In a timely book about contemporary life, Peter Temin describes the way in which the government has taken control over the safety and use of medicinal drugs. From the turn of the century to the present, the Food and Drug Administration increasingly has controlled the use of non-narcotic drugs both by direct regulation and by delegating the growth of federal authority to doctors. This vivid history chronicles how the growth of federal control has expanded from verifying ingredients to guaranteeing their safety and then to ensuring efficacy. The effects of the long tradition of control can be seen in the pattern of drug regulation and in the structure of the drug industry today.
More than a narrative of drug regulation, Temin’s book analyzes how doctors, lay people as consumers and patients, and government act and react in situations requiring medicines. Temin reveals that uncertainty and imperfect knowledge about the comparative effects of taking different drugs pervades such situations, and that the way people choose drugs is affected by this uncertainty. Unable to obtain feedback about the competing merits of alternative therapies in many cases, doctors and consumers rely on medical customs in making their choices. Customs are functional in the sense that they are validated by experience, but they lack the ability of instrumental behavior (in which people alter actions in response to outcomes) to adapt smoothly to changing information.
In this context, the FDA has enlarged the scope of its authority throughout the twentieth century and made increasingly detailed decisions on behalf of us all. The agency has diminished consumer control over drug use even though doctors prescribe drugs largely by customary means and consumer ignorance is in part a consequence of the agency’s own regulations. In a careful and learned book, Temin suggests how changes and revisions in laws and regulations could redress the balance of responsibility toward doctor and patient.

Waldby and Mitchell pull together a prodigious amount of research—involving policy reports and scientific papers, operating manuals, legal decisions, interviews, journalism, and Congressional testimony—to offer a series of case studies based on particular forms of tissue exchange. They examine the effect of threats of contamination—from HIV and other pathogens—on blood banks’ understandings of the gift/commodity relationship; the growth of autologous economies, in which individuals bank their tissues for their own use; the creation of the United Kingdom’s Stem Cell bank, which facilitates the donation of embryos for stem cell development; and the legal and financial repercussions of designating some tissues “hospital waste.” They also consider the impact of different models of biotechnology patents on tissue economies and the relationship between experimental therapies to regenerate damaged or degenerated tissues and calls for a legal, for-profit market in organs. Ultimately, Waldby and Mitchell conclude that scientific technologies, the globalization of tissue exchange, and recent anthropological, sociological, and legal thinking have blurred any strict line separating donations from the incursion of market values into tissue economies.
From its inception in 1966, the Canadian Seasonal Agricultural Worker Program (SAWP) has grown to employ approximately 20,000 workers annually, the majority from Mexico. The program has been hailed as a model that alleviates human rights concerns because, under contract, SAWP workers travel legally, receive health benefits, contribute to pensions, are represented by Canadian consular officials, and rate the program favorably. Tomorrow We’re All Going to the Harvest takes us behind the ideology and examines the daily lives of SAWP workers from Tlaxcala, Mexico (one of the leading sending states), observing the great personal and family price paid in order to experience a temporary rise in a standard of living. The book also observes the disparities of a gutted Mexican countryside versus the flourishing agriculture in Canada, where farm labor demand remains high.
Drawn from extensive surveys and nearly two hundred interviews, ethnographic work in Ontario (destination of over 77 percent of migrants in the author’s sample), and quantitative data, this is much more than a case study; it situates the Tlaxcala-Canada exchange within the broader issues of migration, economics, and cultural currents. Bringing to light the historical genesis of “complementary” labor markets and the contradictory positioning of Mexican government representatives, Leigh Binford also explores the language barriers and nonexistent worker networks in Canada, as well as the physical realities of the work itself, making this book a complete portrait of a provocative segment of migrant labor.
Drawing on wills and dowries, judicial cases, town council records, and royal decrees, Mangan brings alive the bustle of trade in Potosí. She examines quotidian economic transactions in light of social custom, ethnicity, and gender, illuminating negotiations over vendor locations, kinship ties that sustained urban trade through the course of silver booms and busts, and credit practices that developed to mitigate the pressures of the market economy. Mangan argues that trade exchanges functioned as sites to negotiate identities within this colonial multiethnic society. Throughout the study, she demonstrates how women and indigenous peoples played essential roles in Potosí’s economy through the commercial transactions she describes so vividly.
Imagine each family as a kind of little factory—a multiperson unit producing meals, health, skills, children, and self-esteem from market goods and the time, skills, and knowledge of its members. This is only one of the remarkable concepts explored by Gary S. Becker in his landmark work on the family. Becker applies economic theory to the most sensitive and fateful personal decisions, such as choosing a spouse or having children. He uses the basic economic assumptions of maximizing behavior, stable preferences, arid equilibria in explicit or implicit markets to analyze the allocation of time to child care as well as to careers, to marriage and divorce in polygynous as well as monogamous societies, to the increase and decrease of wealth from one generation to another.
The consideration of the family from this perspective has profound theoretical and practical implications. For example, Becker’s analysis of assortative mating can be used to study matching processes generally. Becker extends the powerful tools of economic analysis to problems once considered the province of the sociologist, the anthropologist, and the historian. The obligation of these scholars to take account of his work thus constitutes an important step in the unification of the social sciences.
A Treatise on the Family will have an impact on public policy as well. Becker shows that social welfare programs have significant effects on the allocation of resources within families. For example, social security taxes tend to reduce the amount of resources children give to their aged parents. The implications of these findings are obvious and far-reaching. With the publication of this extraordinary book, the family moves to the forefront of the research agenda in the social sciences.

Trust, Ethnicity, and Identity deals with the economic role of laws and institutions in achieving social order in a decentralized economy. Specifically, this book considers the coordinating role of three major nonprice institutions--ethnic trading networks, contract law, and gift-exchange--in economizing on transaction costs and thus facilitating the process of exchange in decentralized economies in different historical contexts.
The major unifying theme of the book is this: identity matters when traders operate in an environment characterized by contract uncertainty, where the legal framework for the enforcement of contracts is not well developed. This in turn points out the importance of trust embedded in particularistic exchange relations such as kinship or ethnicity.
One unique facet of this book is that the author uses a property rights--public choice approach--part of the New Institutional Economics--to provide a unifying theoretical framework to explain such diverse exchange institutions as contract law, ethnic trading networks, and gift-exchange, In addition, it goes beyond the New Institutional Economics paradigm by incorporating some crucial concepts from sociology, anthropology, and bioeconomics, such as social structure, social norms, culture, reciprocity, and kin-related altruism. This broad interdisciplinary framework gives Landa's work a relevance beyond economics to law, political science, sociology, anthropology, and bioeconomics.
America’s colleges and universities are the best in the world. They are also the most expensive. Tuition has risen faster than the rate of inflation for the past thirty years. There is no indication that this trend will abate.
Ronald G. Ehrenberg explores the causes of this tuition inflation, drawing on his many years as a teacher and researcher of the economics of higher education and as a senior administrator at Cornell University. Using incidents and examples from his own experience, he discusses a wide range of topics including endowment policies, admissions and financial aid policies, the funding of research, tenure and the end of mandatory retirement, information technology, libraries and distance learning, student housing, and intercollegiate athletics.
He shows that colleges and universities, having multiple, relatively independent constituencies, suffer from ineffective central control of their costs. And in a fascinating analysis of their response to the ratings published by magazines such as U.S. News & World Report, he shows how they engage in a dysfunctional competition for students.
In the short run, colleges and universities have little need to worry about rising tuitions, since the number of qualified students applying for entrance is rising even faster. But in the long run, it is not at all clear that the increases can be sustained. Ehrenberg concludes by proposing a set of policies to slow the institutions’ rising tuitions without damaging their quality.
The Two-Headed Household is an ethnographic account of gender relations and intrahousehold decisionmaking as well as a policy-oriented study of gender and development in the indigenous Andean community of Chanchalo, Ecuador. Hamilton’s main argument is that the households in these farming communities are “two-headed.” Men and women participate equally in agricultural production and management, in household decisionmaking, and share in the reproductive tasks of child care, food preparation, and other chores.
Based on qualitative fieldwork and regional household survey data, this book investigates the effect on women's lives of gender bias in agricultural development programs and labor and commodities markets. Despite household economic reliance on these programs and markets, there is extraordinary evidence of social and economic gender equality. Traditional Andean kinship structures enable women and men to enter marriage as materially equal partners.
As seen in case studies of five women and their families, the author continually encounters joint decisionmaking and shared household and agricultural responsibilities. In fact, it often seems that women have the final say in many decisions. There is the belief that a dynamic balance of power between male and female heads provides an impetus toward mutually desired economic and social goals. Despite the strong influence of the patriarchal power of the hacienda system, Andean gender ideology accords women and men equal measures of physical, mental, and emotional fortitude. The belief that maintaining traditional forms of economic collaboration helped them survive on the hacienda was reinforced under the economic and political domination of the patriarchal systems of the landed elite, church, and state.
Today, these people are proud of their strong women, strong families, and community solidarity which they believe distinguishes them from Ecuadorean and American societies. Hamilton suggests that women in developing countries should not be viewed as simply, or even inevitably, victims of gender-biased structural or cultural institutions. They may resist male bias, perhaps even with the support of local-level institutions. The Two-Headed Household demonstrates that analysis of gender relations should focus on forms of cooperation among women and men, as well as on forms of conflict, and will be of interest to scholars and students in anthropology, gender and development, and Latin American Studies.
