As social action programs in health, education, and welfare have expanded, interest has grown in evaluating their implementation and effectiveness. Policymakers and social planners--at all levels of government and in the private sector--are currently confronted with the problem of evaluating the large number of human service programs that compete for available resources. Academic and Entrepreneurial Research presents a systematic study of the expenditure of federal funds for evaluation research. It reviews federally-supported evaluations of programs, including evaluations of social change experiments and research-demonstration programs funded by the various executive departments of the federal government. We live in an age in which we are repeatedly reminded—by scientists, by the media, by popular culture—of the looming threat of mass extinction. We’re told that human activity is currently producing a sixth mass extinction, perhaps of even greater magnitude than the five previous geological catastrophes that drastically altered life on Earth. Ethnically homogenous communities often do a better job than diverse communities of producing public goods such as satisfactory schools and health care, adequate sanitation, and low levels of crime. Coethnicity reports the results of a landmark study that aimed to find out why diversity has this cooperation-undermining effect. The study, conducted in a neighborhood of Kampala, Uganda, notable for both its high levels of diversity and low levels of public goods provision, hones in on the mechanisms that might account for the difficulties diverse societies often face in trying to act collectively. The Mulago-Kyebando Community Study uses behavioral games to explore how the ethnicity of the person with whom one is interacting shapes social behavior. Hundreds of local participants interacted with various partners in laboratory games simulating real-life decisions involving the allocation of money and the completion of joint tasks. Many of the subsequent findings debunk long-standing explanations for diversity's adverse effects. Contrary to the prevalent notion that shared preferences facilitate ethnic collective action, differences in goals and priorities among participants were not found to be structured along ethnic lines. Nor was there evidence that subjects favored the welfare of their coethnics over that of non-coethnics. When given the opportunity to act altruistically, individuals did not choose to benefit coethnics disproportionately when their actions were anonymous. Yet when anonymity was removed, subjects behaved very differently. With their actions publicly observed, subjects gave significantly more to coethnics, expected their partners to reciprocate, and expected that they would be sanctioned for a failure to cooperate. This effect was most pronounced among individuals who were otherwise least likely to cooperate. These results suggest that what may look like ethnic favoritism is, in fact, a set of reciprocity norms—stronger among coethnics than among non-coethnics—that make it possible for members of more homogeneous communities to take risks, invest, and cooperate without the fear of getting cheated. Such norms may be more subject to change than deeply held ethnic antipathies—a powerful finding for policymakers seeking to design social institutions in diverse societies. Research on ethnic diversity typically draws on either experimental research or field work. Coethnicity does both. In this major reinterpretation of religion and society in India, Harjot Oberoi challenges earlier accounts of Sikhism, Hinduism and Islam as historically given categories encompassing well-demarcated units of religious identity. Through a searching examination of Sikh historical materials, he shows that early Sikh tradition was not concerned with establishing distinct religious boundaries. Most Sikhs recognized multiple identities grounded in local, regional, religious, and secular loyalties. Consequently, religious identities were highly blurred and several competing definitions of what constituted a Sikh were possible.
In the closing decades of the nineteenth century, however, the Singh Sabha, a powerful new Sikh movement, began to view the multiplicity in Sikh identity with suspicion and hostility. Aided by social and cultural forces unleashed by the British Raj, the Singh Sabha sought to recast Sikh tradition and purge it of diversity. The ethnocentric logic of a new elite dissolved alternative ideals under the highly codified culture of modern Sikhism.

Arts organizations once sought patrons primarily from among the wealthy and well educated, but for many decades now they have revised their goals as they seek to broaden their audiences. Today, museums, orchestras, dance companies, theaters, and community cultural centers try to involve a variety of people in the arts. They strive to attract a more racially and ethnically diverse group of people, those from a broader range of economic backgrounds, new immigrants, families, and youth.
The chapters in this book draw on interviews with leaders, staff, volunteers, and audience members from eighty-five nonprofit cultural organizations to explore how they are trying to increase participation and the extent to which they have been successful. The insiders' accounts point to the opportunities and challenges involved in such efforts, from the reinvention of programs and creation of new activities, to the addition of new departments and staff dynamics, to partnerships with new groups. The authors differentiate between "relational" and "transactional" practices, the former term describing efforts to build connections with local communities and the latter describing efforts to create new consumer markets for cultural products. Toronto prides itself on being “the world’s most diverse city,” and its officials seek to support this diversity through programs and policies designed to promote social inclusion. Yet this progressive vision of law often falls short in practice, limited by problems inherent in the political culture itself. In Everyday Law on the Street, Mariana Valverde brings to light the often unexpected ways that the development and implementation of policies shape everyday urban life.
Drawing on four years spent participating in council hearings and civic association meetings and shadowing housing inspectors and law enforcement officials as they went about their day-to-day work, Valverde reveals a telling transformation between law on the books and law on the streets. She finds, for example, that some of the democratic governing mechanisms generally applauded—public meetings, for instance—actually create disadvantages for marginalized groups, whose members are less likely to attend or articulate their concerns. As a result, both officials and citizens fail to see problems outside the point of view of their own needs and neighborhood.

A new wave of feminist energy has swept the globe since 2016—from women’s marches and the #MeToo movement to transwomen’s inclusion and exclusion in feminism and participation in institutional politics. Amid all this, an organization declared dead or dying for thirty years—the National Organization for Women—has seen a membership boom. NOW presents an intriguing puzzle for scholars and activists alike. Considered one of the most stable organizations in the feminist movement, it has experienced much conflict and schism. Scholars have long argued that factionalism is the death knell of organizations, yet NOW continues to thrive despite internal conflicts.
Fighting for NOW seeks to better understand how bureaucratic structures like NOW’s simultaneously provide stability and longevity, while creating space for productive and healthy conflict among members. Kelsy Kretschmer explores these ideas through an examination of conflict in NOW’s local chapters, its task forces and committees, and its satellite groups. NOW’s history provides evidence for three basic arguments: bureaucratic groups are not insulated from factionalism; they are important sites of creativity and innovation for their movements; and schisms are not inherently bad for movement organizations. Hence, Fighting for NOW is in stark contrast to conventional scholarship, which has conceptualized factionalism as organizational failure. It also provides one of the few book-length explorations of NOW’s trajectory, from its founding to the modern context.

Brakke writes a pioneering study of the way the demon role relates to religious thinking and to cultural anxieties. The author’s sources include biographies of exceptional monks, collections of monastic sayings and stories, letters from ascetic teachers to their disciples, sermons, community rules, and biblical commentaries. When monks imagined the resistance that they had to overcome in cultivating their selves or the temptation that offered an easier path, they saw supernatural beings that could take the shapes of animals, women, boys, and false angels in their attempts to seduce monks away from their devotion to God. And when they considered the inclinations in their own selves that opposed their best intentions, they concluded that demons introduced such problematic “thoughts” to their minds. Although the last twenty years has seen an explosion of scholarship on early Christian asceticism, producing brilliant explorations of the body, sexual renunciation, fasting, and gender, combat with demons has been left relatively unexplored.
When is a war not a war? When it is undertaken in the name of democracy, against the forces of racism, sexism, and religious and political persecution? This is the new world of warfare that Neda Atanasoski observes in Humanitarian Violence, different in name from the old imperialism but not so different in kind. In particular, she considers U.S. militarism—humanitarian militarism—during the Vietnam War, the Soviet-Afghan War, and the 1990s wars of secession in the former Yugoslavia.
What this book brings to light—through novels, travel narratives, photojournalism, films, news media, and political rhetoric—is in fact a system of postsocialist imperialism based on humanitarian ethics. In the fiction of the United States as a multicultural haven, which morally underwrites the nation’s equally brutal waging of war and making of peace, parts of the world are subject to the violence of U.S. power because they are portrayed to be homogeneous and racially, religiously, and sexually intolerant—and thus permanently in need of reform. The entangled notions of humanity and atrocity that follow from such mediations of war and crisis have refigured conceptions of racial and religious freedom in the post–Cold War era. The resulting cultural narratives, Atanasoski suggests, tend to racialize ideological differences—whereas previous forms of imperialism racialized bodies. In place of the European racial imperialism, U.S. settler colonialism, and pre–civil rights racial constructions that associated racial difference with a devaluing of nonwhite bodies, Humanitarian Violence identifies an emerging discourse of race that focuses on ideological and cultural differences and makes postsocialist and Islamic nations the potential targets of U.S. disciplining violence.

A staunch neoclassical economist, Rosen drew inspiration from Adam Smith's Wealth of Nations, particularly his theory of compensating wage differentials, which Rosen felt was central to all economic problems involving product differentiation and spatial considerations. The main theme of his collection is how markets handle diversity, including the determination of value in the presence of diversity, the allocation of idiosyncratic buyers to specialized sellers, and the effects of heterogeneity and sorting on inequality.
All living things on earth—from individual species to entire ecosystems—have evolved through time, and evolution is the acknowledged framework of modern biology. Yet many areas of biology have moved from a focus on evolution to much narrower perspectives.

Worries about scientific objectivity seem never-ending. Social critics and philosophers of science have argued that invocations of objectivity are often little more than attempts to boost the status of a claim, while calls for value neutrality may be used to suppress otherwise valid dissenting positions. Objectivity is used sometimes to advance democratic agendas, at other times to block them; sometimes for increasing the growth of knowledge, at others to resist it.
Sandra Harding is not ready to throw out objectivity quite yet. For all of its problems, she contends that objectivity is too powerful a concept simply to abandon. In Objectivity and Diversity, Harding calls for a science that is both more epistemically adequate and socially just, a science that would ask: How are the lives of the most economically and politically vulnerable groups affected by a particular piece of research? Do they have a say in whether and how the research is done? Should empirically reliable systems of indigenous knowledge count as "real science"? Ultimately, Harding argues for a shift from the ideal of a neutral, disinterested science to one that prizes fairness and responsibility.
What does diversity do? What are we doing when we use the language of diversity? Sara Ahmed offers an account of the diversity world based on interviews with diversity practitioners in higher education, as well as her own experience of doing diversity work. Diversity is an ordinary, even unremarkable, feature of institutional life. Yet diversity practitioners often experience institutions as resistant to their work, as captured through their use of the metaphor of the "brick wall." On Being Included offers an explanation of this apparent paradox. It explores the gap between symbolic commitments to diversity and the experience of those who embody diversity. Commitments to diversity are understood as "non-performatives" that do not bring about what they name. The book provides an account of institutional whiteness and shows how racism can be obscured by the institutionalization of diversity. Diversity is used as evidence that institutions do not have a problem with racism. On Being Included offers a critique of what happens when diversity is offered as a solution. It also shows how diversity workers generate knowledge of institutions in attempting to transform them.

Advertised in Asia as "The Chinese Beverly Hills," this small city minutes east of downtown Los Angeles, became by the late 1970s a regional springboard for a new type of Chinese immigration—suburban and middle class with a diversified and globally-oriented economy. Freed from the isolation of old Chinatowns, new immigrants now confronted resistance from more established Anglo, Asian American, and Latino neighbors, whose opposition took the form of interconnected "English Only" and slow-growth movements.
In The Politics of Diversity, a multiethnic team of researches employ ethnography, interviewing, and exit polls to capture the process of change as newcomers and established residents come to terms with the meaning of diversity and identity in their everyday lives. The result is an engaging grass-roots account of immigration and change: the decline of the loyal old-boy Anglo network; the rise of women, minorities, and immigrants in the political scene; and a transformation of ethnic and American identities.
A revealing oral history collection, Profiles in Diversity contains in-depth interviews of twenty-six women in South Africa from different racial, class, and age backgrounds. Conducted in Johannesburg, Pretoria, Bloemfontein, Vryburg, Cape Town, Port Elizabeth, Grahamstown, Durban, and a rural section of Kwa-Zulu Natal, these life histories encompass diverse experiences ranging from a squatter in a township outside Cape Town to an ANC activist in Port Elizabeth, who lost three sons to the struggle for democracy and who herself was imprisoned several times during what many in South Africa now refer to as the "civil war."
Nearly all of these women describe their formative years spent growing up in South Africa's segregated society. Three young black students discuss the hardships they experienced in an unequal educational system as well as aspects of segregation in their childhood. They are joined in their memories and hopes for the future by two mature women—one now a high court judge in Durban and the other a linguist at the University of South Africa in Pretoria—both of whom studied at Harvard in the United States. Nancy Charton, the first woman ordained as an Anglican priest in South Africa, speaks about her past and what led her, in her early seventies, to a vocation in the church.
Three Afrikaner women, including one in her late twenties, speak about growing up in South Africa and articulate their concerns for a future that, in some respects, differs from the predictions of their English-speaking or black sisters. Two now-deceased members of the South African Communist Party provide disparate accounts of what led them to lives of active opposition to the discrimination that marked the lives of people of color, long before apartheid became embedded in South Africa's legal system. Also included is an account by Dr. Goonam, an Indian woman who grew up in relative comfort in the then province of Natal, while Ray Alexander discusses how she witnessed the tyranny visited on the Jews of her native Latvia before immigrating to the Cape.
Despite the tepid reception of Regents of the University of California v. Bakke in 1978, the Supreme Court has thrice affirmed its holding: universities can use race as an admissions factor to achieve the goal of a diverse student body. This book examines the process of rhetorical invention followed by Justice Lewis F. Powell Jr., his colleagues, and other interlocutors as they sifted through arguments surrounding affirmative action policies to settle on diversity as affirmative action’s best constitutional justification. Here M. Kelly Carr explores the goals, constraints, and argumentative tools of the various parties as they utilized the linguistic resources available to them, including arguments about race, merit, and the role of the public university in civic life. Using public address texts, legal briefs, memoranda, and draft opinions, Carr looks at how public arguments informed the amicus briefs, chambers memos, and legal principles before concluding that Powell’s pragmatic decision making fused the principle of individualism with an appreciation of multiculturalism to accommodate his colleagues’ differing opinions. She argues that Bakke is thus a legal and rhetorical milestone that helped to shift the justificatory grounds of race-conscious policy away from a recognition of historical discrimination and its call for reparative equality, and toward an appreciation of racial diversity.
While journalists document the decline of small-town America and scholars describe the ascent of such global cities as New York and Los Angeles, the fates of little cities remain a mystery. What about places like Providence, Rhode Island; Green Bay, Wisconsin; Laredo, Texas; and Salinas, California—the smaller cities that constitute much of America’s urban landscape? In Small Cities USA, Jon R. Norman examines how such places have fared in the wake of the large-scale economic, demographic, and social changes that occurred in the latter part of the twentieth century.
Drawing on an assessment of eighty small cities between 1970 and 2000, Norman considers the factors that have altered the physical, social, and economic landscapes of such places. These cities are examined in relation to new patterns of immigration, shifts in the global economy, and changing residential preferences. Small Cities USA presents the first large-scale comparison of smaller cities over time in the United States, showing that small cities that have prospered over time have done so because of diverse populations and economies. These "glocal" cities, as Norman calls them, are doing well without necessarily growing into large metropolises.
Realizing Diversity and Inclusion in Archives and the Archival Profession
The impulse to create archives is rooted in the very human need to leave one’s mark on the world. Whether through letters, diaries, reports, photographs, films, or a teenager’s simple need to scrawl “I was here” on a subway wall, there’s a deep desire in individuals to tell their stories, to be seen literally and figuratively in archives.
With this desire also comes the need to ensure that archives are as diverse as the world we live in and to preserve the individuals and cultures that have been consciously or unconsciously underserved in the archives. Through the Archival Looking Glass: A Reader on Diversity and Inclusion, edited by Mary A. Caldera and Kathryn M. Neal, features ten essays that explore prominent themes related to diversity, including:

Transatlantic Policymaking in an Age of Austerity integrates the study of politics and public policy across a broad spectrum of regulatory and social welfare policies in the United States and several nations of Western Europe. The editors and a sterling list of contributors look at policymaking in the 1990s through the present—providing a comparative politics framework—stressing both parallel development and the differences between and among the nations. Similar prevailing ideas and political factors can be identified and transatlantic comparisons made—providing for a clearer understanding of the policymaking process.
Faith in regulated markets and the burden of rising welfare costs are concerns found on both sides of the Atlantic. Western democracies also share political climates colored by economic austerity; low trust in government, pressures from interest groups, and a sharply divided electorate. Real world policymaking in the areas of welfare, health, labor, immigration reform, disability rights, consumer and environmental regulation, administrative reforms, and corporate governance are compared. Ultimately, the last decade is best characterized as one of "drift," sluggish changes with little real innovation and much default to the private sector. In general, policymakers on both sides of the ocean, constrained by economic necessity, have been unable to produce policy outcomes that satisfy the key segments of the electorate.
The contributors examine the United States, Great Britain, France, and Germany, as well as a number of other European countries, and study the European Union itself as a policymaking institution. Transatlantic Policymaking in an Age of Austerity distills the prominent issues, politics, and roles played by governmental institutions into a new understanding of the dynamics of policymaking in and among transatlantic nations.
In recent decades, American universities have begun to tout the “diversity” of their faculty and student bodies. But what kinds of diversity are being championed in their admissions and hiring practices, and what kinds are being neglected? Wrestling with Diversity

“Diversity” has become a mantra within discussions of university admissions policies and many other arenas of American society. In the essays collected here, Sanford Levinson, a leading scholar of constitutional law and American government, wrestles with various notions of diversity. He begins by explaining why he finds the concept to be almost useless as a genuine guide to public policy. Discussing affirmative action in university admissions, including the now famous University of Michigan Law School case, he argues both that there may be good reasons to use preferences—including race and ethnicity—and that these reasons have relatively little to do with any cogently developed theory of diversity. Distinguished by Levinson’s characteristic open-mindedness and willingness to tease out the full implications of various claims, each of these nine essays, written over the past decade, develops a case study focusing on a particular aspect of public life in a richly diverse, and sometimes bitterly divided, society.
Although most discussions of diversity have focused on race and ethnicity, Levinson is particularly interested in religious diversity and its implications. Why, he asks, do arguments for racial and ethnic diversity not also counsel a concern to achieve religious diversity within a student body? He considers the propriety of judges drawing on their religious views in making legal decisions and the kinds of questions Senators should feel free to ask nominees to the federal judiciary who have proclaimed the importance of their religion in structuring their own lives. In exploring the sense in which Sandy Koufax can be said to be a “Jewish baseball player,” he engages in broad reflections on professional identity. He asks whether it is desirable, or even possible, to subordinate merely "personal" aspects of one’s identity—religion, political viewpoints, gender—to the impersonal demands of the professional role.
