From 1921 to 1944, approximately one million ethnic Mexicans living in the United States were removed across the border to Mexico. What officials called “repatriation” was in fact banishment: 60 percent of those expelled were US citizens, mainly working-class women and children whose husbands and fathers were Mexican immigrants. Drawing on oral histories, transnational archival sources, and private collections, Marla A. Ramírez illuminates the lasting effects of coerced mass removal on three generations of ethnic Mexicans.

Ramírez argues that banishment served interests on both sides of the border. In the United States, the government accused ethnic Mexicans of dependence on social services in order to justify removal, thereby scapegoating them for post–World War I and Depression-era economic woes. In Mexico, meanwhile, officials welcomed returnees for their potential to bolster the labor force. In the process, all Mexicans in the United States—citizens and undocumented immigrants alike—were cast as financially burdensome and culturally foreign. Shedding particular light on the experiences of banished women, Ramírez depicts the courage and resilience of their efforts to reclaim US citizenship and return home. Nevertheless, banishment often interrupted their ability to pass on US citizenship to their children, robbed their families of generational wealth, and drastically slowed upward mobility. Today, their descendants continue to confront and resist the impact of these injustices—and are breaking the silence to ensure that this history is not forgotten.

A wrenching account of expulsion and its afterlives, Banished Citizens illuminates the continuing social, legal, and economic consequences of a removal campaign still barely acknowledged in either Mexico or the United States.

In The Contested Crown, Khadija von Zinnenburg Carroll meditates on the case of a spectacular feather headdress believed to have belonged to Montezuma, emperor of the Aztecs. This crown has long been the center of political and cultural power struggles, and it is one of the most contested museum claims between Europe and the Americas. Taken to Europe during the conquest of Mexico, it was placed at Ambras Castle, the Habsburg residence of the author’s ancestors, and is now in Vienna’s Welt Museum. Mexico has long requested to have it back, but the Welt Museum uses science to insist it is too fragile to travel.
 
Both the biography of a cultural object and a history of collecting and colonizing, this book offers an artist’s perspective on the creative potentials of repatriation. Carroll compares Holocaust and colonial ethical claims, and she considers relationships between indigenous people, international law and the museums that amass global treasures, the significance of copies, and how conservation science shapes collections. Few people thought as deeply or incisively about Germany, Jewish identity, and the Holocaust as Hannah Arendt and Gershom Scholem. And, as this landmark volume reveals, much of that thinking was developed in dialogue, through more than two decades of correspondence.
            Arendt and Scholem met in 1932 in Berlin and quickly bonded over their mutual admiration for and friendship with Walter Benjamin. They began exchanging letters in 1939, and their lively correspondence continued until 1963, when Scholem’s vehement disagreement with Arendt’s Eichmann in Jerusalem led to a rupture that would last until Arendt’s death a dozen years later. The years of their friendship, however, yielded a remarkably rich bounty of letters: together, they try to come to terms with being both German and Jewish, the place and legacy of Germany before and after the Holocaust, the question of what it means to be Jewish in a post-Holocaust world, and more. Walter Benjamin is a constant presence, as his life and tragic death are emblematic of the very questions that preoccupied the pair. Like any collection of letters, however, the book also has its share of lighter moments: accounts of travels, gossipy dinner parties, and the quotidian details that make up life even in the shadow of war and loss.
            In a world that continues to struggle with questions of nationalism, identity, and difference, Arendt and Scholem remain crucial thinkers. This volume offers us a way to see them, and the development of their thought, anew.

After the entry of the Red Army into Czechoslovak territory in 1945, Red Army authorities began to arrest and deport Czechoslovak citizens to labor camps in the Soviet Union. The regions most affected were Eastern and South Slovakia and Prague. The Czechoslovak authorities repeatedly requested a halt to the deportations and that the deported Czechoslovaks be returned immediately. It took a long time before these protests generated any response. Czechoslovak Diplomacy and the Gulag focuses on the diplomatic and political aspects of the deportations. The author explains the steps taken by the Czechoslovak Government in the repatriation agenda from 1945 to 1953 and reconstructs the negotiations with the Soviets. The research tries to answer the question of why and how the Russians deported the civilian population from Czechoslovakia which was their allied country already during the war. Key words: 1. In 1989, The National Museum of the American Indian Act (NMAIA) was successfully passed after a long and intense struggle. One year later, the Native American Graves Protection and Repatriation Act (NAGPRA) followed. These federal repatriation statutes—arguably some of the most important laws in the history of anthropology, museology, and American Indian rights—enabled Native Americans to reclaim human remains, funerary objects, sacred objects, and objects of cultural patrimony.

Twenty years later, the controversy instigated by the creation of NMAIA and NAGPRA continues to simmer. In the Smaller Scope of Conscience is a thoughtful and detailed study of the ins and outs of the four-year process behind these laws. It is a singular contribution to the history of these issues, with the potential to help mediate the ongoing debate by encouraging all sides to retrace the steps of the legislators responsible for the acts.

Few works are as detailed as McKeown’s account, which looks into bills that came prior to NMAIA and NAGPRA and combs the legislative history for relevant reports and correspondence. In the first forty years of this century, over one million Mexican immigrants moved to the United States, attracted by the prospect of farm work in California. They became workers in industrial agriculture --barely recognized, never respected, and poorly paid. Native white American workers did not resent the Mexicans during prosperous times, when everyone who wanted to work could do so. But during the Great Depression, native workers began to realize that many of the Mexican workers were here to stay.  Native workers, blaming their unemployment on the immigrants, joined with government officials to demand that Mexican workers and their families return to Mexico. During the 1930s, the federal government and county relief agencies cooperated in a nasty repatriation program,  forcing half a million Mexicans living in the U.S. to return to Mexico.   

Camille Guerin-Gonzales tells the story of their migration, their years here, and of the repatriation program--one of the largest mass removal operations ever sanctioned by the U.S. government.She documents both their efforts to resist and the overpowering forces that worked against them.

In the decade following the 1993 Oslo Peace Accords, some 100,000 diasporic Palestinians returned to the West Bank and Gaza. Among them were children and young adults who were born in exile and whose sense of Palestinian identity was shaped not by lived experience but rather through the transmission and re-creation of memories, images, and history. As a result, "returning" to the homeland that had never actually been their home presented challenges and disappointments for these young Palestinians, who found their lifeways and values sometimes at odds with those of their new neighbors in the West Bank and Gaza.

This original ethnography records the experiences of Palestinians born in exile who have emigrated to the Palestinian homeland. Juliane Hammer interviews young adults between the ages of 16 and 35 to learn how their Palestinian identity has been affected by living in various Arab countries or the United States and then moving to the West Bank and Gaza. Their responses underscore how much the experience of living outside of Palestine has become integral to the Palestinian national character, even as Palestinians maintain an overwhelming sense of belonging to one another as a people.

Growing numbers of people are displaced by war and violent conflict. In Ukraine, Afghanistan, Ethiopia, Myanmar, Syria, and elsewhere violence pushes civilian populations from their homes and sometimes from their countries, making them refugees. In previous decades, millions of refugees and displaced people returned to their place of origin after conflict or were resettled in countries in the Global North. Now displacements last longer, the number of people returning home is lower, and opportunities for resettlement are shrinking. More and more people spend decades in refugee camps or displaced within their own countries, raising their children away from their home communities and cultures. In this context, international policies encourage return to place of origin.

Using case studies and first-person accounts from interviews and fieldwork in post-conflict settings such as Uganda, Liberia, and Kosovo, Sandra F. Joireman highlights the divergence between these policies and the preferences of conflict-displaced people. Rather than looking from the top down, at the rights that people have in international and domestic law, the perspective of this text is from the ground up—examining individual and household choices after conflict. Some refugees want to go home, some do not want to return, some want to return to their countries of origin but live in a different place, and others are repatriated against their will when they have no other options. Peace, Preference, and Property suggests alternative policies that would provide greater choice for displaced people in terms of property restitution and solutions to displacement.

Five decades ago, Native American leaders launched a crusade to force museums to return their sacred objects and allow them to rebury their kin. Today, hundreds of tribes use the Native American Graves Protection and Repatriation Act to help them recover their looted heritage from museums across the country. As senior curator of anthropology at the Denver Museum of Nature & Science, Chip Colwell has navigated firsthand the questions of how to weigh the religious freedom of Native Americans against the academic freedom of scientists and whether the emptying of museum shelves elevates human rights or destroys a common heritage. This book offers his personal account of the process of repatriation, following the trail of four objects as they were created, collected, and ultimately returned to their sources: a sculpture that is a living god, the scalp of a massacre victim, a ceremonial blanket, and a skeleton from a tribe considered by some to be extinct. These specific stories reveal a dramatic process that involves not merely obeying the law, but negotiating the blurry lines between identity and morality, spirituality and politics.

Things, like people, have biographies. Repatriation, Colwell argues, is a difficult but vitally important way for museums and tribes to acknowledge that fact—and heal the wounds of the past while creating a respectful approach to caring for these rich artifacts of history.

A searching account of nineteenth-century salvage anthropology, an effort to preserve the culture of “vanishing” Indigenous peoples through dispossession of the very communities it was meant to protect.

In the late nineteenth century, anthropologists, linguists, archaeologists, and other chroniclers began amassing Indigenous cultural objects—crafts, clothing, images, song recordings—by the millions. Convinced that Indigenous peoples were doomed to disappear, collectors donated these objects to museums and universities that would preserve and exhibit them. Samuel Redman dives into the archive to understand what the collectors deemed the tradition of the “vanishing Indian” and what we can learn from the complex legacy of salvage anthropology.

The salvage catalog betrays a vision of Native cultures clouded by racist assumptions—a vision that had lasting consequences. The collecting practice became an engine of the American museum and significantly shaped public education and preservation, as well as popular ideas about Indigenous cultures. Prophets and Ghosts teases out the moral challenges inherent in the salvage project. Preservationists successfully maintained an important human inheritance, sometimes through collaboration with Indigenous people, but collectors’ methods also included outright theft. The resulting portrait of Indigenous culture reinforced the public’s confidence in the hierarchies of superiority and inferiority invented by “scientific” racism.

Today the same salvaged objects are sources of invaluable knowledge for researchers and museum visitors. But the question of what should be done with such collections is nonetheless urgent. Redman interviews Indigenous artists and curators, who offer fresh perspectives on the history and impact of cultural salvage, pointing to new ideas on how we might contend with a challenging inheritance.

Following the end of World War II in Asia, the Allied powers repatriated over six million Japanese nationals from colonies and battlefields throughout Asia and deported more than a million colonial subjects from Japan to their countries of origin.

Depicted at the time as a postwar measure related to the demobilization of defeated Japanese soldiers, this population transfer was a central element in the human dismantling of the Japanese empire that resonates with other post-colonial and post-imperial migrations in the twentieth century.

Lori Watt analyzes how the human remnants of empire, those who were moved and those who were left behind, served as sites of negotiation in the process of the jettisoning of the colonial project and in the creation of new national identities in Japan. Through an exploration of the creation and uses of the figure of the repatriate, in political, social, and cultural realms, this study addresses the question of what happens when empire comes home.
