Maritime history tends to draw stark lines between legal and illegal trading practices, with the naval and commercial vessels of sovereign states on one side and rogue pirates and smugglers on the other. This book reveals how, in the centuries before the emergence of the nation-state, maritime societies were shaped equally by both sanctioned and illicit trade—and that the line between the two was much less defined than it is now. The kind of high-seas activity now called piracy was often viewed in the early modern period as, at worst, a disruption of established distribution channels, but just often, it was viewed as simply another legitimate economic stream. Depending on one’s perspective, the same person could be seen as a bandit or an entrepreneur. Merchants, Pirates, and Smugglers tells the story of how these individuals came to be labelled as criminals as a way to enforce the codified economic and political positions that arose from sustained European state-building between the thirteenth and seventeenth centuries.

Historians have long maintained that the rise of the British empire brought an end to the great age of piracy, turning the once violent Atlantic frontier into a locus of orderly commerce by 1730. In this book, Guy Chet reassesses that view by documenting the persistence of piracy, smuggling, and other forms of illegal trade throughout the eighteenth century despite ongoing governmental campaigns to stamp it out. The failure of the Royal Navy to police oceanic trade reflected the state's limited authority and legitimacy at port, in the courts, and in the hearts and minds of Anglo-American constituents.

Chet shows how the traditional focus on the growth of the modern state overlooked the extent to which old attitudes and cultural practices continued to hold sway. Even as the British government extended its naval, legal, and bureaucratic reach, in many parts of the Atlantic world illegal trade was not only tolerated but encouraged. In part this was because Britain's constabulary command of the region remained more tenuous than some have suggested, and in part because maritime insurance and wartime tax policies ensured that piracy and smuggling remained profitable. When Atlantic piracy eventually waned in the early nineteenth century, it had more to do with a reduction in its profitability at port than with forceful confrontation at sea.

Challenging traditional accounts that chronicle forces of civilization taming a wild Atlantic frontier, this book is a valuable addition to a body of borderlands scholarship reevaluating the relationship between the emerging modern state and its imperial frontiers.

In the early modern period, both legal and illegal maritime predation was a common occurrence, but the expansion of European maritime empires exacerbated existing and created new problems of piracy across the globe. This collection of original case studies addresses these early modern problems in three sections: first, states’ attempts to exercise jurisdiction over seafarers and their actions; second, the multiple predatory marine practices considered ‘piracy’; and finally, the many representations made about piracy by states or the seafarers themselves. Across nine chapters covering regions including southeast Asia, the Atlantic archipelago, the North African states, and the Caribbean Sea, the complexities of defining and criminalizing maritime predation is explored, raising questions surrounding subjecthood, interpolity law, and the impacts of colonization on the legal and social construction of ocean, port, and coastal spaces. Seeking the meanings and motivations behind piracy, this book reveals that while European states attempted to fashion piracy into a global and homogenous phenomenon, it was largely a local and often idiosyncratic issue.

Early in the seventeenth-century boom of seafaring, piracy allowed many enterprising and lawless men to make fortunes on the high seas, due in no small part to the lack of policing by the British crown. But as the British empire grew from being a collection of far-flung territories into a consolidated economic and political enterprise dependent on long-distance trade, pirates increasingly became a destabilizing threat. This development is traced by sociologist Matthew Norton in The Punishment of Pirates, taking the reader on an exciting journey through the shifting legal status of pirates in the seventeenth and eighteenth centuries.
 
Norton shows us that eliminating this threat required an institutional shift: first identifying and defining piracy, and then brutally policing it. The Punishment of Pirates develops a new framework for understanding the cultural mechanisms involved in dividing, classifying, and constructing institutional order by tracing the transformation of piracy from a situation of cultivated ambiguity to a criminal category with violently patrolled boundaries—ending with its eradication as a systemic threat to trade in the English Empire. Replete with gun battles, executions, jailbreaks, and courtroom dramas, Norton’s book offers insights for social theorists, political scientists, and historians alike.

Transnational Play makes a case for approaching gameplay as a global industry and set of practices that also includes diverse participation from players and developers located within the global South, in nations outside of the First World. Such participation includes gameplay in cafes, games for regional and global causes like environmentalism, piracy and cheats, localization, urban playful art in Latin America, and the development of culturally unique mobile games. This book offers a reorientation of perspective on global play, while still acknowledging geographically distributed socioeconomic, racial, gender, and other inequities. Over the course of the inquiry, which includes a chapter dedicated to the cartography of the mobile augmented reality game Pokémon Go, the author develops a theoretical line of argument critically informed by gender studies and intersectionality, post-colonialism, geopolitics, and game studies. This book looks at who develops, localizes, and consumes games, problematizing play as a diverse and contested transnational domain.

The reign of Emperor Jiaqing (1796–1820 CE) has long occupied an awkward position in studies of China’s last dynasty, the Qing (1644–1911 CE). Conveniently marking a watershed between the prosperous eighteenth century and the tragic post–Opium War era, this quarter century has nevertheless been glossed over as an unremarkable interlude separating two well-studied epochs of great transformation. White Lotus Rebels and South China Pirates presents a major reassessment of this misunderstood period by examining how the emperors, bureaucrats, and foreigners responded to the two crises that shaped the transition from the Qianlong to the Jiaqing reign.

Wensheng Wang argues that the dramatic combination of internal uprising and transnational piracy, rather than being a hallmark of inexorable dynastic decline, propelled the Manchu court to reorganize itself through a series of modifications in policymaking and bureaucratic structure. The resulting Jiaqing reforms initiated a process of state retreat that pulled the Qing Empire out of a cycle of aggressive overextension and resistance, and back onto a more sustainable track of development. Although this pragmatic striving for political sustainability was unable to save the dynasty from ultimate collapse, it represented a durable and constructive approach to the compounding problems facing the late Qing regime and helped sustain it for another century. As one of the most comprehensive accounts of the Jiaqing reign, White Lotus Rebels and South China Pirates provides a fresh understanding of this significant turning point in China’s long imperial history.
