A front-burner issue on the public policy agenda today is the increased use of partnerships between government and nongovernmental entities, including faith-based social service organizations. In the wake of President Bush's faith-based initiative, many are still wondering about the effectiveness of these faith-based organizations in providing services to those in need, and whether they provide better outcomes than more traditional government, secular nonprofit, and for-profit organizations. In Faith, Hope, and Jobs, Stephen V. Monsma and J. Christopher Soper study the effectiveness of 17 different welfare-to-work programs in Los Angeles County—a county in which the U.S. government spends 14% of its entire welfare budget—and offer groundbreaking insight into understanding what works and what doesn't.

Monsma and Soper examine client assessment of the programs, their progress in developing attitudes and resources important for finding self-supporting employment, and their experience in finding actual employment. The study reveals that the clients of the more explicitly faith-based programs did best in gaining in social capital and were highly positive in evaluating the religious components of their programs. For-profit programs tended to do the best in terms of their clients finding employment. Overall, the religiously active respondents tended to experience better outcomes than those who were not religiously active but surprisingly, the religiously active and non-active tended to do equally well in faith-based programs.

Faith, Hope, and Jobs concludes with three sets of concrete recommendations for public policymakers, social service program managers, and researchers.

Measuring the Performance of the Hollow State is the first in-depth look at the influence of performance measurement on the effectiveness of the federal government. To do this, the authors examine the influence of the Government Performance and Results Act of 1993 (with consideration of the later Program Assessment Rating Tool of 2002) on federal performance measurement, agency performance, and program outcomes. They focus a systematic examination on five agencies in the U.S. Department of Health and Human Services—the Food and Drug Administration, the Centers for Medicare and Medicaid Services, the Health Resources and Services Administration, the National Institutes of Health, and the Indian Health Service. Besides representing a wide range of federal government organizational structures and program formats, these agencies offer a diverse array of third-party arrangements including states, native American tribes, scientists, medical schools, and commercial and nonprofit health care intermediaries and carriers.

Exploring the development of performance measures in light of widely varying program mandates, the authors look at issues that affect the quality of this measurement and particularly the influence of program performance by third parties. They consider factors such as goal conflict and ambiguity, politics, and the critical role of intergovernmental relations in federal program performance and performance measurement. Through their findings, they offer illumination to two major questions in public management today—what are the uses and limitations of performance measurement as a policy and management tool and how does performance measurement work when applied to the management of third-party government?

Today, more than 75 percent of pharmaceutical drug trials in the United States are being conducted in the private sector. Once the sole province of academic researchers, these important studies are now being outsourced to non-academic physicians.

According to Jill A. Fisher, this major change in the way medical research is performed is the outcome of two problems in U.S. health care: decreasing revenue for physicians and decreasing access to treatment for patients. As physicians report diminishing income due to restrictive relationships with insurers, increasing malpractice insurance premiums, and inflated overhead costs to operate private practices, they are attracted to pharmaceutical contract research for its lucrative return. Clinical trials also provide limited medical access to individuals who have no or inadequate health insurance because they offer "free" doctors' visits, diagnostic tests, and medications to participants. Focusing on the professional roles of those involved, as well as key research practices, Fisher assesses the risks and advantages for physicians and patients alike when pharmaceutical drug studies are used as an alternative to standard medical care.

From ancient Maya cities in Mexico and Central America to the Taj Mahal in India, cultural heritage sites around the world are being drawn into the wave of privatization that has already swept through such economic sectors as telecommunications, transportation, and utilities. As nation-states decide they can no longer afford to maintain cultural properties—or find it economically advantageous not to do so in the globalizing economy—private actors are stepping in to excavate, conserve, interpret, and represent archaeological and historical sites. But what are the ramifications when a multinational corporation, or even an indigenous village, owns a piece of national patrimony which holds cultural and perhaps sacred meaning for all the country's people, as well as for visitors from the rest of the world?

In this ambitious book, Lisa Breglia investigates "heritage" as an arena in which a variety of private and public actors compete for the right to benefit, economically and otherwise, from controlling cultural patrimony. She presents ethnographic case studies of two archaeological sites in the Yucatán Peninsula—Chichén Itzá and Chunchucmil and their surrounding modern communities—to demonstrate how indigenous landholders, foreign archaeologists, and the Mexican state use heritage properties to position themselves as legitimate "heirs" and beneficiaries of Mexican national patrimony. Breglia's research masterfully describes the "monumental ambivalence" that results when local residents, excavation laborers, site managers, and state agencies all enact their claims to cultural patrimony. Her findings make it clear that informal and partial privatizations—which go on quietly and continually—are as real a threat to a nation's heritage as the prospect of fast-food restaurants and shopping centers in the ruins of a sacred site.

Bush had planned to swear his oath of office with his hand on the Masonic Bible used by both his father and George Washington, however, due to the inclement weather, a family Bible was substituted. Almost immediately on taking office, President Bush made passage of "faith-based initiatives"—the government funding of religious charitable groups—a legislative priority. However, "inclement" weather storm-tossed his hopes for faith-based initiatives as well.

What happened? Why did these initiatives, which began with such vigor and support from a popular president, fail? And what does this say about the future role of religious faith in American public life? Amy Black, Douglas Koopman, and David Ryden—all prominent political scientists—utilize a framework that takes the issue through all three branches of government and analyzes it through three very specific lenses: a public policy lens, a political party lens, and a lens of religion in the public square.

Drawing on dozens of interviews with key figures in Washington, the authors tell a compelling story, revealing the evolution of the Bush faith-based strategy from his campaign for the presidency through congressional votes to the present. They show how political rhetoric, infighting, and poor communication shipwrecked Bush's efforts to fundamentally alter the way government might conduct social services. The authors demonstrate the lessons learned, and propose a more fruitful, effective way to go about such initiatives in the future.

The authors support their pragmatic approach with evidence drawn from in-depth analyses of education, transportation, and health care policies. In each policy area, initiatives such as school choice, deregulation of airlines and other carriers, and the promotion of managed care have introduced or enlarged the role of market forces with the aim of eliminating bureaucratic inefficiency. But in each case, the authors show, reality proved to be much more complex than market models predicted. This complexity has resulted in a political cycle—strikingly consistent across policy spheres—that culminates in public interventions to sustain markets while protecting citizens from their undesirable effects. Situating these case studies in the context of more than two hundred years of debate about the role of markets in society, Brown and Jacobs call for a renewed focus on public-private partnerships that recognize and respect each sector’s vital—and fundamentally complementary—role.

The increasing reliance on private security services raises questions about the effects of privatization on the quality of public police forces, particularly in high-crime, low-income areas. In an effective pro-and-con format, two experts on policing offer two strikingly different perspectives on this trend towards privatization. In the process, they provide an unusually thoughtful discussion of the origins of both the public police and the private security sectors, the forces behind the recent growth of private security operations, and the risks to public safety posed by privatization.

In his critique of privatization, Peter K. Manning focuses on issues of free market theory and management practices such as Total Quality Management that he believes are harmful to the traditional police mandate to control crime. He questions the appropriateness of strategies that emphasize service to consumers. For Brian Forst, the free market paradigm and economic incentives do not carry the same stigma. He argues that neither public nor private policing should have a monopoly on law enforcement activities, and he predicts an even more varied mix of public and private police activities than are currently available.

Following the two main sections of the book, each author assesses the other's contribution, reflecting on not just their points of departure but also on the areas in which they agree. The breadth and depth of the discussion makes this book essential for both scholars and practitioners interested in policing generally and privatization in particular.

In the 1980s and ’90s many countries turned to the private sector to provide infrastructure and utilities, such as gas, telephones, and highways—with the idea that market-based incentives would control costs and improve the quality of essential services. But subsequent debacles including the collapse of California’s wholesale electricity market and the bankruptcy of Britain’s largest railroad company have raised troubling questions about privatization. This book addresses one of the most vexing of these: how can government fairly and effectively regulate “natural monopolies”—those infrastructure and utility services whose technologies make competition impractical?

Rather than sticking to economics, José Gómez-Ibáñez draws on history, politics, and a wealth of examples to provide a road map for various approaches to regulation. He makes a strong case for favoring market-oriented and contractual approaches—including private contracts between infrastructure providers and customers as well as concession contracts with the government acting as an intermediary—over those that grant government regulators substantial discretion. Contracts can provide stronger protection for infrastructure customers and suppliers—and greater opportunities to tailor services to their mutual advantage. In some cases, however, the requirements of the firms and their customers are too unpredictable for contracts to work, and alternative schemes may be needed.

Since the end of the draft, the U.S. Army has prided itself on its patriotic volunteers who heed the call to “Be All That You Can Be.” But beneath the recruitment slogans, the army promised volunteers something more tangible: a social safety net including medical and dental care, education, child care, financial counseling, housing assistance, legal services, and other privileges that had long been reserved for career soldiers. The Rise of the Military Welfare State examines how the U.S. Army’s extension of benefits to enlisted men and women created a military welfare system of unprecedented size and scope.

America’s all-volunteer army took shape in the 1970s, in the wake of widespread opposition to the draft. Abandoning compulsory conscription, it wrestled with how to attract and retain soldiers—a task made more difficult by the military’s plummeting prestige after Vietnam. The army solved the problem, Jennifer Mittelstadt shows, by promising to take care of its own—the more than ten million Americans who volunteered for active duty after 1973 and their families. While the United States dismantled its civilian welfare system in the 1980s and 1990s, army benefits continued to expand.

Yet not everyone was pleased by programs that, in their view, encouraged dependency, infantilized soldiers, and feminized the institution. Fighting to outsource and privatize the army’s “socialist” system and to reinforce “self-reliance” among American soldiers, opponents rolled back some of the military welfare state’s signature achievements, even as a new era of war began.

Workers in India program software applications, transcribe medical dictation online, chase credit card debtors, and sell mobile phones, diet pills, and mortgages for companies based in other countries around the world. While their skills and labor migrate abroad, these workers remain Indian citizens, living and working in India. A. Aneesh calls this phenomenon “virtual migration,” and in this groundbreaking study he examines the emerging “transnational virtual space” where labor and vast quantities of code and data cross national boundaries, but the workers themselves do not. Through an analysis of the work of computer programmers in India working for the American software industry, Aneesh argues that the programming code connecting globally dispersed workers through data servers and computer screens is the key organizing structure behind the growing phenomenon of virtual migration. This “rule of code,” he contends, is a crucial and underexplored aspect of globalization.

Aneesh draws on the sociology of science, social theory, and research on migration to illuminate the practical and theoretical ramifications of virtual migration. He combines these insights with his extensive ethnographic research in offices in three locations in India—in Delhi, Gurgaon, and Noida—and one in New Jersey. Aneesh contrasts virtual migration with “body shopping,” the more familiar practice of physically bringing programmers from other countries to work on site, in this case, bringing them from India to New Jersey. A significant contribution to the social theory of globalization, Virtual Migration maps the expanding transnational space where globalization is enacted via computer programming code.
