The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use.

Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers.

In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. From selected Port Authority successes and failures, Philip Mark Plotch and Jen Nelles produce a significant and engaging account of a powerful governmental entity that offers durable lessons on collaboration, leadership, and the challenge of overcoming complex political challenges in modern America.

This book investigates the relationships between modern mathematics and science (in particular, quantum mechanics) and the mode of theorizing that Arkady Plotnitsky defines as "nonclassical" and identifies in the work of Bohr, Heisenberg, Lacan, and Derrida. Plotinsky argues that their scientific and philosophical works radically redefined the nature and scope of our knowledge. Building upon their ideas, the book finds a new, nonclassical character in the "dream of great interconnections" Bohr described, thereby engaging with recent debates about the "two cultures" (the humanities and the sciences).
Plotnitsky highlights those points at which the known gives way to the unknown (and unknowable). These points are significant, he argues, because they push the boundaries of thought and challenge the boundaries of disciplinarity. One of the book's most interesting observations is that key figures in science, in order to push toward a framing of the unknown, actually retreated into a conservative disciplinarity. Plotnitsky's informed, interdisciplinary approach is more productive than the disparaging attacks on postmodernism or scientism that have hitherto characterized this discourse.
Arkady Plotnitsky is Professor of English and Director, Theory and Cultural Studies Program, Purdue University. Trained in both mathematics and literary theory, he is author of several books, including In the Shadow of Hegel: Complementarity, History and the Unconscious and Reconfigurations: Critical Theory and General Economy.

Better known in his own times than later, Huan T’an (43 BCE–25 CE) was a scholar-official, independent in his thought and unafraid to criticize orthodox currents of his time. A practitioner of the Old Text exegesis of the Classics, he maintained a position on the court during a turbulent time of political crises, uprisings, and civil war, spanning the reigns of four emperors.
His principal work, Hsin-lun, differs from other books on political criticism in that it does not deal primarily with history but takes many examples from contemporary social and political life. While belonging to the Old Text group of court officials and scholars, Huan T’an differed radically from them in his stress on direct knowledge, in his range of practical experience, and in his outspoken criticism of popular opinions. He was not a systematic philosopher, but his ideas were influential in the return to a more worldly conception of Confucianism.
To translate Huan T’an’s writings, one must reconstruct the texts. Timoteus Pokora uses two nineteenth-century fragments as a basis around which to orient quotations from Hsin-lun from sixty-four other sources, primarily encyclopedias and commentaries. Pokora provides notes to give context to these short references and to account for discrepancies between quotations and originals, and he includes a large index to add coherence and points of entry.

  • Authentic texts are inaccessible to beginners.
  • Authentic texts cannot be used to teach grammar.
  • Shorter texts are more beneficial for language learners.
  • Activating background knowledge or making a word list is sufficient to prepare students for authentic texts.
  • Authentic texts can be used to teach only listening and reading.
  • Modifying or simplifying authentic texts always helps language learners.
  • For learners to benefit from using authentic texts, the associated tasks must also be authentic.
The Epilogue explores the challenges of using authentic texts in the classroom and calls for more research.

Bombing Pompeii examines the circumstances under which over 160 Allied bombs hit the archaeological site of Pompeii in August and September 1943, and the wider significance of this event in the history of efforts to protect cultural heritage in conflict zones, a broader issue which is still of great importance. From detailed examinations of contemporary archival document, Nigel Pollard shows that the bomb damage to ancient Pompeii was accidental, and the bombs were aimed at road and rail routes close to the site in an urgent attempt to slow down the reinforcement and supply of German counter- attacks that threatened to defeat the Allied landings in the Gulf of Salerno. The book sets this event, along with other instances of damage and risk to cultural heritage in Italy in the Second World War, in the context of the development of the Allied Monuments, Fine Arts, and Archives – the “Monuments Men.”

When one mentions "empire," one place probably comes to mind: Rome. The Romans conquered an empire that covered almost the complete extent of their known world. With a territory that large, there was, of course, a huge cultural diversity between the different corners of the empire. How could the central authority in Rome bring together all the different cultures, religions and customs under one administrative umbrella? Soldiers, Cities and Civilians in Roman Syria explores some of the interactions between the imperial authority and the subjected peoples in the territory of Syria. It looks at how the imperial power controlled its subjects, how the agents of the imperial power (administrators, soldiers, etc.) interacted with those subjects, and what impact the imperial power had on the culture of ruled territories. The Roman empire had few civilian administrators, so soldiers were the representatives of imperial government to be encountered by many provincial civilians. Soldiers, Cities and Civilians in Roman Syria employs the evidence of Roman texts and documents and modern archaeological excavation as well as "alternative" sources, such as the literature of the subject peoples and informal texts such as graffiti, to examine the relationship between soldiers and civilians in the important frontier province of Syria.

The fundamental importance of the 1787 Constitutional Convention continues to affect contemporary politics. The Constitution defines the structure and limits of the American system of government, and it organizes contemporary debates about policy and legal issues—debates that explicitly invoke the intentions and actions of those delegates to the Convention. Virtually all scholarship emphasizes the importance of compromise between key actors or factions at the Convention. In truth, the deep structure of voting at the Convention remains somewhat murky because the traditional stories are incomplete. There were three key factions at the Convention, not two. The alliance of the core reformers with the slave interests helped change representation and make a stronger national government. When it came time to create a strong executive, a group of small state delegates provided the crucial votes. Traditional accounts gloss over the complicated coalition politics that produced these important compromises, while this book shows the specific voting alignments. It is true that the delegates came with common purposes, but they were divided by both interests and ideas into three crosscutting factions. There was no persistent dominant coalition of reformers or nationalists; rather, there was a series of minority factions allying with one another on the major issues to fashion the compromise. Founding Factions helps us understand the nature of shifting majorities and how they created the American government.

There is an alluring desire that research should lead us to find the practical knowledge that enables people to live a good life in a just and equitable society. This desire haunted the 19th century emergence of the social sciences as a discipline, then became more pronounced in the postwar mobilizations of research. Today that desire lives on in the international assessments of national schools and in the structure of professional education, both of which influence government modernization of schools and also provide for people’s well-being. American policy thus reflects research in which reforms are verified by “scientific, empirical evidences” about “what works” in experiments, and “will work” therefore in society.

The book explores the idea that practical and useful knowledge changes over time, and shows how this knowledge has been (re)visioned in contemporary research on educational reform, instructional improvement, and professionalization. The study of science draws on a range of social and cultural theories and historical studies to understand the politics of science, as well as scientific knowledge that is concerned with social and educational change. Research hopes to change social conditions to create a better life, and to shape people whose conduct embodies these valued characteristics—the good citizen, parent, or worker. Yet this hope continually articulates the dangers that threaten this future. Thomas Popkewitz explores how the research to correct social wrongs is paradoxically entangled with the inscription of differences that ultimately hamper the efforts to include.

Tarkanian (1988), have shaped college sports by permitting the emergence of a supercharged commercial enterprise with high financial stakes for institutions and individuals, while failing to guarantee adequate procedural protections for persons charged with wrongdoing within that enterprise. Brian L. Porto examines the conditions that led to the cases, the reasoning behind the justices' rulings, and the consequences of those rulings.

Arguing that commercialized college sports should be compatible with the goals of higher education and fair to all participants, Porto suggests that the remedy is a federal statute. His proposed College Sports Legal Reform Act would grant the NCAA a limited "educational exemption" from the antitrust laws, enabling it to enhance academic opportunities for athletes. The Act would also afford greater procedural protections to accused parties in NCAA disciplinary proceedings. Porto's prescription for reform in college sports makes a significant contribution to the debate about how best to address perennial problems in college sports such as cost containment, access to a meaningful education for athletes, and fairness in rule enforcement.

Powell shows that contributions have considerable influence in some state legislatures but very little in others. Using a national survey of legislators, she develops an innovative measure of influence and delineates the factors that explain this great variation across the 99 U.S. state legislative chambers.

Powell identifies the personal, institutional, and political factors that determine how much time a legislator devotes to personal fundraising and fundraising for the caucus. She shows that the extent of donors' legislative influence varies in ways corresponding to the same variations in the factors that determine fundraising time. She also confirms a link between fundraising and lobbying with evidence supporting the theory that contributors gain access to legislators based on donations, Powell's findings have important implications for the debate over the role of money in the legislative process.

Theodora Bosanquet was Henry James's secretary from 1907 until his death in 1916, one of the most significant periods of his long writing career. Her memoir Henry James at Work, originally published by Leonard and Virginia Woolf's Hogarth Press in 1924, recounts Bosanquet's association with James and provides a lively and engaging commentary on James's milieu, preferences, and attitudes, as well as on his process of writing and revision. Bosanquet is an intelligent and observant witness and reporter, and her objective and comparatively unbiased point of view makes the memoir especially valuable.
 
This enlarged and annotated edition rescues Bosanquet from the shadows of literary history and shows her to be a fascinating figure in her own right, a skilled writer and editor, an early feminist, and a contemporary of the Bloomsbury literary community. The book is enhanced by an essay about Bosanquet and her circle, and fascinating snippets from her diaries and letters, now in the Harvard University archives.

Soon after Henry James hired Theodora Bosanquet in 1907, the well-educated and dedicated Bosanquet became indispensable to James. In addition to the memoir Henry James at Work she published two other books, critical studies on Harriet Martineau and Paul Valéry. Following James’s death she became Executive Secretary of the International Federation of University Women and traveled extensively in support of the women’s suffrage movement. From 1935 to 1958 she was literary editor, then director, of the publication Time and Tide.

Antisthenes of Athens (c. 445-365 BCE) was a famous ancient disciple of Socrates, senior to Plato by fifteen years and inspirational to Xenophon. He is relevant to two of the greatest turning points in ancient intellectual history, from pre-Socraticism to Socraticism, and from classical Athens to the Hellenistic period. A better understanding of Antisthenes leads to a better understanding of the intellectual culture of Athens that shaped Plato and laid the foundations for Hellenistic philosophy and literature as well. Antisthenes wrote prolifically, but little of this text remains today. Susan Prince has collected all the surviving passages that pertain most closely to Antisthenes’ ancient reputation and literary production, translates them into English for the first time, and sets out the parameters for their interpretation, with close attention to the role Antisthenes likely played in the literary agenda of each ancient author who cited him.

This is the first translation of Antisthenes’ remains into English. Chapters present the ancient source, the original Greek passage, and necessary critical apparatus. The author then adds the modern English translation and notes on the context of the preservation, the significance of the testimonium, and on the Greek. Several new readings are proposed.

In Africa in Translation: A History of Colonial Linguistics in Germany and Beyond, 1814–1945, Sara Pugach works to fill this gap, arguing that Afrikanistik was essential to the construction of racialist knowledge in Germany. While in other countries biological explanations of African difference were central to African studies, the German approach was essentially linguistic, linking language to culture and national identity. Pugach traces this linguistic focus back to the missionaries’ belief that conversion could not occur unless the “Word” was allowed to touch a person’s heart in his or her native language, as well as to the connection between German missionaries living in Africa and armchair linguists in places like Berlin and Hamburg. Over the years, this resulted in Afrikanistik scholars using language and culture rather than biology to categorize African ethnic and racial groups. Africa in Translation follows the history of Afrikanistik from its roots in the missionaries’ practical linguistic concerns to its development as an academic subject in both Germany and South Africa throughout the nineteenth and twentieth centuries.

This book explores the largely unexamined history of Africans who lived, studied, and worked in the German Democratic Republic. African students started coming to the East in 1951 as invited guests who were offered scholarships by the East German government to prepare them for primarily technical and scientific careers once they returned home to their own countries. Drawn from previously unexplored archives in Germany, Ghana, Kenya, Zambia, and the United Kingdom, African Students in East Germany, 19491975 uncovers individual stories and reconstructs the pathways that African students took in their journeys to the GDR and what happened once they got there. The book places these experiences within the larger context of German history, questioning how ideas of African racial difference that developed from the eighteenth through the early twentieth centuries impacted East German attitudes toward the students.

The book additionally situates African experiences in the overlapping contexts of the Cold War and decolonization. During this time, nations across the Western and Soviet blocs were inviting Africans to attend universities and vocational schools as part of a drive to offer development aid to newly independent countries and encourage them to side with either the United States or Soviet Union in the Cold War. African leaders recognized their significance to both Soviet and American blocs, and played on the desire of each to bring newly independent nations into their folds. Students also recognized their importance to Cold War competition, and used it to make demands of the East German state. The book is thus located at the juncture of many different histories, including those of modern Germany, modern Africa, the Global Cold War, and decolonization.
