An investigation of the practice of “commoning” in urban housing and its necessity for challenging economic injustice in our rapidly gentrifying cities
Provoked by mass evictions and the onset of gentrification in the 1970s, tenants in Washington, D.C., began forming cooperative organizations to collectively purchase and manage their apartment buildings. These tenants were creating a commons, taking a resource—housing—that had been used to extract profit from them and reshaping it as a resource that was collectively owned by them.
In Carving Out the Commons, Amanda Huron theorizes the practice of urban “commoning” through a close investigation of the city’s limited-equity housing cooperatives. Drawing on feminist and anticapitalist perspectives, Huron asks whether a commons can work in a city where land and other resources are scarce and how strangers who may not share a past or future come together to create and maintain commonly held spaces in the midst of capitalism. Arguing against the romanticization of the commons, she instead positions the urban commons as a pragmatic practice. Through the practice of commoning, she contends, we can learn to build communities to challenge capitalism’s totalizing claims over life.
The editors and contributors to this volume are not willing to accept what is known as uneven development, where some cities win and some lose. They look at two practical consequences of urban growth: the change in residence patterns as neighborhoods gentrify, and the change in employment patterns, as factory workers lose jobs and white-collar workers gain jobs. The editors' goal is to highlight the alternatives to uneven development and to the growth ideology. They outline and advocate specific policies, including affordable housing, changes in taxation, and direct community participation in planning and zoning decisions.
Challenging Uneven Development begins with a rousing discussion of the pervasiveness of the community redevelopment ideology. The growth machine defines the language of the debate. The next group of chapters examine residence patterns--how communities have organized to fight gentrification, why residential integration is essential for good planning as well as morality, and what strategies can be used to achieve racial diversity. Another chapter emphasizes the role of lenders in regulating the flow of credit within communities. Disinvestment by credit providers causes decline, and opens the way for gentrification, which displaces local residents. The impact of taxes in stimulating the growth machine is also explained.
Later chapters move beyond gentrification issues to examine other problems of economic restructuring. They look at how blacks, Latinos, and women have been affected by the growth of service sector jobs. The final chapter serves as a strategic guide to those who wish to establish a progressive agenda for community-based economic development. The authors call for social change, not unimaginative reform.

Questions increasingly dominant urban planning orthodoxies and whether they truly serve everyday city dwellers
What makes some cities world class? Increasingly, that designation reflects the use of a toolkit of urban planning practices and policies that circulates around the globe. These strategies—establishing creative districts dedicated to technology and design, “greening” the streets, reinventing historic districts as tourist draws—were deployed to build a globally competitive Buenos Aires after its devastating 2001 economic crisis. In this richly drawn account, Jacob Lederman explores what those efforts teach us about fast-evolving changes in city planning practices and why so many local officials chase a nearly identical vision of world-class urbanism.
Lederman explores the influence of Northern nongovernmental organizations and multilateral agencies on a prominent city of the global South. Using empirical data, keen observations, and interviews with people ranging from urban planners to street vendors he explores how transnational best practices actually affect the lives of city dwellers. His research also documents the forms of resistance enacted by everyday residents and the tendency of local institutions and social relations to undermine the top-down plans of officials. Most important, Lederman highlights the paradoxes of world-class urbanism: for instance, while the priorities identified by international agencies are expressed through nonmarket values such as sustainability, inclusion, and livability, local officials often use market-centric solutions to pursue them. Further, despite the progressive rhetoric used to describe urban planning goals, in most cases their result has been greater social, economic, and geographic stratification.
Chasing World-Class Urbanism is a much-needed guide to the intersections of culture, ideology, and the realities of twenty-first-century life in a major Latin American city, one that illuminates the tension between technocratic aspirations and lived experience.
Chicago: Metropolis of the Mid-Continent provides a comprehensive portrayal of the growth and development of Chicago from the mudhole of the prairie to today’s world-class city. This completely revised fourth edition skillfully weaves together the geography, history, economy, and culture of the city and its suburbs with a special emphasis on the role of the many ethnic and racial groups that comprise the “real Chicago” of its neighborhoods. Cutler demonstrates how the geography of “Chicagoland” and the influx of a diverse population spurred transportation, industrial technology, the economy, and sporadic planning to foster rapid urban growth, which brought both great progress and severe problems.

A history of San Francisco that studies change in the postwar urban landscape in relation to the city's queer culture.
The City Aroused is a lively history of urban development and its influence on queer political identity in postwar San Francisco. By reconstructing the planning and queer history of waterfront drinking establishments, Damon Scott shows that urban renewal was a catalyst for community organizing among racially diverse operators and patrons with far-reaching implications for the national gay rights movement.
Following the exclusion of suspected homosexuals from the maritime trades in West Coast ports in the early 1950s, seamen’s hangouts in the city came to resemble gay bars. Local officials responded by containing the influx of gay men to a strip of bars on the central waterfront while also making plans to raze and rebuild the area. This practice ended when city redevelopment officials began acquiring land in the early 1960s. Aided by law enforcement, they put these queer social clubs out of business, replacing them with heteronormative, desexualized land uses that served larger postwar urban development goals. Scott argues that this shift from queer containment to displacement aroused a collective response among gay and transgender drinking publics who united in solidarity to secure a place in the rapidly changing urban landscape.
The American West, from the beginning of Euro-American settlement, has been shaped by diverse ideas about how to utilize physical space and natural environments to create cohesive, sometimes exclusive community identities. When westerners developed their towns, they constructed spaces and cultural identities that reflected alternative understandings of modern urbanity. The essays in City Dreams, Country Schemes utilize an interdisciplinary approach to explore the ways that westerners conceptualized, built, and inhabited urban, suburban, and exurban spaces in the twentieth century.
The contributors examine such topics as the attractions of open space and rural gentrification in shaping urban development; the role of tourism in developing national parks, historical sites, and California's Napa Valley; and the roles of public art, gender, and ethnicity in shaping urban centers. City Dreams, Country Schemes reveals the values and expectations that have shaped the West and the lives of the people who inhabit it.
Where water supply, railway transportation, and oil reserves have been abundant, towns in central West Texas have prospered; where these resources are few, settlements have maintained only slight growth or disappeared entirely. Supporting his conclusions with profuse statistical evidence, Robert L. Martin traces the economic development of six major towns in the area, all with over 10,000 residents in 1960: Lamesa, Snyder, Sweetwater, Big Spring, Midland, and Odessa.
Ranching brought the first settlers to West Texas in the 1870s and dominated the economy until 1900. In the 1880s farmers began to arrive, and between 1900 and 1930 agricultural production replaced ranching as the most important industry.
With the influx of population came the railroad, and small settlements were established along its route. Those with sufficient water supply prospered and, as counties were organized, became county seats and supply centers for the surrounding agricultural regions.
The land could not support a large agricultural population, and agriculture-related manufactures soon drew population to the towns. However, it was not until the oil discoveries of the 1920's that the modern city emerged. After World War II, oil production and oil-related industries generated great wealth and caused a boom in population growth and urban development. Despite the growth in prosperity, the economy is precariously balanced. Urban centers dependent on oil—an industry of limited life—have matured in an area without sufficient water or agricultural resources to support them. Martin concludes that, without careful planning and a solution to the water problem, these cities could some day become ghost towns on the plains.
Combining insights from urban studies, cultural geography, and urban sociology with extensive research in South Africa, Murray reflects on the implications of Johannesburg’s dual character as a city of fortified enclaves that proudly displays the ostentatious symbols of global integration and the celebrated “enterprise culture” of neoliberal design, and as the “miasmal city” composed of residual, peripheral, and stigmatized zones characterized by signs of a new kind of marginality. He suggests that the “global cities” paradigm is inadequate to understanding the historical specificity of cities in the Global South, including the colonial mining town turned postcolonial megacity of Johannesburg.
City of Hope, City of Rage gives a fascinating account of three turbulent and transformative decades in the history of Miami. Marked by mass immigration, racially motivated uprisings, economic inequity, rising crime, and social change, Miami’s history from 1968 to 1994 saw the city evolve rapidly from a predominantly white southern city and vacation spot into a global, Hispanic-majority metropolis with an international tourist base. And yet Miami remains highly segregated today.
Exploring beyond the clichés of the Magic City as a bastion of hope for immigrants, a fantasy of beaches and art deco architecture, or a hotbed of drugs and crime, historian Seth A. Weitz reveals the social, political, and cultural shifts that transformed the city. Utilizing archival research and personal stories to reveal the diverse experiences of Miami’s Black, Latinx, Jewish, and LGBTQ+ communities, Weitz explores the struggles for social justice, the rise of the drug trade, and the ongoing fight to mold Miami’s image.

A kaleidoscopic view of the corruption that resulted when local land owners, media barons, and railroads converged to build the city, this suspenseful narrative explores how new governmental technologies and engineering feats propelled the rationality of privatization using their property-owning servants as tools.
Valle's tale of corporate greed begins with the city's founder James M. Stafford and ends with present day corporate heir, Edward Roski Jr., the nation's biggest industrial developerùco-owner of the L.A. Staples Arena and possible future owner of California's next NFL franchise. Not to be forgotten in Valle's captivating story are Latino working class communities living within Los Angeles's distribution corridors, who suffer wealth disparities and exposure to air pollution as a result of diesel-burning trucks, trains, and container ships that bring global trade to their very doorsteps. They are among the many victims of City of Industry.
Hollywood and the news media have repeatedly depicted the inner-city retail store as a scene of racial conflict and acrimony. Civility in the City uncovers a quite different story. Jennifer Lee examines the relationships between African American, Jewish, and Korean merchants and their black customers in New York and Philadelphia, and shows that, in fact, social order, routine, and civility are the norm.
Lee illustrates how everyday civility is negotiated and maintained in countless daily interactions between merchants and customers. While merchant-customer relations are in no way uniform, most are civil because merchants actively work to manage tensions and smooth out incidents before they escalate into racially charged anger. Civility prevails because merchants make investments to maintain the day-to-day routine, recognizing that the failure to do so can have dramatic consequences.
How then do minor clashes between merchants and customers occasionally erupt into the large-scale conflicts we see on television? Lee shows how inner-city poverty and extreme inequality, coupled with the visible presence of socially mobile newcomers, can provide fertile ground for such conflicts. The wonder is that they occur so rarely, a fact that the media ignore.
For years, pundits have trumpeted the earthshattering changes that big data and smart networks will soon bring to our cities. But what if cities have long been built for intelligence, maybe for millennia? In Code and Clay, Data and Dirt Shannon Mattern advances the provocative argument that our urban spaces have been “smart” and mediated for thousands of years.

Recent research on inequality and poverty has shown that those born into low-income families, especially African Americans, still have difficulty entering the middle class, in part because of the disadvantages they experience living in more dangerous neighborhoods, going to inferior public schools, and persistent racial inequality. Coming of Age in the Other America shows that despite overwhelming odds, some disadvantaged urban youth do achieve upward mobility. Drawing from ten years of fieldwork with parents and children who resided in Baltimore public housing, sociologists Stefanie DeLuca, Susan Clampet-Lundquist, and Kathryn Edin highlight the remarkable resiliency of some of the youth who hailed from the nation’s poorest neighborhoods and show how the right public policies might help break the cycle of disadvantage.
Coming of Age in the Other America illuminates the profound effects of neighborhoods on impoverished families. The authors conducted in-depth interviews and fieldwork with 150 young adults, and found that those who had been able to move to better neighborhoods—either as part of the Moving to Opportunity program or by other means—achieved much higher rates of high school completion and college enrollment than their parents. About half the youth surveyed reported being motivated by an “identity project”—or a strong passion such as music, art, or a dream job—to finish school and build a career.
Yet the authors also found troubling evidence that some of the most promising young adults often fell short of their goals and remained mired in poverty. Factors such as neighborhood violence and family trauma put these youth on expedited paths to adulthood, forcing them to shorten or end their schooling and find jobs much earlier than their middle-class counterparts. Weak labor markets and subpar postsecondary educational institutions, including exploitative for-profit trade schools and under-funded community colleges, saddle some young adults with debt and trap them in low-wage jobs. A third of the youth surveyed—particularly those who had not developed identity projects—were neither employed nor in school. To address these barriers to success, the authors recommend initiatives that help transform poor neighborhoods and provide institutional support for the identity projects that motivate youth to stay in school. They propose increased regulation of for-profit schools and increased college resources for low-income high school students.
Coming of Age in the Other America presents a sensitive, nuanced account of how a generation of ambitious but underprivileged young Baltimoreans has struggled to succeed. It both challenges long-held myths about inner-city youth and shows how the process of “social reproduction”—where children end up stuck in the same place as their parents—is far from inevitable.
Social scientists have long argued over the links between crime and place. The authors of Communities and Crime provide an intellectual history that traces how varying images of community have evolved over time and influenced criminological thinking and criminal justice policy.
The authors outline the major ideas that have shaped the development of theory, research, and policy in the area of communities and crime. Lynch mobs, chain gangs, and popular views of black southern criminals that defined the Jim Crow South are well known. We know less about the role of the urban North in shaping views of race and crime in American society.

In the Anglo-Atlantic world of the late nineteenth century, groups of urban residents struggled to reconstruct their cities in the wake of industrialization and to create the modern city. New professional men wanted an orderly city that functioned for economic development. Women’s vision challenged the men’s right to reconstruct the city and resisted the prevailing male idea that women in public caused the city’s disorder.
Constructing the Patriarchal City compares the ideas and activities of men and women in four English-speaking cities that shared similar ideological, professional, and political contexts. Historian Maureen Flanagan investigates how ideas about gender shaped the patriarchal city as men used their expertise in architecture, engineering, and planning to fashion a built environment for male economic enterprise and to confine women in the private home. Women consistently challenged men to produce a more equitable social infrastructure that included housing that would keep people inside the city, public toilets for women as well as men, housing for single, working women, and public spaces that were open and safe for all residents.
Seeing the consequences of competitive school choice policy through students’ eyes
While policymakers often justify school choice as a means to alleviate opportunity and achievement gaps, an unanticipated effect is increased competition over access to coveted, high-performing schools. In A Contest without Winners, Kate Phillippo follows a diverse group of Chicago students through the processes of researching, applying to, and enrolling in public high school. Throughout this journey, students prove themselves powerful policy actors who carry out and redefine competitive choice.
Phillippo’s work amplifies the voices of students—rather than the parents, educators, public intellectuals, and policymakers who so often inform school choice research—and investigates how students interact with and emerge from competitive choice academically, developmentally, and civically. Through students’ experiences, she shows how competitive choice legitimates and exacerbates existing social inequalities; collides with students’ developmental vulnerability to messages about their ability, merit, and potential; and encourages young people’s individualistic actions as they come to feel that they must earn their educational rights. From urban infrastructure to income inequality to racial segregation, Phillippo examines the factors that shape students’ policy enactment and interpretation, as policymakers and educators ask students to compete for access to public resources.
With competitive choice, even the winners—the lucky few admitted to their dream schools—don’t outright win. A Contest without Winners challenges meritocratic and market-driven notions of opportunity creation for young people and raises critical questions about the goals we have for public schooling.

For forty years, as New York’s Lower East Side went from disinvested to gentrified, residents lived with a wound at the heart of the neighborhood, a wasteland of vacant lots known as the Seward Park Urban Renewal Area (SPURA). Most of the buildings on the fourteen-square-block area were condemned in 1967, displacing thousands of low-income people of color with the promise that they would soon return to new housing—housing that never came.
Over decades, efforts to keep out affordable housing sparked deep-rooted enmity and stalled development, making SPURA a dramatic study of failed urban renewal, as well as a microcosm epitomizing the greatest challenges faced by American cities since World War II.
Artist and urban scholar Gabrielle Bendiner-Viani was invited to enter this tense community to support a new approach to planning, which she accepted using collaboration, community organizing, public history, and public art. Having engaged her students at The New School in a multi-year collaboration with community activists, the exhibitions and guided tours of her Layered SPURA project provided crucial new opportunities for dialogue about the past, present, and future of the neighborhood.

Community Courts are designed to handle a city’s low-level offenses and quality-of-life crimes, such as littering, loitering, or public drunkenness. Court advocates maintain that these largely victimless crimes jeopardize the well-being of residents, businesses, and visitors. Whereas traditional courts might dismiss such cases or administer a small fine, community courts aim to meaningfully punish offenders to avoid disorder escalating to apocalyptic decline.
Courting the Community is a fascinating ethnography that goes behind the scenes to explore how quality-of-life discourses are translated into court practices that marry therapeutic and rehabilitative ideas. Christine Zozula shows how residents and businesses participate in meting out justice—such as through community service, treatment, or other sanctions—making it more emotional, less detached, and more legitimate in the eyes of stakeholders. She also examines both “impact panels,” in which offenders, residents, and business owners meet to discuss how quality-of-life crimes negatively impact the neighborhood, as well as strategic neighborhood outreach efforts to update residents on cases and gauge their concerns.
Zozula’s nuanced investigation of community courts can lead us to a deeper understanding of punishment and rehabilitation and, by extension, the current state of the American court system.
A moose frustrates commuters by wandering onto the highway; a cougar stalks his prey through suburban backyards; an alligator suns himself in a strip mall parking lot. Such stories, which regularly make headline news, highlight the blurred divide that now exists between civilization and wilderness.
In Coyote at the Kitchen Door, Stephen DeStefano draws on decades of experience as a biologist and conservationist to examine the interplay between urban sprawl and wayward wildlife. As he explores what our insatiable appetite for real estate means for the health and well-being of animals and ourselves, he highlights growing concerns, such as the loss of darkness at night because of light pollution. DeStefano writes movingly about the contrasts between constructed and natural environments and about the sometimes cherished, sometimes feared place that nature holds in our modern lives, as we cluster into cities yet show an increasing interest in the natural world.
Woven throughout the book is the story of one of the most successful species in North America: the coyote. Once restricted to the prairies of the West, this adaptable animal now inhabits most of North America—urban and wild alike. DeStefano traces a female coyote’s movements along a winding path between landscapes in which her species learned to survive and flourish. Coyote at the Kitchen Door asks us to rethink the meaning of progress and create a new suburban wildlife ethic.
The 4-mile-long, 550-acre Hudson River Park is nearing completion and is the largest park built in Manhattan since Central Park opened more than 150 years ago. It has transformed a derelict waterfront, protected the Hudson River estuary, preserved commercial maritime activities, created new recreational opportunities for millions of New Yorkers, enhanced tourism, stimulated redevelopment in adjacent neighborhoods, and set a precedent for waterfront redevelopment. The Park attracts seventeen million visitors annually. Creating the Hudson River Park is a first-person story of how this park came to be. Working together over three decades, community groups, civic and environmental organizations, labor, the real estate and business community, government agencies, and elected officials won a historic victory for environmental preservation, the use and enjoyment of the Hudson River, and urban redevelopment. However, the park is also the embodiment of a troubling trend toward the commercialization of America’s public parks.
After the defeat of the $2.4 billion Westway plan to fill 234 acres of the Hudson in 1985, the stage was set for the revitalization of Manhattan’s West Side waterfront. Between 1986 and 1998 the process focused on the basics like designing an appropriate roadway, removing noncompliant municipal and commercial activities from the waterfront, implementing temporary improvements, developing the Park’s first revenue-producing commercial area at Chelsea Piers, completing the public planning and environmental review processes, and negotiating the 1998 Hudson River Park Act that officially created the Park. From 1999 to 2009 planning and construction were funded with public money and focused on creating active and passive recreation opportunities on the Tribeca, Greenwich Village, Chelsea, and Hell’s Kitchen waterfronts.
However, initial recommendations to secure long term financial support for the Park from the increase in adjacent real estate values that resulted from the Park’s creation were ignored. City and state politicians had other priorities and public funding for the Park dwindled. The recent phase of the project, from 2010 to 2021, focused on “development” both in and adjacent to the Park. Changes in leadership, and new challenges provide an opportunity to return to a transparent public planning process and complete the redevelopment of the waterfront for the remainder of the 21st-century. Fox’s first-person perspective helps to document the history of the Hudson River Park, recognizes those who made it happen and those who made it difficult, and provides lessons that may help private citizens and public servants expand and protect the public parks and natural systems that are so critical to urban well-being.
Crossing Under the Hudson takes a fresh look at the planning and construction of two key links in the transportation infrastructure of New York and New Jersey--the Holland and Lincoln Tunnels. Writing in an accessible style that incorporates historical accounts with a lively and entertaining approach, Angus Kress Gillespie explores these two monumental works of civil engineering and the public who embraced them. He describes and analyzes the building of the tunnels, introduces readers to the people who worked there--then and now--and places the structures into a meaningful cultural context with the music, art, literature, and motion pictures that these tunnels, engineering marvels of their day, have inspired over the years.
Today, when new concerns about global terrorism may trump bouts of simple tunnel tension, Gillespie's Crossing Under the Hudson continues to cast a light at the end of the Holland and Lincoln Tunnels.
The Cultural Matrix seeks to unravel a uniquely American paradox: the socioeconomic crisis, segregation, and social isolation of disadvantaged black youth, on the one hand, and their extraordinary integration and prominence in popular culture on the other. Despite school dropout rates over 40 percent, a third spending time in prison, chronic unemployment, and endemic violence, black youth are among the most vibrant creators of popular culture in the world. They also espouse several deeply-held American values. To understand this conundrum, the authors bring culture back to the forefront of explanation, while avoiding the theoretical errors of earlier culture-of-poverty approaches and the causal timidity and special pleading of more recent ones.
There is no single black youth culture, but a complex matrix of cultures—adapted mainstream, African-American vernacular, street culture, and hip-hop—that support and undermine, enrich and impoverish young lives. Hip-hop, for example, has had an enormous influence, not always to the advantage of its creators. However, its muscular message of primal honor and sensual indulgence is not motivated by a desire for separatism but by an insistence on sharing in the mainstream culture of consumption, power, and wealth.
This interdisciplinary work draws on all the social sciences, as well as social philosophy and ethnomusicology, in a concerted effort to explain how culture, interacting with structural and environmental forces, influences the performance and control of violence, aesthetic productions, educational and work outcomes, familial, gender, and sexual relations, and the complex moral life of black youth.
A critical look at the political economy of urban bicycle infrastructure in the United States
Not long ago, bicycling in the city was considered a radical statement or a last resort, and few cyclists braved the inhospitable streets of most American cities. Today, however, the urban cyclist represents progress and the urban “renaissance.” City leaders now undertake ambitious new bicycle infrastructure plans and bike share schemes to promote the environmental, social, and economic health of the city and its residents. Cyclescapes of the Unequal City contextualizes and critically examines this new wave of bicycling in American cities, exploring how bicycle infrastructure planning has become a key symbol of—and site of conflict over—uneven urban development.
John G. Stehlin traces bicycling’s rise in popularity as a key policy solution for American cities facing the environmental, economic, and social contradictions of the previous century of sprawl. Using in-depth case studies from San Francisco, Philadelphia, and Detroit, he argues that the mission of bicycle advocacy has converged with, and reshaped, the urban growth machine around a model of livable, environmentally friendly, and innovation-based urban capitalism. While advocates envision a more sustainable city for all, the deployment of bicycle infrastructure within the framework of the neoliberal city in many ways intensifies divisions along lines of race, class, and space.
Cyclescapes of the Unequal City speaks to a growing interest in bicycling as an urban economic and environmental strategy, its role in the politics of gentrification, and efforts to build more diverse coalitions of bicycle advocates. Grounding its analysis in both regional political economy and neighborhood-based ethnography, this book ultimately uses the bicycle as a lens to view major shifts in today’s American city.
