Define and Rule focuses on the turn in late nineteenth-century colonial statecraft when Britain abandoned the attempt to eradicate difference between conqueror and conquered and introduced a new idea of governance, as the definition and management of difference. Mahmood Mamdani explores how lines were drawn between settler and native as distinct political identities, and between natives according to tribe. Out of that colonial experience issued a modern language of pluralism and difference.

A mid-nineteenth-century crisis of empire attracted the attention of British intellectuals and led to a reconception of the colonial mission, and to reforms in India, British Malaya, and the Dutch East Indies. The new politics, inspired by Sir Henry Maine, established that natives were bound by geography and custom, rather than history and law, and made this the basis of administrative practice.

Maine’s theories were later translated into “native administration” in the African colonies. Mamdani takes the case of Sudan to demonstrate how colonial law established tribal identity as the basis for determining access to land and political power, and follows this law’s legacy to contemporary Darfur. He considers the intellectual and political dimensions of African movements toward decolonization by focusing on two key figures: the Nigerian historian Yusuf Bala Usman, who argued for an alternative to colonial historiography, and Tanzania’s first president, Mwalimu Julius Nyerere, who realized that colonialism’s political logic was legal and administrative, not military, and could be dismantled through nonviolent reforms.

In a world increasingly marked by migration and dislocation, the question of displacement, and of establishing a sense of belonging, has become ever more common and ever more urgent. But what of those who stay in place? How do people who remain in their place of origin or ancestral homeland rearticulate a sense of connection, of belonging, when ownership of the territory they occupy is contested? Focusing on Australia, Allaine Cerwonka examines the physical and narrative spatial practices by which people reclaim territory in the wake of postcolonial claims to land by indigenous people and new immigration of “foreigners.” As a multicultural, postcolonial nation whose claims to land until recently were premised on the notion of the continent as “empty” (terra nullius), Australia offers an especially rich lens for understanding the reterritorialization of the nation-state in an era of globalization. To this end, Native to the Nation provides a multisited ethnography of two communities in Melbourne, the Fitzroy Police Station and the East Melbourne Garden Club, allowing us to see how bodies are managed and nations physically constructed in everyday confrontations and cultivations. Bill Witt devotes a separate panel to species missing and presumed extirpated; photos of orchids from nearby states illustrate these lost species. Because orchids have highly specific requirements for germination, growth, and reproduction, the conversion of natural lands for agricultural development has resulted in such loss of habitat that all but a handful of orchid species are now considered threatened or endangered; two orchid species are now known to live in just one site each; and three species have likely been wiped out. Orchids in Your Pocket is a welcome reminder of the beauty and fragility of these native species and their prairie, woodland, and wetland homes.

Refiguring Rhetorical Education: Women Teaching African American, Native American, and Chicano/a Students, 1865-1911 examines the work of five female teachers who challenged gendered and cultural expectations to create teaching practices that met the civic and cultural needs of their students.

The volume analyzes Lydia Maria Child’s The Freedmen’s Book, a post–Civil War educational textbook for newly freed slaves; Zitkala Ša’s autobiographical essays published in the Atlantic Monthly in 1900 that questioned the work of off-reservation boarding schools for Native American students; and Jovita Idar, Marta Peña, and Leonor Villegas de Magnón’s contributions to the Spanish-language newspaper La Crónica in 1910 and 1911—contributions that offered language and cultural instruction their readers could not receive in Texas public schools.

Author Jessica Enoch explores the possibilities and limitations of rhetorical education by focusing on the challenges that Child, Zitkala Ša, Idar, Peña, and Villegas made to dominant educational practices. Each of these teachers transformed their seemingly apolitical occupation into a site of resistance, revising debilitating educational methods to advance culture-based and politicized teachings that empowered their students to rise above their subjugated positions.

Refiguring Rhetorical Education considers how race, culture, power, and language are both implicit and explicit in discussions of rhetorical education for marginalized students and includes six major tenets to guide present-day pedagogies for civic engagement.

As a result, this analysis of the tuberculosis problem gains an added timeliness. Dr. Max Lurie, one of the foremost researchers in the field, presents a documentation and integration of forty years of investigation into the nature of native and acquired resistance to tuberculosis, together with a critical survey of much of the past and current literature on the subject. Interpretation of the experimental observations led to the formulation of unified concepts which may underlie the mechanisms of resistance to tuberculosis and the mode of action of some of the body forces which affect these mechanisms. In view of the present emphasis on molecular biological research, these new concepts promise a deeper understanding of the defensive mechanisms in resistance to infections in general and to tuberculosis in particular.

Why does Argentina’s national anthem describe its citizens as sons of the Inca? Why did patriots in nineteenth-century Chile name a battleship after the Aztec emperor Montezuma? Answers to both questions lie in the tangled knot of ideas that constituted the creole imagination in nineteenth-century Spanish America. Rebecca Earle examines the place of preconquest peoples such as the Aztecs and the Incas within the sense of identity—both personal and national—expressed by Spanish American elites in the first century after independence, a time of intense focus on nation-building.

Starting with the anti-Spanish wars of independence in the early nineteenth century, Earle charts the changing importance elite nationalists ascribed to the pre-Columbian past through an analysis of a wide range of sources, including historical writings, poems and novels, postage stamps, constitutions, and public sculpture. This eclectic archive illuminates the nationalist vision of creole elites throughout Spanish America, who in different ways sought to construct meaningful national myths and histories. Traces of these efforts are scattered across nineteenth-century culture; Earle maps the significance of those traces. She also underlines the similarities in the development of nineteenth-century elite nationalism across Spanish America. By offering a comparative study focused on Mexico, Guatemala, Colombia, Peru, Chile, and Ecuador, The Return of the Native illustrates both the common features of elite nation-building and some of the significant variations. The book ends with a consideration of the pro-indigenous indigenista movements that developed in various parts of Spanish America in the early twentieth century.

Based primarily on vegetative characteristics, the keys don't require that flowers or other reproductive features be present, like many plant guides. And this guide's attention to woody plants as a whole allows one to identify a much greater variety of plants. That especially suits an arid region such as Utah with less diverse native trees. Woody plants are those that have stems that persist above ground even through seasons that don't favor growth, due to low precipitation or temperatures.

Woody Plants of Utah employs dichotomous identification keys that are comparable to a game of twenty questions. They work through a process of elimination by choosing sequential alternatives.

Detailed, illustrated plant descriptions complement the keys and provide additional botanical and environmental information in relation to a useful introductory categorization of Utah plant communities. Supplementary tools include photos, distribution maps, and an illustrated glossary.
