Between Care and Criminality examines social welfare’s encounter with migration and marriage in a period of intensified border control in Melbourne, Australia. It offers an in-depth ethnographic account of the effort to prevent forced marriage in the aftermath of a 2013 law that criminalized the practice. Disproportionately targeted toward Muslim migrant communities, prevention efforts were tasked with making the family relations and marital practices of migrants objects of policy knowledge in the name of care and community empowerment. Through tracing the everyday ways that direct service providers, police, and advocates learned to identify imminent marriages and at-risk individuals, this book reveals how the domain of social welfare becomes the new frontier where the settler colonial state judges good citizenship. In doing so, it invites social welfare to reflect on how migrant conceptions of familial care, personhood, and mutual obligation become structured by the violence of displacement, borders, and conditional citizenship.

Women from Chuuk, Federated States of Micronesia, who migrate to Guam, a U.S. territory, suffer disproportionately poor reproductive health outcomes. Though their access to the United States is unusually easy, through a unique migration agreement, it keeps them in a perpetual liminal state as nonimmigrants, who never fully belong as part of the United States Chuukese women move to Guam, sometimes with their families but sometimes alone, in search of a better life: for jobs, for the education system, or to access safe health care. Yet, the imperial system they encounter creates underlying conditions that greatly and disproportionately impact their ability to succeed and thrive, negatively impacting their reproductive health. Through clinical and community ethnography, Sarah A. Smith illuminates the way this system stratifies women’s reproduction at structural, social, and individual levels. Readers can visualize how U.S. imperialist policies of benign neglect control the body politic, change the social body, and render individual bodies vulnerable in the twenty-first century but also how people resist.

In Haunting Biology Emma Kowal recounts the troubled history of Western biological studies of Indigenous Australians and asks how we now might see contemporary genomics, especially that conducted by Aboriginal and Torres Strait Islander scientists. Kowal illustrates how the material persistence of samples over decades and centuries folds together the fates of different scientific methodologies. Blood, bones, hair, comparative anatomy, human biology, physiology, and anthropological genetics all haunt each other across time and space, together with the many racial theories they produced and sustained. The stories Kowal tells feature a variety of ghostly presences: a dead anatomist, a fetishized piece of hair hidden away in a war trunk, and an elusive white Indigenous person. By linking this history to contemporary genomics and twenty-first-century Indigeneity, Kowal outlines the fraught complexities, perils, and potentials of studying Indigenous biological difference in the twenty-first century.

In the early 1970s at Papunya, a remote settlement in the Central Australian desert, a group of Indigenous artists decided to communicate the sacred power of their traditional knowledge to the wider worlds beyond their own. Their exceptional, innovative efforts led to an outburst of creative energy across the continent that gave rise to the Contemporary Aboriginal Art movement that continues to this day. In their new book, anthropologist Fred Myers and art critic Terry Smith discuss six Papunya paintings featured in a 2022 exhibition in New York. They draw on several discourses that have developed around First Nations art—notably anthropology, art history, and curating as practiced by Indigenous and non-Indigenous interpreters. Their focus on six key paintings enables unusually close and intense insight into the works’ content and extraordinary innovation. Six Paintings from Papunya also includes an afterword by Indigenous curator and scholar Stephen Gilchrist, who reflects on the nature and significance of this rare transcultural conversation.

Subsistence, Logging, and Enduring Hopes for Development in Papua New Guinea

On a remote island in the South Pacific, the Lavongai have consistently struggled to obtain development through logging and commercial agriculture. Yet many Lavongai still long to move beyond the grind of subsistence work that has seemingly defined their lives on New Hanover, Papua New Guinea, for generations.

Following a long history of smaller-scale and largely unsuccessful resource development efforts, New Hanover became the site of three multinational-controlled special agricultural and business leases (SABLs) that combined to cover over 75 percent of the island for ninety-nine-year lease terms. These agroforestry projects were part of a national effort to encourage “sustainable” rural development by tapping into the growing global demand for agricultural lands and crops like oil palm and biofuels. They were supposed to succeed where the smaller-scale projects of the past had failed. Unfortunately, these SABLs resulted in significant forest loss and livelihood degradation, while doing little to promote the type of economic development that many Lavongai had been hoping for.

It is within this context that We Stay the Same grounds questions of hope for transformative economic change within Lavongai assessments of the inequitable relationships between global processes of resource development and the local lives that have become increasingly defined by the necessities and failures of these processes.
Written in a clear and relatable style for students, We Stay the Same combines ethnographic and ecological research to show how the Lavongai continue to survive and make meaningful lives in a situation where their own hopes for a better future have often been used against them as a mechanism of a more distantly profitable dispossession.
