On December 4, 1865, members of the 39th United States Congress walked into the Capitol Building to begin their first session after the end of the Civil War. They understood their responsibility to put the nation back on the path established by the American Founding Fathers. The moment when the Republicans in the Reconstruction Congress remade the nation and renewed the law is in a class of rare events. The Civil War should be seen in this light.

In From Oligarchy to Republicanism: The Great Task of Reconstruction, Forrest A. Nabors shows that the ultimate goal of the Republican Party, the war, and Reconstruction was the same. This goal was to preserve and advance republicanism as the American founders understood it, against its natural, existential enemy: oligarchy. The principle of natural equality justified American republicanism and required abolition and equal citizenship. Likewise, slavery and discrimination on the basis of color stand on the competing moral foundation of oligarchy, the principle of natural inequality, which requires ranks.

The effect of slavery and the division of the nation into two “opposite systems of civilization” are causally linked. Charles Devens, a lawyer who served as a general in the Union Army, and his contemporaries understood that slavery’s existence transformed the character of political society.

One of those dramatic effects was the increased power of slaveowners over those who did not have slaves. When the slave state constitutions enumerated slaves in apportioning representation using the federal three-fifths ratio or by other formulae, intra-state sections where slaves were concentrated would receive a substantial grant of political power for slave ownership. In contrast, low slave-owning sections of the state would lose political representation and political influence over the state. This contributed to the non-slaveholders’ loss of political liberty in the slave states and provided a direct means by which the slaveholders acquired and maintained their rule over non-slaveholders.

This book presents a shared analysis of the slave South, synthesized from the writings and speeches of the Republicans who served in the Thirty-Eighth, Thirty-Ninth or Fortieth Congress from 1863-1869. The account draws from their writings and speeches dated before, during, and after their service in Congress. Nabors shows how the Republican majority, charged with the responsibility of reconstructing the South, understood the South.

Republicans in Congress were generally united around the fundamental problem and goal of Reconstruction. They regarded their work in the same way as they regarded the work of the American founders. Both they and the founders were engaged in regime change, from monarchy in the one case, and from oligarchy in the other, to republicanism. The insurrectionary states’ governments had to be reconstructed at their foundations, from oligarchic to republican. The sharp differences within Congress pertained to how to achieve that higher goal.

In this fascinating work, Paul Nagel tells the full story of George Caleb Bingham (1811–1879), one of America’s greatest nineteenth-century painters. While Nagel assesses Bingham’s artistic achievements, he also portrays another very important part of the artist’s career—his service as a statesman and political leader in Missouri. Until now, Bingham’s public service has been largely forgotten, overshadowed by his triumph as a great artist. Yet Nagel finds there were times when Bingham yearned more to be a successful politician than to be a distinguished painter.
            Born in Virginia, Bingham moved with his family to Missouri when he was eight years old. He spent his youth in Arrow Rock, Missouri, and returned there as an adult. He also kept art studios in Columbia and St. Louis. In his last years, he served as the first professor of art at the University of Missouri in Columbia. Because of his ties to the state, he was known nationally as “the Missouri artist.” Bingham began his distinguished public service to Missouri as a member of the legislature. During the Civil War, he grew even more politically involved, holding the office of state treasurer, and he remained active throughout the period of Reconstruction. From 1875 to 1877, Bingham served as Missouri’s adjutant general, with most of that time spent in Washington, D. C., where he attempted to settle Missourians’ war claims against the federal government.
            Contrary to the idyllic scenes portrayed in most of his paintings, Bingham’s life ranged from moments of high achievement to times of intense distress and humiliation. His career was often touched by controversy, sorrow, and frustration. Personal letters and other manuscripts reveal Bingham’s life to be quite complicated, and Paul Nagel attempts to uncover the truth in this biography.
            Beautifully illustrated, this book includes a magnificent landscape entitled Horse Thief, which had been missing since Bingham painted it sometime around 1852. Recently discovered by art historian Fred R. Kline, this splendid work will appear in print for the first time. Anyone who has an interest in art, Missouri history, or politics will find this new book extremely valuable.

In George Eliot’s Dialogue with John Milton, Anna K. Nardo details how Eliot reimagined Milton’s life and art to write epic novels for an age of unbelief. Nardo demonstrates that Eliot directly engaged Milton’s poetry, prose, and the well-known legends of his life—transposing, reframing, regendering, and thus testing both the stories told about Milton and the stories Milton told.
In Romola and Middlemarch, Eliot’s contemporary audience would immediately have recognized in her heroines’ stories the plight of Milton’s daughters—enlisted as readers for a blind poet and scholar. By evoking the well-known legends of Milton’s life in these novels, Eliot places Milton in dialogue with himself in order to imagine new possibilities. In Romola, a daughter uses what she has learned from one Miltonic father to liberate herself from subjugation to the other, and in Middlemarch, Eliot tests Milton’s fundamental assumptions about gender and knowledge by evoking, then reframing scenes from his life and his epic Paradise Lost.
This strategy for establishing a dialogue with authoritative discourse, which Eliot evolved in midcareer, is complex and elegant. Eliot’s first full-length novel, however, poses a direct challenge to the pastoral assumptions of Milton’s “L’Allegro” and “Il Penseroso”—a challenge that she extends to the theology of Milton’s epic of a lost pastoral paradise. In Adam Bede, Eliot summons Miltonic patterns into situations that expose their absence, leaving not the denial of these patterns, but their echo. Having separated Milton’s characteristic patterns of choice from his theology, Eliot then began to experiment with transformations of the Miltonic hero. By reimagining the story of the virtuous Lady of Comus, Eliot discovers the possibility for a heroic deliverance for the beleaguered heroine of The Mill on the Floss. In Felix Holt and Daniel Deronda, she first characterizes a male protagonist as a Miltonic hero, and then confronts her female, rather than her male, protagonist with the trials faced by that hero.
In these complex transformations, we see Eliot’s strenuous and lifelong dialogue with Milton—a dialogue that liberated Eliot’s imagination. The author shows that Eliot opens the authoritative discourse by and about Milton to new possibilities envisioned by a towering female intellect. Scholars of both seventeenth-century and nineteenth-century British literature, especially those specializing in Eliot or Milton, as well as theorists engaged in the ongoing debate about intertextuality, will find this book of great interest.

The most bitter guerrilla conflict in American history raged along the Kansas-Missouri border from 1856 to 1865, making that frontier the first battleground in the struggle over slavery. That fiercely contested boundary represented the most explosive political fault line in the United States, and its bitter divisions foreshadowed an entire nation torn asunder. Jeremy Neely now examines the significance of the border war on both sides of the Kansas-Missouri line and offers a comparative, cross-border analysis of its origins, meanings, and consequences.

A narrative history of the border war and its impact on citizens of both states, The Border between Them recounts the exploits of John Brown, William Quantrill, and other notorious guerrillas, but it also uncovers the stories of everyday people who lived through that conflict. Examining the frontier period to the close of the nineteenth century, Neely frames the guerrilla conflict within the larger story of the developing West and squares that violent period with the more peaceful—though never tranquil—periods that preceded and followed it.

Focusing on the countryside south of the big bend in the Missouri River, an area where there was no natural boundary separating the states, Neely examines three border counties in each state that together illustrate both sectional division and national reunion. He draws on the letters and diaries of ordinary citizens—as well as newspaper accounts, election results, and census data—to illuminate the complex strands that helped bind Kansas and Missouri together in post–Civil War America. He shows how people on both sides of the line were already linked by common racial attitudes, farming practices, and ambivalence toward railroad expansion; he then tells how emancipation, industrialization, and immigration eventually eroded wartime divisions and facilitated the reconciliation of old foes from each state.

Today the “border war” survives in the form of interstate rivalries between collegiate Tigers and Jayhawks, allowing Neely to consider the limits of that reconciliation and the enduring power of identities forged in wartime. The Border between Them is a compelling account of the terrible first act of the American Civil War and its enduring legacy for the conflict’s veterans, victims, and survivors, as well as subsequent generations.

In March 1929 hundreds of students at the University of Missouri received a questionnaire that asked their opinions of marriage, family, and sexual issues. Several questions were regarded as too intimate for university students, especially females. The so-called Sex Questionnaire, the product of a sociology class project, soon fell into the hands of the university’s president, dean of women, and the local press, which deemed it “A Filthy Questionnaire.” The Missouri legislature soon jumped into the controversy as the ensuing uproar went statewide and attracted national attention; a cry arose for the expulsion of the students and professors responsible. Beyond the questionnaire, rumors also circulated that something “too terrible” to mention had gone on at the university. Investigations followed, including one by the American Association of University Professors.
Although the controversy surrounding the questionnaire was not limited to sharp generational lines, college students—part of the decade’s “modern youth”—challenged Victorian ideas held by those who were frightened by the path American society seemed to be following during the 1920s. Nelson places the episode within the history and development of the University of Missouri as well as the “culture war” in America during the Jazz Age. He argues that the decade was marked by both change and the persistence of tradition. But while many sought change, radicals were few. What was actually lost in the Jazz Age was Victorianism and its rigid requirements for an orderly culture in which each member had a sharply defined role, violations of which carried societal sanctions.
Nelson uses the University of Missouri episode to demonstrate that while Victorianism’s unrealistic notions were lost, tradition and its most basic tenets—decorum, respect for authority, a sense of shame, strong family relationships, and the definition of right and wrong—survived. Employing previously untapped archival and printed material, Rumors of Indiscretion examines sexual attitudes, divorce, the “new woman,” the limits of academic expression, and much more in an exciting but uneasy time in American life.

The western fur trade era—a time when trappers and traders endured constant danger from man, beast, and weather—was one of the most colorful periods in American history. Over a decade ago, William R. Nester wrote the first biography of Robert Campbell (1804–1879); the subsequent discovery of nearly five hundred new documents, most from two major caches of letters, led to this even-more-detailed and vivid account of Campbell’s self-described “bold and dashing life.”

Campbell came to America from Ireland in 1822 and entered the fur trade soon after. He quickly rose from trapper to brigade leader to partner, all within a half dozen years, and this new edition includes an expanded narrative of his adventures in the Rocky Mountain fur trade. In the mid-1830s, having amassed considerable wealth, Campbell retired from the mountains and embarked on a new career. He returned to St. Louis and built up a business empire that embraced mercantile, steamboat, railroad, and banking interests, thus becoming a leading force behind the region’s economic development. A more extensive account of the cutthroat business world in which Campbell operated now enriches this portion of the book.

Nester masterfully depicts the “sterling character” for which Campbell was renowned. Campbell enjoyed deep and enduring friendships and strong familial ties, both in America and abroad. Although he was an outstanding businessman and philanthropist, his personal life was marred by tragedy. Ten of his thirteen children died prematurely. Despite those tragic losses, his faith in God never faltered. He believed that all worldly successes should honor God and once wrote that , “all worldly gain is but dross.” This edition elucidates the complex relations among his family and chronicles both tragic events and humorous incidents in more depth.

Exploring the letters, journals, and account books that Campbell left behind, Nester places him in the context of the times in which he lived, showing the economic, political, social, and cultural forces that provided the opportunities and challenges that shaped his life. Nester provides new insights into Campbell’s ownership of slaves, his attitudes toward slavery, and his behind-the-scenes political and economic activities during the Civil War. This comprehensive exploration of Robert Campbell’s life depicts a fascinating era in American history.

Many African Americans in Missouri are the descendants of slaves brought by the French or the Spanish to the Louisiana Territory in the 1700s or by Americans who moved from slave states after the Louisiana Purchase in the 1800s. In Hoecakes, Hambone, and All That Jazz, Rose M. Nolen explores the ways in which those Missouri “immigrants with a difference”—along with other Africans brought to America against their will—developed cultural, musical, and religious traditions that allowed them to retain customs from their past while adapting to the circumstances of the present.

Nolen writes, “Instead of the bond of common ancestors and a common language, which families had shared in Africa, the enslaved in the United States were bound together by skin color, hair texture, and condition of bondage. Out of this experience a strong sense of community was born.” Nolen traces the cultural traditions shaped by African Americans in Missouri from the early colonial period through the Civil War and Reconstruction and shows how those traditions were reshaped through the struggles of the civil rights movement and integration. Nolen demonstrates how the strong sense of community built on these traditions has sustained African Americans throughout their history.
 
Nolen focuses on some of the extraordinary Missourians produced by that community, among them William Wells Brown, “the first black man born in America to write plays, a novel, and accounts of his travels in Europe, as well as a ‘slave narrative’”; John Berry Meachum, a former slave who founded a “floating school,” anchored in the Mississippi River and thus exempt from state law, where blacks could be educated; J. W. “Blind” Boone, the celebrated composer and concert pianist; Elizabeth Keckley, who purchased her freedom, started her own business, and became dress designer and confidante to Mary Todd Lincoln; and Lucinda Lewis Haskell, daughter of a former slave, who helped establish the St. Louis Colored Orphan’s Home.
 
Hoecakes, Hambone, and All That Jazz recalls the many advances African Americans have made throughout Missouri’s history and uses the accomplishments of individuals to demonstrate the considerable contribution of African American culture to Missouri and all of the United States.

In 2008, American history was forever changed with the election of Barack Obama, the United States’ first African American president. However, Obama was far from the first African American to run for a public office or to face the complexities of race in a political campaign. For over a century, offices ranging from city mayor to state senator have been filled by African Americans, making race a factor in many elections.

In From Edward Brooke to Barack Obama, Dennis S. Nordin navigates the history of biracial elections by examining the experiences of a variety of African American politicians from across the country, revealing how voters, both black and white, respond to the issue of race in an election.
The idea to compare the African American political experience across several levels of office first occurred to Nordin as he was researching Arthur W. Mitchell’s 1934 congressional campaign. The question of white voter support was of particular significance, as was whether the continuation of that support depended upon his avoiding minority issues in office. To begin answering these questions and others, Nordin compares the experiences of eleven African American politicians. Taken from across the country to ensure a wide sample and accurate depiction of the subject, the case studies examined include Tom Bradley, mayor of Los Angeles; David Dinkins, mayor of New York; Freeman Bosley Jr., mayor of St. Louis; Senator Edward Brooke of Massachusetts; Senator Carol Moseley-Braun of Illinois; Governor L. Douglas Wilder of Virginia; and Representative J. C. Watts Jr. of Oklahoma, among others. As Nordin analyzes these individuals and their contribution to the whole, he concludes that biracial elections in the United States have yet to progress beyond race.

From Edward Brooke to Barack Obama investigates the implications of race in politics, a highly relevant topic in today’s American society. It offers readers a chronological overview of the progress made over the last several decades as well as shows where there is room for growth in the political arena. By taking a pertinent topic for the era and placing it in the context of history, Nordin successfully chronicles the roles of race and race relations in American politics.

In this fascinating biography, Dennis S. Nordin chronicles the life of Arthur Wergs Mitchell, the first black Democrat to be elected to Congress. Although he is now one of history's forgotten figures, Mitchell was once almost as well known among black college students as Jesse Owens and Joe Louis. Nordin, however, shows that Mitchell's achievements and thus his fame were the direct result of his dishonorable deeds.

Mitchell's life began humbly in rural Alabama in 1883. After a memorable boyhood, he studied briefly at Tuskegee Institute, which had a major effect on Mitchell's outlook. He went on to study law in Washington, D.C., and thereafter became involved in politics when the Republicans sent him to Chicago in 1928 to campaign for Herbert Hoover. Impressed by Chicago's ward system and patronage politics, he returned to the city and made a bid for a congressional seat, changing political parties in an effort to oust black Republican Congressman Oscar DePriest. To accomplish this, Mitchell resorted to "Uncle Tomming," ingratiating himself with the white bosses of the Chicago Machine.

Within five years a Machine nomination was in hand, and Mitchell found himself owing his political success and thus his loyalty to the Chicago Machine. Because he was under strict orders from Chicago Mayor Ed Kelly not to cause problems or be confrontational, Mitchell rarely, if ever, supported the interests of his constituents.

It was only in the later years of his political career that Mitchell began to show opposition to his Machine backing. He had been an opponent of the NAACP in his first years in Congress, but later became a strong supporter of an NAACP antilynching bill. In 1937, Mitchell sued three railroad companies for not offering equal treatment and accommodations for all passengers. The case went to the Supreme Court, which gave Mitchell a favorable ruling. As a result of these "confrontational" acts, the Chicago Machine quickly decided not to endorse Mitchell in the elections of 1942.

In his research, Nordin relies on such primary sources as manuscripts, newspapers, and court records, as well as information from interviews with Mitchell's friends, neighbors, colleagues, political rivals, and widow. Woven tightly together, these sources form a narrative that reveals a most complex and intriguing individual, a man whose political and moral views and acts were strongly linked to the goals of the great Chicago political Machine.

Missouri is well-known for its German American heritage, but the story of nineteenth-century German immigrant abolitionists is often neglected in discussions of the state’s history. This collection of ten original essays (with a foreword by renowned Missouri historian Gary Kremer), relates what unfolded when idealistic Germans, many of whom were highly educated and devoted to the ideals of freedom and democracy, left their homeland and settled in a pre–Civil War slave state. Fleeing political persecution during the 1830s and 1840s, immigrants such as Friedrich Münch, Eduard Mühl, Heinrich Boernstein, and Arnold Krekel arrived in the area now known as the Missouri German Heritage Corridor in hopes of finding a land more congenial to their democratic ideals. When they witnessed the state of enslaved Blacks, many of them became abolitionist activists and fervent supporters of Abraham Lincoln and the Union in the emerging Civil War. Editor Sydney Norton and the other contributing authors to Fighting for a Free Missouri explore the Germans’ abolitionist mission, their relationships with African Americans, and their activity in the radical wing of the Republican Party.
