art of the 1980s as a stylistic battlefield. Alison Pearlman rejects this picture, which is truer of the period's criticism than of its art.

Pearlman reassesses the works and careers of six artists who became critics' biggest targets. In each of three chapters, she pairs two artists the critics viewed as emblematic of a given trend: Julian Schnabel and David Salle in association with Neo-Expressionism; Jean-Michel Basquiat and Keith Haring vis-à-vis Graffiti Art; and Peter Halley and Jeff Koons in relation to Simulationism. Pearlman shows how all these artists shared important but unrecognized influences and approaches: a crucial and overwhelming inheritance of 1960s and 1970s Conceptualism, a Warholian understanding of public identity, and a deliberate and nuanced use of past styles and media. Through in-depth discussions of works, from Haring's body-paintings of Grace Jones to Schnabel's movie Basquiat, Pearlman demonstrates how these artists' interests exemplified a broader, generational shift unrecognized by critics. She sees this shift as starting not in the 1980s but in the mid-1970s, when key developments in artistic style, art-world structures, and consumer culture converged to radically alter the course of American art.

Unpackaging Art of the 1980s offers an innovative approach to one of the most significant yet least understood episodes in twentieth-century art.
