This new volume demonstrates that the idea of discrimination being a zero-sum game is a fallacy. If discrimination costs women, men do not necessarily reap the gains. Likewise, if discrimination costs blacks, non-blacks do not reap the gains. Lucas examines the legal adjudication of discrimination, as well as wider public debates about policy on the issue, to prove how discrimination actually operates.
He uses analytic methods to show that across the socioeconomic lifecycle—including special education placement, unemployment, occupational attainment, earnings, poverty, and even mortality—both targets and non-targets of discrimination “lose.”

Despite several decades of attention, there is still no consensus on the effects of racial or sexual discrimination in the United States. In this landmark work, the well-known sociologist Samuel Lucas shows how discrimination is not simply an action that one person performs in relation to another individual, but something far more insidious: a pervasive dynamic that permeates the environment in which we live and work.

In the summer of 1943, as World War II raged overseas, the United States also faced internal strife. Earlier that year, Detroit had erupted in a series of race riots that killed dozens and destroyed entire neighborhoods. Across the country, mayors and city councils sought to defuse racial tensions and promote nonviolent solutions to social and economic injustices. In Cincinnati, the result of those efforts was the Mayor’s Friendly Relations Committee, later renamed the Cincinnati Human Relations Commission (CHRC).

The purpose of municipal human relations agencies like the CHRC was to give minority groups access to local government through internal advocacy, education, mediation, and persuasion—in clear contrast to the tactics of lawsuits, sit-ins, boycotts, and marches adopted by many external, nongovernmental organizations.
In compiling this history, Phillip J. Obermiller and Thomas E. Wagner have drawn on an extensive base of archival records, reports, speeches, and media sources. For many years, China and India have been powerfully shaped by both transnational and subnational circulatory forces. This edited volume explores these local and global influences as they play out in the contemporary era. The analysis focuses on four intersecting topics: labor relations; legal reform and rights protest; public goods provision; and transnational migration and investment. The eight substantive chapters and introduction share a common perspective in arguing that distinctions in regime type (“democracy” versus “dictatorship”) alone offer little insight into critical differences and similarities between these Asian giants in terms of either policies or performance. A wide variety of subnational and transnational actors, from municipal governments to international organizations, and from local NGO activists to a far-flung diaspora, have been—and will continue to be—decisive.

State fragility is a much-debated yet underinvestigated concept in the development and international security worlds. Based on years of research as part of the Country Indicators for Foreign Policy project at Carleton University, Exiting the Fragility Trap marks a major step toward remedying the lack of research into the so-called fragility trap. In examining the nature and dynamics of state transitions in fragile contexts, with a special emphasis on states that are trapped in fragility, David Carment and Yiagadeesen Samy ask three questions: Why do some states remain stuck in a fragility trap? What lessons can we learn from those states that have successfully transitioned from fragility to stability and resilience? And how can third-party interventions support fragile state transitions toward resilience?
Carment and Samy consider fragility’s evolution in three state types: countries that are trapped, countries that move in and out of fragility, and countries that have exited fragility. Large-sample empirical analysis and six comparative case studies—Pakistan and Yemen (trapped countries), Mali and Laos (in-and-out countries), and Bangladesh and Mozambique (exited countries)—drive their investigation, which breaks ground toward a new understanding of why some countries fail to see sustained progress over time.
The creation and preservation of capable states is a lengthy, laborious, and multifaceted process, fraught with opportunities for failure and misspent resources. It requires time, commitment, innovative ideas, consensus building, new rules of the game, efficient design and resource allocation in technical assistance, and considerable good luck. By the mid-1990s, the imperative to improve government performance had been added to the development agenda precisely because of greater awareness that neither markets nor democracies could function well--or perhaps function at all--unless governments' efficiency, effectiveness, and responsiveness are improved.

New States in the Modern World is probably the first book to consider new states in relationship to their effect on world political order. This volume of original essays focuses on the origins and current status of the new African states and one Arab-African state, Egypt.
Despite their many distinguishing features, the new nations all have in common the colonial experience, which has formulated their major political attributes. The eminent authors of these studies describe the structural problems of new states, particularly the role of ideology, the patterns of internal conflict, and the character of political cleavages. Of special concern are the ways in which international organization induced the formation of new states and, conversely, the impact the new nations have had on the international system. In this volume of essays, contributors associated with the Center for Civil-Military Relations in Monterey, California, offer firsthand observations about civil-military relations in a broad range of regions including Latin America, Africa, Asia, and Eastern Europe. Despite diversity among the consolidating democracies of the world, their civil-military problems and solutions are similar—soldiers and statesmen must achieve a deeper understanding of one another, and be motivated to interact in a mutually beneficial way. The unifying theme of this collection is the creation and development of the institutions whereby democratically elected civilians achieve and exercise power over those who hold a monopoly on the use of force within a society, while ensuring that the state has sufficient and qualified armed forces to defend itself against internal and external aggressors. Although these essays address a wide variety of institutions and situations, they each stress a necessity for balance between democratic civilian control and military effectiveness.

From its beginning in Polybius' interpretation of the classical concept of "mixed government," the author traces the theory of constitutionalism through its late medieval appearance in the Conciliar Movement of church reform and in the Huguenot defense of minority rights.
