Vasili Rukhadze examines the factors that contributed to post-uprising leadership durability in the Ukraine, Kyrgyzstan, and Georgia in 2004–12, after these countries underwent their so-called “Color Revolutions.” Using structured, focused comparison and process tracing, he argues that the key independent variable influencing post-mobilization leadership durability is ruling coalition size and cohesion. He demonstrates that if the ruling coalitions are large and fragmented, as in the Ukraine and Kyrgyzstan, the coalitions disintegrate, thus facilitating the downfall of the governments. Alternatively, if the ruling coalition is small and cohesive, as in Georgia, the coalition maintains unity, hence helping the government to stay in power.
This study advances the debate on regime changes. By drawing a clear distinction between political leaderships that come to power as a result of popular uprisings and governments that take power through normal democratic processes, military coup, or any other means, the research offers one of the first studies on post-mobilization leadership. Rukhadze helps scholars differentiate between the factors that affect durability of post-uprising leadership from those factors that impact durability of all other political leadership, in turn equipping researchers with new tools to study power politics.
Subjects obey. Citizens choose. Transitional Citizens looks at the newly empowered citizens of Russia's protodemocracy facing choices at the ballot box that just a few years ago, under dictatorial rule, they could not have dreamt of.
The stakes in post-Soviet elections are extraordinary. While in the West politicians argue over refinements to social systems in basically good working order, in the Russian Federation they address graver concerns--dysfunctional institutions, individual freedom, nationhood, property rights, provision of the basic necessities of life in an unparalleled economic downswing. The idiom of Russian campaigns is that of apocalypse and mutual demonization. This might give an impression of political chaos. However, as Timothy Colton finds, voting in transitional Russia is highly patterned. Despite their unfamiliarity with democracy, subjects-turned-citizens learn about their electoral options from peers and the mass media and make choices that manifest a purposiveness that will surprise many readers.
Colton reveals that post-Communist voting is not driven by a single explanatory factor such as ethnicity, charismatic leadership, or financial concerns, but rather by multiple causes interacting in complex ways. He gives us the most sophisticated and insightful account yet of the citizens of the new Russia.
Can democratization be promoted by “getting the institutions right?” In Unexpected Outcomes, Robert G. Moser offers a compelling analysis of the extent to which institutions can be engineered to promote desired political outcomes. The introduction of democracy in Eastern Europe and the former USSR has enabled scholars to bring new perspectives to the debate about electoral systems. Russia is arguably the most important of the postcommunist states and its mixed electoral system provides an interesting controlled experiment for testing the impact of different electoral systems.
Moser examines the effects of electoral systems on political parties and representation in Russia during the 1990s. Moser’s study is not only a highly original contribution to our understanding of contemporary Russian politics, but also a significant step forward in the comparative study of electoral systems. Through his comprehensive empirical analysis of Russian elections, Moser provides the most detailed examination of a mixed electoral system to date. This system was introduced in Russia to encourage party formation and benefit reformist parties allied with President Yeltsin. However, the effects were contrary to what the creators of the system expected and also defied the most well-established hypotheses in electoral studies. Parties proliferated under both the PR and plurality halves of the election and patterns of women and minority representation ran counter to prevailing theory and international experience.
With an epilogue that updates the study through the December 1999 elections, Unexpected Outcomes makes an important and timely contribution to the ongoing debate over the ability and inability of elites to fashion preferred political outcomes through institutional design.
The Origins of Modern Polish Democracy is a series of closely integrated essays that traces the idea of democracy in Polish thought and practice. It begins with the transformative events of the mid-nineteenth century, which witnessed revolutionary developments in the socioeconomic and demographic structure of Poland, and continues through changes that marked the postcommunist era of free Poland.
The idea of democracy survived in Poland through long periods of foreign occupation, the trials of two world wars, and years of Communist subjugation. Whether in Poland itself or among exiles, Polish speculation about the creation of a liberal-democratic Poland has been central to modern Polish political thought. This volume is unique in that is traces the evolution of the idea of democracy, both during the periods when Poland was an independent country—1918-1939—and during the periods of foreign occupation before 1918 through World War II and the Communist era. For those periods when Poland was not free, the volume discusses how the idea of democracy evolved among exile and underground Polish circles.

Parliamentary democracy is the most common regime type in the contemporary political world, but the quality of governance depends on effective parliamentary oversight and strong political parties. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region.
This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.
In addition to revising our view of the interwar period and the building of European democracies, this book cuts against the grain of most current theorizing in political science by explicitly discussing when and how ideas influence political behavior. Even though German and Swedish Social Democrats belonged to the same transnational political movement and faced similar political and social conditions in their respective countries before and after World War I, they responded very differently to the challenges of democratization and the Great Depression--with crucial consequences for the fates of their countries and the world at large.
Explaining why these two social democratic parties acted so differently is the primary task of this book. Berman's answer is that they had very different ideas about politics and economics--what she calls their programmatic beliefs. The Swedish Social Democrats placed themselves at the forefront of the drive for democratization; a decade later they responded to the Depression with a bold new economic program and used it to build a long period of political hegemony. The German Social Democrats, on the other hand, had democracy thrust upon them and then dithered when faced with economic crisis; their haplessness cleared the way for a bolder and more skillful political actor--Adolf Hitler.
This provocative book will be of interest to anyone concerned with twentieth-century European history, the transition to democracy problem, or the role of ideas in politics.
The Swedish Social Democratic Party, the SAP, is the most successful social democratic party in the world. It has led the government for most of the last six decades, participating either alone or as the dominant force in coalition government. The SAP has also worked closely with trade unions that have organized nearly 85 percent of the labor force, the highest rate among the advanced industrial democracies. Rarely has a political party been so dominant or so closely linked to labor movement. Yet Sweden remains very much a capitolist society with economic and social power firmly in the hands of big capitol.
If one wants to know if politics, and most especially if reformist politics, matters - if, that is, political mobilization can change democratic capitolists societies - then Sweden under the Social Democrats is clearly one of the best empirical cases to study.
Bo Rothstein uses the Swedish experience to analyze the limits a social democratic government labors under and the possibilities it enjoys in using the state to implement large-scale social change. He examines closely two SAP programs, one a success and the other a failure, that attempted to change social processes deeply embedded in capitolist society. He ties the outcomes of these programs to the structure of the state and hypothesizes that the outcome depends, to a considerable extent, on how administrative apparatuses responsible for implementing each policy are organized. Rothstein concludes that no matter how wisely a reformist policy is designed nor how strong the political party behind it, if the administrative arrangements are faulty, it will fail at the stage of implementation.
Rothstein convincingly demonstrates that the democratic capitolist countries of the world have important lessons to learn from the Swedish experience regarding the possibilities for political reform. Political scientists and political reformers alike can learn much from Rothstein’s deep knowledge of Swedish government and his innovative model for analyzing political reform in social democratic societies.
Until now, social scientists studying Spanish politics have focused on party systems, regime transition, and election analysis, and anthropologists studying Spain have largely neglected its political parties. This book is a pathbreaking work of political anthropology and an ethnographic study of the Basque Nationalist Party (PNV). Author Roland Vazquez studies Basque nationalism as not merely a political phenomenon but as a cultural and social one as well. He examines the forces that have shaped the Basque political panorama, the nature of Basque political campaigns, Basque cultural and social movements both inside and outside the explicitly partisan milieu, and the role of other parties in the Basque Country. The study is enhanced by extensive interviews and broad fieldwork among Basque contacts of diverse backgrounds and loyalties. The result is a vivid portrait of political life in the contemporary Basque Country, of the tensions between various nationalist parties and philosophies, and of the way politics are influenced by Basque notions of community, social connections, and national identity. The book also serves as a model for studies of other political and nationalist movements and the cultural and social ties and values that drive them.
In a major new book, Lucian W. Pye reconceptualizes Asian political development as a product of cultural attitudes about power and authority. He contrasts the great traditions of Confucian East Asia with the Southeast Asian cultures and the South Asian traditions of Hinduism and Islam, and explores the national differences within these larger civilizations.
Breaking with modern political theory, Pye believes that power differs profoundly from one culture to another. In Asia the masses of the people are group-oriented and respectful of authority, while their leaders are more concerned with dignity and upholding collective pride than with problem-solving. As culture decides the course of political development, Pye shows how Asian societies, confronted with the task of setting up modern nation-states, respond by fashioning paternalistic forms of power that satisfy their deep psychological craving for security. This new paternalism may appear essentially authoritarian to Western eyes, but Pye maintains that it is a valid response to the people’s needs and will ensure community solidarity and strong group loyalties. He predicts that we are certain to see emerging from Asia’s accelerating transformation some new version of modern society that may avoid many of the forms of tension common to Western civilization but may also produce a whole new set of problems.
This book revitalizes Asian political studies on a plane that comprehends the large differences between Asia and the West and at the same time is sensitive to the subtle variations among the many Asian cultures. Its comparative perspective will provide indispensable insights to anyone who wishes to think more deeply about the modern Asian states.
Roy considers several different ways that identification with the Indian nation-state was produced and consolidated during the 1950s and 1960s. She looks at how the Films Division of India, a state-owned documentary and newsreel production agency, allowed national audiences to “see the state”; how the “unity in diversity” formation of nationhood was reinforced in commemorations of India’s annual Republic Day; and how the government produced a policy discourse claiming that scientific development was the ultimate national need and the most pressing priority for the state to address. She also analyzes the fate of the steel towns—industrial townships built to house the workers of nationalized steel plants—which were upheld as the exemplary national spaces of the new India. By prioritizing the role of actual manifestations of and encounters with the state, Roy moves beyond theories of nationalism and state formation based on collective belief.

Indians, their former British rulers asserted, were unfit to rule themselves. Behind this assertion lay a foundational claim about the absence of peoplehood in India. The purported “backwardness” of Indians as a people led to a democratic legitimation of empire, justifying self-government at home and imperial rule in the colonies.
In response, Indian anticolonial thinkers launched a searching critique of the modern ideal of peoplehood. Waiting for the People is the first account of Indian answers to the question of peoplehood in political theory. From Surendranath Banerjea and Radhakamal Mukerjee to Mohandas Gandhi and Jawaharlal Nehru, Indian political thinkers passionately explored the fraught theoretical space between sovereignty and government. In different ways, Indian anticolonial thinkers worked to address the developmental assumptions built into the modern problem of peoplehood, scrutinizing contemporary European definitions of “the people” and the assumption that a unified peoplehood was a prerequisite for self-government. Nazmul Sultan demonstrates how the anticolonial reckoning with the ideal of popular sovereignty fostered novel insights into the globalization of democracy and ultimately drove India’s twentieth-century political transformation.
Waiting for the People excavates, at once, the alternative forms and trajectories proposed for India’s path to popular sovereignty and the intellectual choices that laid the foundation for postcolonial democracy. In so doing, it uncovers largely unheralded Indian contributions to democratic theory at large. India’s effort to reconfigure the relationship between popular sovereignty and self-government proves a key event in the global history of political thought, one from which a great deal remains to be learned.
Breaking new ground in scholarship, Niraja Jayal writes the first history of citizenship in the largest democracy in the world—India. Unlike the mature democracies of the west, India began as a true republic of equals with a complex architecture of citizenship rights that was sensitive to the many hierarchies of Indian society. In this provocative biography of the defining aspiration of modern India, Jayal shows how the progressive civic ideals embodied in the constitution have been challenged by exclusions based on social and economic inequality, and sometimes also, paradoxically, undermined by its own policies of inclusion.
Citizenship and Its Discontents explores a century of contestations over citizenship from the colonial period to the present, analyzing evolving conceptions of citizenship as legal status, as rights, and as identity. The early optimism that a new India could be fashioned out of an unequal and diverse society led to a formally inclusive legal membership, an impulse to social and economic rights, and group-differentiated citizenship. Today, these policies to create a civic community of equals are losing support in a climate of social intolerance and weak solidarity. Once seen by Western political scientists as an anomaly, India today is a site where every major theoretical debate about citizenship is being enacted in practice, and one that no global discussion of the subject can afford to ignore.
What is driving political extremism in Pakistan? In early 2011, the prominent Pakistani politician Salmaan Taseer was assassinated by a member of his own security team for insulting Islam by expressing views in support of the rights of women and religious minorities. Benazir Bhutto, the former prime minister, was killed by gunfire and explosive devices as she left a campaign event in December 2007; strong evidence links members of extremist organizations to her slaying.
These murders underscore the fact that religion, politics, and policy are inextricably linked in Pakistan. In this book, Haroon K. Ullah analyzes the origins, ideologies, bases of support, and electoral successes of the largest and most influential Islamic parties in Pakistan. Based on his extensive field work in Pakistan, he develops a new typology for understanding and comparing the discourses put forth by these parties in order to assess what drives them and what separates the moderate from the extreme. A better understanding of the range of parties is critical for knowing how the US and other Western nations can engage states where Islamic political parties hold both political and moral authority.
Pakistan’s current democratic transition will hinge on how well Islamic parties contribute to civilian rule, shun violence, and mobilize support for political reform. Ullah’s political-party typology may also shed light on the politics of other majority-Muslim democracies, such as Egypt and Tunisia, where Islamist political parties have recently won elections.
