    A little-known fact about the prominent US psychologist and educator Carl E. Seashore (1866–1949) is that he was deeply involved in the American eugenics movement. He was among the US academics to support eugenics long before German Nazis embraced it. A titan in a host of disciplines and a proponent of radical education reform, Seashore used his positional power to promote a constellation of education reforms consistent with central precepts of eugenics. Many of these reforms, including tracking, gifted and talented programs, and high-stakes standardized testing, were adopted and remain standard practice in the United States today. He promulgated the idea that musical talent is biologically inheritable, and he developed the first standardized tests of musical talent; these tests were used by early-twentieth-century researchers in their attempts to determine whether there are race differences in musical talent. Seashore’s ideas and work profoundly shaped music education’s research trajectory, as well as enduring “commonsense” beliefs about musical ability. An intersectional analysis, “Destined to Fail” focuses on the relationship between eugenics and Seashore’s views on ability, race, and gender. Koza concludes that Seashore promoted eugenics and its companion, euthenics, because he was a true believer. She also discusses the longstanding silences surrounding Seashore’s participation in eugenics. As a diagnosis and critique of the present, “Destined to Fail” identifies resemblances and connections between past and present that illustrate the continuing influence of eugenics—and the systems of reasoning that made early-twentieth-century eugenics imaginable and seem reasonable—on education discourse and practice today. It maps out discursive, citational, and funding connections between eugenicists of the early twentieth-century and contemporary White supremacists; this mapping leads to some of Donald Trump’s supporters and appointees.

The result is a fascinating study of the potential of intergroup dialogue to improve relations across race and gender. First developed in the late 1980s, intergroup dialogues bring together an equal number of students from two different groups – such as people of color and white people, or women and men – to share their perspectives and learn from each other. To test the possible impact of such courses and to develop a standard of best practice, the authors of Dialogue Across Difference incorporated various theories of social psychology, higher education, communication studies and social work to design and implement a uniform curriculum in nine universities across the country. Unlike most studies on intergroup dialogue, this project employed random assignment to enroll more than 1,450 students in experimental and control groups, including in 26 dialogue courses and control groups on race and gender each. Students admitted to the dialogue courses learned about racial and gender inequalities through readings, role-play activities and personal reflections. The authors tracked students’ progress using a mixed-method approach, including longitudinal surveys, content analyses of student papers, interviews of students, and videotapes of sessions. The results are heartening: Over the course of a term, students who participated in intergroup dialogues developed more insight into how members of other groups perceive the world. They also became more thoughtful about the structural underpinnings of inequality, increased their motivation to bridge differences and intergroup empathy, and placed a greater value on diversity and collaborative action. The authors also note that the effects of such courses were evident on nearly all measures. While students did report an initial increase in negative emotions – a possible indication of the difficulty of openly addressing race and gender – that effect was no longer present a year after the course. Overall, the results are remarkably consistent and point to an optimistic conclusion: intergroup dialogue is more than mere talk. It fosters productive communication about and across differences in the service of greater collaboration for equity and justice. Ambitious and timely, Dialogue Across Difference presents a persuasive practical, theoretical and empirical account of the benefits of intergroup dialogue. The data and research presented in this volume offer a useful model for improving relations among different groups not just in the college setting but in the United States as well.

    Discovering Retroviruses begins with the pioneer scientists who first encountered these RNA-containing viruses and solved the mystery of their reproduction. Like other viruses, retroviruses invade the cells of a host organism to reproduce. What makes them “retro” is a unique process of genetic information transfer. Instead of transcribing DNA into RNA as all living cells do, they transcribe their RNA into DNA. This viral DNA is then spliced into the host’s genome, where the cell’s synthetic machinery is co-opted to make new virus particles. The 100,000 pieces of retroviral DNA in the human genome are remnants from multiple invasions of our ancestors’ “germline” cells—the cells that allow a host organism to reproduce. Most of these bits of retroviral DNA are degenerated fossils, but some have been exploited during evolution, with profound effects on our physiology.

    Some present-day circulating retroviruses cause cancers in humans and other animals. Others, like HIV, cause severe immunodeficiencies. But retroviruses also hold clues to innovative approaches that can prevent and treat these diseases. In laboratories around the world, retroviruses continue to shed light on future possibilities that are anything but “retro.”

But in today's volatile labor market, the tradition of upward mobility for all may be a thing of the past. In a competitive world of deregulated markets and demanding shareholders, many firms that once offered the opportunity for advancement to workers have remade themselves as leaner enterprises with more flexible work forces. Divergent Paths examines the prospects for upward mobility of workers in this changed economic landscape. Based on an innovative comparison of the fortunes of two generations of young, white men over the course of their careers, Divergent Paths documents the divide between the upwardly mobile and the growing numbers of workers caught in the low-wage trap. The first generation entered the labor market in the late 1960s, a time of prosperity and stability in the U.S. labor market, while the second generation started work in the early 1980s, just as the new labor market was being born amid recession, deregulation, and the weakening of organized labor. Tracking both sets of workers over time, the authors show that the new labor market is more volatile and less forgiving than the labor market of the 1960s and 1970s. Jobs are less stable, and the penalties for failing to find a steady employer are more severe for most workers. At the top of the job pyramid, the new nomads—highly credentialed, well-connected workers—regard each short-term project as a springboard to a better-paying position, while at the bottom, a growing number of retail workers, data entry clerks, and telemarketers, are consigned to a succession of low-paying, dead-end jobs. While many commentators dismiss public anxieties about job insecurity as overblown, Divergent Paths carefully documents hidden trends in today's job market which confirm many of the public's fears. Despite the celebrated job market of recent years, the authors show that the old labor market of the 1960s and 1970s propelled more workers up the earnings ladder than does today's labor market. Divergent Paths concludes with a discussion of policy strategies, such as regional partnerships linking corporate, union, government, and community resources, which may help repair the career paths that once made upward mobility a realistic ambition for all American workers.

    More than half a century after the first Jim Crow laws were dismantled, the majority of urban neighborhoods in the United States remain segregated by race. The degree of social and economic advantage or disadvantage that each community experiences—particularly its crime rate—is most often a reflection of which group is in the majority. As Ruth Peterson and Lauren Krivo note in Divergent Social Worlds, "Race, place, and crime are still inextricably linked in the minds of the public." This book broadens the scope of single-city, black/white studies by using national data to compare local crime patterns in five racially distinct types of neighborhoods. Peterson and Krivo meticulously demonstrate how residential segregation creates and maintains inequality in neighborhood crime rates. Based on the authors' groundbreaking National Neighborhood Crime Study (NNCS), Divergent Social Worlds provides a more complete picture of the social conditions underlying neighborhood crime patterns than has ever before been drawn. The study includes economic, social, and local investment data for nearly nine thousand neighborhoods in eighty-seven cities, and the findings reveal a pattern across neighborhoods of racialized separation among unequal groups. Residential segregation reproduces existing privilege or disadvantage in neighborhoods—such as adequate or inadequate schools, political representation, and local business—increasing the potential for crime and instability in impoverished non-white areas yet providing few opportunities for residents to improve conditions or leave. And the numbers bear this out. Among urban residents, more than two-thirds of all whites, half of all African Americans, and one-third of Latinos live in segregated local neighborhoods. More than 90 percent of white neighborhoods have low poverty, but this is only true for one quarter of black, Latino, and minority areas. Of the five types of neighborhoods studied, African American communities experience violent crime on average at a rate five times that of their white counterparts, with violence rates for Latino, minority, and integrated neighborhoods falling between the two extremes. Divergent Social Worlds lays to rest the popular misconception that persistently high crime rates in impoverished, non-white neighborhoods are merely the result of individual pathologies or, worse, inherent group criminality. Yet Peterson and Krivo also show that the reality of crime inequality in urban neighborhoods is no less alarming. Separate, the book emphasizes, is inherently unequal. Divergent Social Worlds lays the groundwork for closing the gap—and for next steps among organizers, policymakers, and future researchers.     The value of a theory of deterrence lies in its ability to reconstruct and predict strategic behavior accurately and consistently. Contemporary scholarship on deterrence has drawn upon decision models and classical game theory, with some success, to explain how deterrence works. But the field is marked by unconnected and sometimes contradictory hypotheses that may explain one type of situation while being inapplicable to another.

    The Dynamics of Deterrence is the first comprehensive treatment of deterrence theory since the mid-1960s. Frank C. Zagare introduces a new theoretical framework for deterrence that is rigorous, consistent, and illuminating. By placing the deterrence relationship in a "theory of moves" framework, Zagare is able to remedy the defects of other models. His approach is illustrated by and applied to a number of complex deterrence situations: the Berlin crisis of 1948, the Middle East crises of 1967 and 1973, and The Falkland/Malvinas crisis of 1980. He also examines the strategic relationship between the United States and the Soviet Union from 1945 to the present.

    Zagare studies the dynamics of both mutual and unilateral deterrence games in nuclear and non-nuclear situations, and the impact of credibility, capability, and power asymmetries on deterrence stability. He shows that his theory is applicable for analyzing deterrence situations between allies as well as between hostile states. One of the additional strengths of his model, however, is its general usefulness for other levels and settings, such as deterrence games played by husband and wife, parent and child, employer and employee, and the state and its citizens. With its lucid prose and illustrative examples, The Dynamics of Deterrence will be of interest to a wide audience in international relations, peace studies, and political science.
