This bold, groundbreaking study of American political development assesses the presidency of Abraham Lincoln through the lenses of governmental power, economic policy, expansion of executive power, and natural rights to show how Lincoln not only believed in the limitations of presidential power but also dedicated his presidency to restraining the scope and range of it.
 
Though Lincoln’s presidency is inextricably linked to the Civil War, and he is best known for his defense of the Union and executive wartime leadership, Lincoln believed that Congress should be at the helm of public policy making. Likewise, Lincoln may have embraced limited government in vague terms, but he strongly supported effective rule of law and distribution of income and wealth. Placing the Lincoln presidency within a deeper and more meaningful historical context, Abraham Lincoln’s Statesmanship and the Limits of Liberal Democracy highlights Lincoln’s significance in the development of American power institutions and social movement politics.
 
Using Lincoln’s prepresidential and presidential words and actions, this book argues that decent government demands a balance of competing goods and the strong statesmanship that Lincoln exemplified. Instead of relying too heavily on the will of the people and institutional solutions to help prevent tyranny, Jon D. Schaff proposes that American democracy would be better served by a moderate and prudential statesmanship such as Lincoln’s, which would help limit democratic excesses.
 
Schaff explains how Lincoln’s views on prudence, moderation, natural rights, and economics contain the notion of limits, then views Lincoln’s political and presidential leadership through the same lens. He compares Lincoln’s views on governmental powers with the defense of unlimited government by twentieth-century progressives and shows how Lincoln’s theory of labor anticipated twentieth-century distributist economic thought. Schaff’s unique exploration falls squarely between historians who consider Lincoln a protoprogressive and those who say his presidency was a harbinger of industrialized, corporatized America.
 
In analyzing Lincoln’s approach, Abraham Lincoln’s Statesmanship and the Limits of Liberal Democracy rejects the idea he was a revolutionary statesman and instead lifts up Lincoln’s own affinity for limited presidential power, making the case for a modest approach to presidential power today based on this understanding of Lincoln’s statesmanship. As a counterpoint to the contemporary landscape of bitter, uncivil politics, Schaff points to Lincoln’s statesmanship as a model for better ways of engaging in politics in a democracy.

Do citizens of a nation such as the United States have a moral duty to obey the law? Do officials, when interpreting the Constitution, have an obligation to follow what that text meant when ratified? To follow precedent? To follow what the Supreme Court today says the Constitution means?

These are questions of political obligation (for citizens) and interpretive obligation (for anyone interpreting the Constitution, often officials). Abner Greene argues that such obligations do not exist. Although citizens should obey some laws entirely, and other laws in some instances, no one has put forth a successful argument that citizens should obey all laws all the time. Greene’s case is not only “against” obligation. It is also “for” an approach he calls “permeable sovereignty”: all of our norms are on equal footing with the state’s laws. Accordingly, the state should accommodate religious, philosophical, family, or tribal norms whenever possible.

Greene shows that questions of interpretive obligation share many qualities with those of political obligation. In rejecting the view that constitutional interpreters must follow either prior or higher sources of constitutional meaning, Greene confronts and turns aside arguments similar to those offered for a moral duty of citizens to obey the law.

Catholicism and Liberal Democracy seeks to clarify if there is a place for Catholicism in the public discourse of modern liberal democracy, bringing secular liberalism, as articulated by Jürgen Habermas, into conversation with the Catholic tradition. James Martin Carr explores three aspects of the Catholic tradition relevant to this debate: the Church’s response to democracy from the nineteenth century up until the eve of the Second Vatican Council; the Council’s engagement with modernity, in particular through Gaudium et spes and Dignitatis humanae; and Joseph Ratzinger’s theology of politics as a particularly incisive (and influential) articulation of the Catholic tradition in this area. Jürgen Habermas’s theorization of the place of religion in modern democracy, both in his earlier secularist phase and after his ‘post-secular’ turn, is evaluated. The adequacy of Habermas’s recent attempts to accommodate religious citizens are critically examined and it is argued that developments in his later thought logically require a more thoroughgoing revision of his earlier theory. These developments, it is argued, create tantalizing openings for fruitful dialogue between Habermas and the Catholic tradition. Using analytical tools drawn from communications theory, the debates on same-sex marriage at Westminster and in the Irish referendum campaign are analyzed, assessing whether Catholic contributions to these debates comply with Habermasian rules of civic discourse. In light of this analysis, the prospects of, and impediments to, Catholic participation in public discourse are appraised. Carr concludes by proposing a Ratzingerian critique of contemporary attempts to redefine marriage within a broader, more fundamental critique of the modern democratic state as currently configured. A political system founded upon secularist monism cannot but regard Christian Gelasianism, and its Catholic variant in particular, as an existential threat. Thus, Catholics, however Habermasian their political behavior, can never be more than uneasy bedfellows with modern liberal democracy.

In the wake of anticolonial struggles and amid the two world wars, twentieth-century Southeast Asia churned with new political, cultural, and intellectual realities. Liberal democracies flourished briefly, only to be discarded for dictatorships and other authoritarian regimes as the disorder and inefficiencies inherent to democracy appeared unequal to postcolonial and Cold War challenges. Uniquely within the region, Laos maintained a stable democracy until 1975, surviving wars, coups, and revolutions. But Lao history during this period has often been flattened, subsumed within the tug-of-war between the global superpowers and their puppets.

Forsaken Causes offers a groundbreaking intellectual history of the Royal Lao Government (RLG) from 1945 to 1975. In Ryan Wolfson-Ford’s account, the Lao people emerge as not merely pawns of the superpowers but agents in their own right, with the Lao elite wielding particular influence over the nation’s trajectory. Their prevailing ideologies—liberal democracy and anticommunism—were not imposed from outside, but rather established by Lao themselves in the fight against French colonialism. These ideologies were rooted in Lao culture, which prized its traditional monarchy, Buddhist faith, French learning, and nationalist conception of a Lao race. Against histories that have dismissed Lao elites as instruments of foreign powers, Wolfson-Ford shows that the RLG charted its own course, guided by complex motivations, rationales, and beliefs. During this time Lao enjoyed unprecedented democratic freedoms, many of which have not been seen since the government fell to communist takeover in 1975.

By recentering the Lao in their own history, Wolfson-Ford restores our understanding of this robust but often forgotten liberal democracy, recovers lost voices, and broadens our understanding of postcolonial and Cold War Southeast Asia as a whole.

By placing it into its original historical context, Passions and Constraints presents an interconnected argument meant to fundamentally change the way we conceive of liberalism.

According to Holmes, three elements of classical liberal theory are commonly used to attack contemporary liberalism as antagonistic to genuine democracy and the welfare state: constitutional constraints on majority rule, the identification of individual freedom with an absence of government involvement, and a strong emphasis on the principle of self-interest. Through insightful essays on Hobbes's analysis of the English Civil War in Behemoth, Bodin's writings on the benefits of limited government, and Mill's views on science and politics, Holmes shows that these basic principles provide, to the contrary, a necessary foundation for the development of democratic, regulatory, and redistributionist politics in the modern era.

Holmes argues that the aspirations of liberal democracy—including individual liberty, the equal dignity of citizens, and a tolerance for diversity—are best understood in relation to two central themes of classical liberal theory: the psychological motivations of individuals and the necessary constraint on individual passions provided by institutions. Paradoxically, Holmes argues that such institutional restraints serve to enable, rather than limit, effective democracy.

In explorations of subjects ranging from self-interest to majoritarianism to "gag rules," Holmes shows that limited government can be more powerful than unlimited government—indeed, that liberalism is one of the most effective philosophies of state building ever contrived. By restricting the arbitrary powers of government officials, Holmes states, a liberal constitution can increase the state's capacity to focus on specific problems and mobilize collective resources for common purposes.

Passions and Constraint is an assessment of what that tradition has meant and what it can mean today.

As early as the sixteenth century the liberal democratic state has been forced to confront the question of religion in politics. The result has been a tense and uncomfortable balancing act. Today, in the public square of liberal democracy, a number of religious confessions and beliefs compete for attention. In the American experience, some sense of religious pluralism and relative social harmony has been maintained. However, for this relationship to prevail, a tension must continue to exist—one that balances the political and social pursuits of self-interest with meeting the objectives of the common good.

In Reaping the Whirlwind, John R. Pottenger shows how this process began in the modern world, and how societies attempt to manage this ongoing conflict. The first part of the book lays the groundwork of his analysis by using examples from history to demonstrate the genesis of political and religious "whirlwinds." It goes on to explore contemporary case studies, such as conflicts between Mormons and Evangelicals in the United States, liberation theology in Latin America, Islam and the state in Uzbekistan, and radical Christian reconstructionism.

Pottenger believes that the formal institutions of liberal democracy should maintain this turbulence, even as religious activism threatens to upset the balance. He concludes by advocating religious liberty and recognizing the individual and social need for expression. At the same time, he maintains that the survival of liberal democracy requires that these religious traditions not dominate the public sphere.
