These thirteen papers and accompanying commentaries are the first fruits of an ongoing research project that has concentrated on developing simulation models that incorporate the behavioral responses of individuals and businesses to alternative tax rules and rates and on expanding computational general equilibrium models that analyze the long-run effects of changes on the economy as a whole.

The principal focus of the project has been on the microsimulation of individual behavior. Thus, this volume includes studies of individual responses to an over reduction in tax rates and to changes in the highest tax rates; a study of alternative tax treatments of the family; and studies of such specific aspects of household behavior as tax treatment of home ownership, charitable contributions, and individual saving behavior. Microsimulation techniques are also used to estimate the effects of alternative policies on the long-run financial status of the social security program and to examine the effects of alternative tax rules on corporate investment and of foreign-source income on overseas investment.

The papers devoted to the development of general equilibrium simulation models to include an examination of the implications of international trade and capital flows, a study of the effects of capital taxation that uses a closed economy equilibrium model, and an examination of the effect of switching to an inflation-indexed tax system. In the volume's final paper, a life-cycle model in which individuals maximize lifetime utility subject to a lifetime budget constraint is used to simulate the effects of tax rules on personal savings.

In a seminal article published in 1997, Martin Feldstein developed a framework for calculating the gains in economic welfare that might result from a move from a low level of inflation to full price stability. The present volume extends that analysis, focusing on the likely costs and benefits of achieving price stability not only in the United States, but in Germany, Spain, and the United Kingdom as well. The results show that even small changes in already low inflation rates can have a substantial impact on the economic performance of different countries, and that variations in national tax rules can affect the level of gain from disinflation.

In this pathbreaking book, Martin Feldstein sets forth a novel explanation, provides empirical support for it, and suggests some remedies for the problem.

Feldstein demonstrates a complex relationship between the growing sophistication of hospital care, physician and patient demand, third-party insurance payments, and the tax treatment of insurance premiums. This last, he argues, is the key to the problem in that government policies stimulate the purchase of excessive insurance by a tax deduction and exclusion that cost the Treasury about $10 billion a year. To mitigate the increasingly severe burden of hospital costs, Feldstein recommends that this preferential tax treatment be ended. In its place, he proposes a new national health insurance plan that would give incentives to physicians and their patients to economize on costs and at the same time provide adequate coverage for major illnesses.

Recent changes in technology, along with the opening up of many regions previously closed to investment, have led to explosive growth in the international movement of capital. Flows from foreign direct investment and debt and equity financing can bring countries substantial gains by augmenting local savings and by improving technology and incentives. Investing companies acquire market access, lower cost inputs, and opportunities for profitable introductions of production methods in the countries where they invest.

But, as was underscored recently by the economic and financial crises in several Asian countries, capital flows can also bring risks. Although there is no simple explanation of the currency crisis in Asia, it is clear that fixed exchange rates and chronic deficits increased the likelihood of a breakdown. Similarly, during the 1970s, the United States and other industrial countries loaned OPEC surpluses to borrowers in Latin America. But when the U.S. Federal Reserve raised interest rates to control soaring inflation, the result was a widespread debt moratorium in Latin America as many countries throughout the region struggled to pay the high interest on their foreign loans.

International Capital Flows contains recent work by eminent scholars and practitioners on the experience of capital flows to Latin America, Asia, and eastern Europe. These papers discuss the role of banks, equity markets, and foreign direct investment in international capital flows, and the risks that investors and others face with these transactions. By focusing on capital flows' productivity and determinants, and the policy issues they raise, this collection is a valuable resource for economists, policymakers, and financial market participants.

In Hawai‘i, slack key guitar functions as a sign of Kanaka Maoli cultural renewal, resilience, and resistance in the face of appropriation and occupation, while in Japan it nurtures a merged Japanese-Hawaiian artistic and cultural sensibility. For diasporic Hawaiians in California, it provides a way to claim Hawaiian identity. By demonstrating how slack key guitar is a site for the articulation of Hawaiian values, Fellezs illuminates how slack key guitarists are reconfiguring notions of Hawaiian belonging, aesthetics, and politics throughout the transPacific.

They were told to conduct themselves as ordinary tourists, to be "inconspicuous." They were volunteers for the Abraham Lincoln Brigade, traveling the French underground to join in the fight against Franco. Among them was Milt Felsen, a young New Yorker and radical antiwar activist on the University of Iowa campus who had decided that fascism had to be opposed. Some of these young men never made it to their destination. But Milt Felsen did, beginning a march across the Pyrenees which was only the first of his many battles and adventures.

Told with uncommon wit and verve, this memoir of war and resistance is a stirring account of Felsen's involvement in two decades of battle. Surprisingly, this is a spirited and even funny book, infused with Felsen's unbeatable personality. After the Spanish Civil War, Felsen helped form the O.S.S. in World War II. Taken prisoner of war, he escaped in his inimitable style during a 1,200-mile prisoner-of-war march and drove out of Nazi Germany in a Mercedes-Benz. He returned to the United States more convinced than ever of war's insanity and its extreme human cost.

Most of us are only spectators of the world's larger events. Milt Felsen knew the excitement and despair of being a participant. While most war books abound in details of what happened, this one also delves into why. Felsen's straightforward account is refreshingly frank and doesn't pretend to be more than it is—his own lived version of war and common truths.

The discovery of a large cache of circulation records from the Muncie, Indiana, Public Library in 2003 offers unprecedented detail about American reading behavior at the turn of the twentieth century. Frank Felsenstein and James J. Connolly have mined these records to produce an in-depth account of print culture in Muncie, the city featured in the famed "Middletown" studies conducted by Robert and Helen Lynd almost a century ago. Using the data assembled and made public through the What Middletown Read Database (www.bsu.edu/libraries/wmr), a celebrated new resource the authors helped launch, Felsenstein and Connolly analyze the borrowing choices and reading culture of social groups and individuals.

What Middletown Read is much more than a statistical study. Felsenstein and Connolly dig into diaries, meeting minutes, newspaper reports, and local histories to trace the library's development in relation to the city's cosmopolitan aspirations, to profile individual readers, and to explore such topics as the relationship between children's reading and their schooling and what books were discussed by local women's clubs. The authors situate borrowing patterns and reading behavior within the contexts of a rapidly growing, culturally ambitious small city, an evolving public library, an expanding market for print, and the broad social changes that accompanied industrialization in the United States. The result is a rich, revealing portrait of the place of reading in an emblematic American community.

Beyond Feminist Aesthetics has a dual focus. First, Rita Felski gives a critical account of current American and European feminist literary theory, and second, she offers an analysis of contemporary fiction by women, drawing in particular on the genres of the autobiographical confession and the novel of self-discovery, in order to show that this literature raises questions for feminism that cannot be answered in terms of a purely gender based analysis.

Felski argues that the idea of a feminist aesthetic is a nonissue that feminists have needlessly pursued; she suggests, in contrast, that it is impossible to speak of “masculine” and “feminine,” “subversive” and “reactionary” literary forms in isolation from the social conditions of their production and reception. The political value of such works of literature from the standpoint of feminism can be determined only by an investigation of their social functions and effects in relation to the interests of women in a particular historical context. This leads her to argue for an interdisciplinary approach to the analysis of literature which can integrate literary and social theory, and to develop such an approach by drawing upon the model of a feminist counter-public sphere.

Rita Felski has produced a closely reasoned, stimulating book that creates a new framework for discussing the relationship between literature and feminist politics. It will interest students and teachers of women’s studies, comparative literature, cultural studies, and fiction.

Why must critics unmask and demystify literary works? Why do they believe that language is always withholding some truth, that the critic’s task is to reveal the unsaid or repressed? In this book, Rita Felski examines critique, the dominant form of interpretation in literary studies, and situates it as but one method among many, a method with strong allure—but also definite limits.

Felski argues that critique is a sensibility best captured by Paul Ricoeur’s phrase “the hermeneutics of suspicion.” She shows how this suspicion toward texts forecloses many potential readings while providing no guarantee of rigorous or radical thought. A coy tease, enchantress, adulteress, irresponsible mother, hard-hearted wife—such are the possible images of Penelope that Homer playfully presents to listeners and readers of the Odyssey, and that his narration ultimately contradicts or fails to confirm. In this updated and expanded second edition of Regarding Penelope, Nancy Felson explores the relationship between Homer’s construction of Penelope and his more general approach to poetic production and reception.

Felson begins by considering Penelope as an object of male gazes (those of Telemachus, Odysseus, the suitors, and Agamemnon’s ghost) and as a subject acting from her own desire. Focusing on how the audience might try to predict Penelope’s fate when confronted with the different ways the male characters envision her, she develops the notion of “possible plots” as structures in the poem that initiate the plots Penelope actually plays out. She then argues that Homer’s manipulation of Penelope’s character maintains the narrative fluidity and the dynamics of the Odyssey and reveals how the oral performance of the poem teases and captivates its audience, just as Penelope and Odysseus entrap each other in their courtship dance. Homer, Felson further explains, exploits the similarities between the poetic and erotic domains, often using similar terminology to describe them.

Then there’s the Gorbel. Amanda invented it to scare the Guest, but it ended up liking him best. A bit like a cat but more like a spider, it turned out a lot cuter than she’d intended. 

And the Wisps—they’re pretty unhappy about being dead. Karl accidentally turned his smallest cousin into a Wisp. They were trying to catch some lightning in a jar, but they caught the smallest cousin’s ghost instead. Karl had to drown it for its own good. Something similar happened with his grandma Astrid and a rock named Melisande. 

But the loneliest character is probably Christian. He insists on being from Jämtland, where Karl and Amanda live. When his cousin Eskild got married, Christian rewrote their past so it’s like The Little Mermaid, except Eskild drowns and Christian doesn’t earn a soul. 

In the spirit of Tove Jansson, William Blake, and Calvin & Hobbes, The Lightning Jar contains a volatile mix of innocence and experience, faith and doubt, nostalgia and a sense of all there is to gain by accepting reality on fresh terms.

The traditional Chinese notion of itself as the “middle kingdom”—literally the cultural and political center of the world—remains vital to its own self-perceptions and became foundational to Western understandings of China. This worldview was primarily constructed during the earliest imperial unification of China during the Qin and Han dynasties (221 BCE–220 CE). But the fragmentation of empire and subsequent “Age of Disunion” (220–589 CE) that followed undermined imperial orthodoxies of unity, centrality, and universality. In response, geographical writing proliferated, exploring greater spatial complexities and alternative worldviews.

This book is the first study of the emergent genre of geographical writing and the metageographies that structured its spatial thought during that period. Early medieval geographies highlighted spatial units and structures that the Qin–Han empire had intentionally sought to obscure—including those of regional, natural, and foreign spaces. Instead, these postimperial metageographies reveal a polycentric China in a polycentric world. Sui–Tang (581–906 CE) officials reasserted the imperial model as spatial orthodoxy. But since that time these alternative frameworks have persisted in geographical thought, continuing to illuminate spatial complexities that have been incompatible with the imperial and nationalist ideal of a monolithic China at the center of the world.

Meanings of Antiquity is the first dedicated study of how the oldest Japanese myths, recorded in the eighth-century texts Kojiki and Nihon shoki, changed in meaning and significance between 800 and 1800 CE. Generations of Japanese scholars and students have turned to these two texts and their creation myths to understand what it means to be Japanese and where Japan fits into the world order.

As the shape and scale of the world explained by these myths changed, these myths evolved in turn. Over the course of the millennium covered in this study, Japan transforms from the center of a proud empire to a millet seed at the edge of the Buddhist world, from the last vestige of China’s glorious Zhou Dynasty to an archipelago on a spherical globe. Analyzing historical records, poetry, fiction, religious writings, military epics, political treatises, and textual commentary, Matthieu Felt identifies the geographical, cosmological, epistemological, and semiotic changes that led to new adaptations of Japanese myths. Felt demonstrates that the meanings of Japanese antiquity and of Japan’s most ancient texts were—and are—a work in progress, a collective effort of writers and thinkers over the past 1,300 years.

His dialectical analysis leads to a comprehensive explanation of the development of capitalist novel production into the twentieth century.

Feltes focuses on five English novels: Dickens's Pickwick Papers, Thackeray's Henry Esmond, Eliot's Middlemarch, Hardy's Tess of the d'Urbervilles, and Forster's Howards End. Published at approximately twenty year intervals between 1836 and 1920, they each represent a different first-publication format: part-issue, three-volume, bimonthly, magazine-serial, and single-volume. Drawing on publishing, economic, and literary history, Feltes offers a broad, synthetic explanation of the relationship between the production and format of each novel, and the way in which these determine, in the last instance, the ideology of the text.

Modes of Production in Victorian Novels provides a Marxist structuralist analysis of historical events and practices described elsewhere only empirically, and traces their relationship to literary texts which have been analyzed only idealistically, thus setting these familiar works firmly and perhaps permanently into a framework of historic materialism.

Its chapters rethink the Living Theatre’s Artaudian revolution through the lens of affect theory, bring fresh attention to General Idea’s media-savvy performances of the 1970s, explore the digital-age provocations of Franco and Eva Mattes and Critical Art Ensemble, and survey the dramaturgies and political stakes of global theatrical networks.

Viral performance practices testify to the age-old—and ever renewed—instinct that when people gather, something spreads. Performance, an art form requiring and relying on live contact, renders such spreading visible, raises its stakes, and encodes it in theatrical form. The artists explored here rarely disseminate their ideas or gestures as directly as a viral marketer or a political movement would; rather, they undermine simplified forms of contagion while holding dialogue with the philosophical and popular discourses, old and new, that have surrounded viral culture.

The performances  focus on the appropriation and integration of surveillance technologies into theater and performance, such as a piece that uses Python code and Twitter data to create performance text, and one that uses an interplay of video projection, movement, and poetry. Drawing on these performances and more, contributors collectively argue that contemporary surveillance is characterized by both anonymous systems of digital control and human behaviors enacted by individuals.

Her analysis illuminates the oral and literary transmission and adaptation of folkloric motifs and the development of the ghost story as a literary form. From the moment of his election to the New Jersey state assembly in 1967, through his guidance of the 9/11 Commission nearly three decades later, Kean consistently displayed a knack for bipartisan leadership.

In this first political biography of one of the nation's most popular and successful governors, Alvin S. Felzenberg tells the story of a remarkable career that culminated in an unexpected and crucial contribution to the country-chairmanship of the 9/11 Commission. Felzenberg describes how, early in his political career, Kean worked to transform New Jersey's legislature in the aftermath of court rulings that mandated redistricting in accordance with the "one man, one vote" principle. He discusses Kean's efforts to relieve the urban crisis that followed in the wake of the 1967 Newark riots. He relates how Kean was able to use the New Jersey governorship-purportedly the strongest in the country-to transform a so-called "rust belt" state into a leader in education, environmental responsibility, and economic growth.

Kean's successes in these and other areas caused leaders outside New Jersey to follow in his path. Together with his fellow governors, Kean forged a national consensus on domestic policy between Democratic congresses and Republican presidents, in the process winning for himself a leadership role in his own party. Kean's story serves as an uncommon case of how a Republican loyal to the historic roots and principles of his party can not only win election in a "blue state" but effectively govern it.

Starting from the example the governor set on the state level, Felzenberg's account traces Kean's career to positions of trusted authority on the national stage. After several years of advising presidents, Kean was appointed chairman of the 9/11 Commission. In this role, he made the bipartisan, Congressionally mandated commission one of the most successful in American history.

Drawing on interviews with Kean as well as with state and national leaders, including former presidents Gerald Ford and Bill Clinton and former New York City mayor Ed Koch, Felzenberg not only provides a marvelous biography, but also offers a unique look at American politics during the last four decades of the twentieth century.

Set in Arequipa during Peru's recent years of crisis, this ethnography reveals how dress creates gendered bodies. It explores why people wear clothes, why people make art, and why those things matter in a war-torn land. Blenda Femenías argues that women's clothes are key symbols of gender identity and resistance to racism.

Moving between metropolitan Arequipa and rural Caylloma Province, the central characters are the Quechua- and Spanish-speaking maize farmers and alpaca herders of the Colca Valley. Their identification as Indians, whites, and mestizos emerges through locally produced garments called bordados. Because the artists who create these beautiful objects are also producers who carve an economic foothold, family workshops are vital in a nation where jobs are as scarce as peace. But ambiguity permeates all practices shaping bordados' significance. Femenías traces contemporary political and ritual applications, not only Caylloma's long-standing and violent ethnic conflicts, to the historical importance of cloth since Inca times.

This is the only book about expressive culture in an Andean nation that centers on gender. In this feminist contribution to ethnography, based on twenty years' experience with Peru, including two years of intensive fieldwork, Femenías reflects on the ways gender shapes relationships among subjects, research, and representation.

He examines the inaugural speeches of early presidents such as John Adams and Thomas Jefferson, moving to Abraham Lincoln’s arguments—at once logical and passionate—for maintaining the Union, and then on to the twentieth century’s great orators, such as John F. Kennedy and Martin Luther King Jr. He also looks at the notion of the “great American speech” in popular culture, exploring both the usual places—such as movie courtroom scenes—where it pops up, as well as its unexpected ubiquity in adventure films, thrillers, or any story where equality and justice come under threat.

Through his exploration of great speeches, Fender paints the picture of two simultaneous and free-standing visions of American identity, offering a sophisticated look at American ideological history.

A year into the global pandemic, Gene Fendt repositions the attention of the Western world on a literary classic that bears a vital perspective. Presently, civilization cannot allow itself to think about being better. First it has to survive. Referencing Thomas Merton’s claim that Camus’ fictional account is actually a “modern myth about the destiny of man” and indication of the blight of “ambiguous and false explanations, interpretations, conventions, justifications, legalizations, evasions which infect our struggling civilization,” Fendt makes the case that “modernity itself is a time of plague.” 

Fendt asserts that perhaps “the originality of the modern plague is that most people admit of no symptoms.” This chilling likeness to the asymptomatic Covid-19 victim is but one of the images of what the plague stands for in both the novel and contemporary society. The existentialist fiction of Camus is unwrapped by Fendt’s fidelity to realism and Camus’ motivations as an artist. As Camus calls nihilistic art and culture “barbaric,” Fendt calls the barbarian a natural slave. If we are moved by the forces of powers that be without sense or knowledge of a proper end, we too have been rendered worse than ignorant. 

Beyond the presentation of The Plague as a myth, Fendt also provides generous insight into elements of this work that give an autobiographical portrait of Albert Camus´ artistic development. He provides an intelligent challenge to labeling Camus an atheist, if Camus is truly the artist Fendt believes him to be. It is also an unlikely but important contribution to the political philosophical study of solidarity.

With different strategies to challenge or reform the many dimensions of international order, China’s role is not a one-way street. It is an interactive process in which the world may change China as much as China may change the world.

The aim of the book is to broaden the debate beyond the “Thucydides Trap” perspective currently popular in the West. The National Bolshevik Party, founded in the mid-1990s by Eduard Limonov and Aleksandr Dugin, began as an attempt to combine radically different ideologies. Bernard Fenik analyzes the style of the Iliad and the Nibelungenlied, showing how the narratives work. In the process he sheds new light on the artistry of ancient and medieval epics. This in turn touches on the long-debated question of whether and to what extent they were orally composed.

In the Homeric poems, medieval German epics, and the Chanson de Roland, Fenik finds similarities in the shaping of episodes and scenes. His analysis of narrative structures reveals controlled composition even where the language is heavily formulaic and the action highly stylized. This level of artistic control does not in itself rule out oral composition but does force a redefinition of the terms in which that theory is applied.

Women have been actively involved the United States military for more than fifty years, but the ban on their participation in combat remains a hotly debated issue. In this provocative book Lorry M. Fenner, an active-duty Air Force intelligence officer, calls for opening all aspects of military service to women. Marie deYoung, a former Army chaplain, argues that keeping women out of combat is in the best interests of both sexes and crucial to the effectiveness of the military as a whole.

Fenner bases her argument for inclusion of women on the idea that democracies require all citizens to compete in public endeavor and share in civic obligation. She contends that, historically, reasons for banning women from combat have been culturally biased. She argues that membership in a combat force should be based on capability judged against appropriate standards. Moreover, she maintains that excluding women hampers the diversity and adaptability that by necessity will characterize the armed forces in the twenty-first century.

In contrast, deYoung declares that the different physical fitness standards for men and women would, in combat, lower morale for both sexes and put women at risk of casualty. Further, she contends that women have neither the physical or emotional strength to endure the overall brutality of the combat experience. She also asserts that calls for lifting the combat ban are politically motivated and are inconsistent with the principles of American democracy and the mission of national defense.

With each author responding to the views of the other, their exchange offers a valuable synthesis of the issues surrounding a longstanding debate among policymakers, military personnel, and scholars of both military history and women’s studies.

When not crafting policy in Washington, the 435 members of the U.S. House of Representatives are busy assessing and building voter support in their districts. Spanning the ideological spectrum, these former and current representatives are senior lawmakers and rookie back-benchers from both urban and rural areas. Fenno travels with them in their own political territories, watching and talking with them, conducting interviews, and meeting aides and constituents. He illuminates the all-consuming nature of representational work—the complicated lives of House members shuttling back and forth between home and Capitol, building and maintaining networks, and making compromises. Agreeing to talk on the record without protective anonymity, these elected House members emerge as real personalities, at once praiseworthy and fallible.

While voting patterns and policy analysis constitute an important window into the legislative process, the nonquantifiable human element that political scientists so frequently overlook is the essence of negotiation. Fenno focuses our attention on how congressional leaders negotiate with constituents as well as with colleagues.

Thirty years ago there were nine African Americans in the U.S. House of Representatives. Today there are four times that number. In Going Home, the dean of congressional studies, Richard F. Fenno, explores what representation has meant—and means today—to black voters and to the politicians they have elected to office.

Fenno follows the careers of four black representatives—Louis Stokes, Barbara Jordan, Chaka Fattah, and Stephanie Tubbs Jones—from their home districts to the halls of the Capitol. He finds that while these politicians had different visions of how they should represent their districts (in part based on their individual preferences, and in part based on the history of black politics in America), they shared crucial organizational and symbolic connections to their constituents. These connections, which draw on a sense of "linked fates," are ones that only black representatives can provide to black constituents.

His detailed portraits and incisive analyses will be important for anyone interested in the workings of Congress or in black politics.

Born into a working-class family in the town of Alba lying in that part of the Piedmont called LeLanghe, Beppe Fenoglio (1922-1963) belonged to the generation of young Italian writers whose works were molded by their World War II experience and the anti-Fascist Resistance many took part in. Fenoglio fought as a partisan against the German troops occupying Italy, and the major part of his literature is connected with the events of the time.

This volume, enlightening and home to multiple paths of enquiry leading in different directions, is an excellent example of what a past-present doolhof might look like.
