The world’s richer democracies all provide such public benefits as pensions and health care, but why are some far more generous than others? And why, in the face of globalization and fiscal pressures, has the welfare state not been replaced by another model? Reconsidering the myriad issues raised by such pressing questions, Clem Brooks and Jeff Manza contend here that public opinion has been an important, yet neglected, factor in shaping welfare states in recent decades.
Analyzing data on sixteen countries, Brooks and Manza find that the preferences of citizens profoundly influence the welfare policies of their governments and the behavior of politicians in office. Small business has captured the imagination of both the popular press and politicians. The tradition that has created sympathy for the small entrepreneur has been strengthened in recent years by images of small firms as dynamic, growing, and flexible and of large firms as struggling, outdated, and intractable in the face of changing competitive environments. There is, it appears, an added fervor for America’s support of “the little guy.”
Employers Large and Small draws on existing data and new research to create a more complete picture of the roles of large and small employers, challenging much of the conventional wisdom. It argues that the oft-cited achievement of small firms in generating new jobs is primarily a reflection of the fact that industries in which the typical firm is small have grown rapidly in recent years.
The authors show that there are striking differences between large and small employers—that in fact large employers pay higher wages, offer better fringe benefits, and on average offer a more attractive package of working conditions and compensation. These differences reflect real challenges faced by small firms: they pay more for their nonlabor inputs and for many fringe benefits if they choose to offer them.
Employers Large and Small also goes beyond the workplace, examining the role of large and small employers in politics. Despite the typical portrayal of small business as the underdog in policy disputes, the political resources of small employers are substantial. The PAC contributions of small business, for example, are as large as those of labor unions and nearly two-thirds those of big business.
The authors show that the economic and political differences between large and small employers are sizable, are significant influences in the working lives of Americans, and are at odds with current policy assumptions.
Between the Civil War and World War II, Catholic charities evolved from volunteer and local origins into a centralized and professionally trained workforce that played a prominent role in the development of American welfare. Dorothy Brown and Elizabeth McKeown document the extraordinary efforts of Catholic volunteers to care for Catholic families and resist Protestant and state intrusions at the local level, and they show how these initiatives provided the foundation for the development of the largest private system of social provision in the United States.
It is a story tightly interwoven with local, national, and religious politics that began with the steady influx of poor Catholic immigrants into urban centers. Supported by lay organizations and by sympathetic supporters in city and state politics, religious women operated foundling homes, orphanages, protectories, reformatories, and foster care programs for the children of the Catholic poor in New York City and in urban centers around the country.
When pressure from reform campaigns challenged Catholic child care practices in the first decades of the twentieth century, Catholic charities underwent a significant transformation, coming under central diocesan control and growing increasingly reliant on the services of professional social workers. And as the Depression brought nationwide poverty and an overwhelming need for public solutions, Catholic charities faced a staggering challenge to their traditional claim to stewardship of the poor. In their compelling account, Brown and McKeown add an important dimension to our understanding of the transition from private to state social welfare.
The first comprehensive study and analysis of the most important Mississippian mound site on the north-central Gulf coast
Consisting of 18 earthen mounds and numerous additional habitation areas dating to A.D. 1250-1550, the Bottle Creek site was first professionally investigated in 1932 when David L. DeJarnette of the Alabama Museum of Natural History began work there to determine if the site had a cultural relationship with Moundville, connected to the north by a river system. Although partially mapped in the 1880s, Bottle Creek's location in the vast Mobile-Tensaw Delta of Baldwin County completely surrounded by swamp made it inaccessible and protected it from most of the plunder experienced by similar sites in the Southeast.
This volume builds on earlier investigations to present extensive recent data from major excavations conducted from 1991 to 1994 and supported in part by an NEH grant. Ten anthropologists examine various aspects of the site, including mound architecture, prehistoric diet, pottery classification, vessel forms, textiles used to make pottery impressions, a microlithic stone tool industry, water travel, the persistence of mound use into historic times, and the position of Bottle Creek in the protohistoric world.
The site is concluded to be the best remaining example of Pensacola culture, an archaeological variant of the widespread Mississippian tradition identified by a shell-tempered pottery complex and by its geographic association with the north-central coast of the Gulf of Mexico. Occupied for three centuries by a thriving native culture, Bottle Creek is an important remnant of North American peoples and as such is designated a National Historic Landmark. This published compilation of the research data should establish a base for future scholarly investigation and interpretation.

Kaqchikel is one of approximately thirty Mayan languages spoken in Belize, Guatemala, Mexico, and, increasingly, the United States. Of the twenty-two Mayan languages spoken in Guatemala, Kaqchikel is one of the four "mayoritarios," those with the largest number of speakers. About half a million people living in the central highlands between Guatemala City and Lake Atitlán speak Kaqchikel. And because native Kaqchikel speakers are prominent in the field of Mayan linguistics, as well as in Mayan cultural activism generally, Kaqchikel has been adopted as a Mayan lingua franca in some circles.
This innovative language-learning guide is designed to help students, scholars, and professionals in many fields who work with Kaqchikel speakers, in both Guatemala and the United States, quickly develop basic communication skills. Much has been written of the infantry and the cavalry during the Civil War, but little attention has been paid the artillery. Through the battles of Chickamauga and Missionary Ridge in 1863 and the Atlanta Campaign of 1864 and with General Sherman’s forces on the famous March to the Sea, the acts of a courageous fighting group are vividly recounted in Behind the Guns: The History of Battery I, 2nd Regiment, Illinois Light Artillery. Originally published in 1965 in a limited edition, this regimental history of a light artillery unit was written by three of its soldiers, including the bugler.
Battery I was formed in 1861 by Charles W. Keith of Joliet and Henry B. Plant of Peoria. More than a hundred men were mustered into service in December near Springfield and left for Cairo in February 1862. The battery trained at Camp Paine across the Ohio River in Kentucky until March, when the men were dispatched to the South. During the war, the Battery was attached to three different armies: the Army of the Mississippi, the Army of the Ohio, and the Army of the Cumberland.
Clyde C. Walton’s foreword and the narrative discuss the variety of weapons used by the unit, including James, Parrott, and Rodman guns and the bronze, muzzle-loading Napoleons that fired twelve-pound projectiles. The book also includes an account of the prisoner-of-war experience of Battery I lieutenant Charles McDonald, biographical sketches of the battery soldiers, and eighteen maps and five line drawings.

Robert Browning's friendship for Isabella Blagden was almost as remarkable as was his love for Elizabeth Barrett. After Elizabeth's death (June 1861), Browning went to England to educate their son, but he hoped eventually to return to Italy, principally so that he might be near his friend "Isa." He asked her to write to him once a month on the twelfth, promising to answer her letter on the nineteenth.
The fulfillment of this obligation resulted in a correspondence which is remarkable from the standpoint of continuity. Most collections of letters suffer from their fragmentary form; there are no continuing threads of interest which hold them together. Not so the letters which Browning wrote to Miss Blagden. They are not in the great English letter writing tradition, being obviously written for Isa rather than for posterity, but they are filled with the most intimate and interesting sort of gossip and informal exchanges of ideas which give them a character all their own.
One hundred and fifty-four letters from Browning to Isabella Blagden are known to be in existence; all of them are included in the present volume, together with copious explanatory notes and an illuminating introduction.

The Methamphetamine Industry in America describes the reality that the methamphetamine industry is a social phenomenon connecting local, national, and international communities and markets. The book details the results of a groundbreaking three-stage study, part of a joint initiative of the National Institute on Drug Abuse and the National Institute of Justice, in which police agencies across the United States were surveyed and their responses used to identify likely areas of study. Using extensive empirical studies of the candidates, the media, and the voters, Bruce Buchanan, executive director of the Markle Commission on the Media and the Electorate, traces the roots of popular dissatisfaction with the 1988 election. Buchanan argues that the campaign drifted too far from popular ideals of how democratic processes ought to work—that the substitution of negative advertising and quickie “sound bites” for reasoned debate on national problems and issues alienated much of the electorate, causing the lowest voter turnout in sixty-four years.
Negative campaigning, however, cannot bear the full blame for the 1988 election. While the Markle Commission offers specific recommendations for improvements in candidate and media performance, the great need, says Buchanan, is for voters to reclaim the electoral process, to insist that candidates and the media give enough information about positions and programs for voters to make informed choices. Voters need to be educated out of the idea that democratic elections and representative government can somehow occur without the participation of ordinary citizens.

Sardis was home to one of the earliest known Christian communities, appearing among the Seven Churches of Asia in the mid-first century AD. Between 1962 and 1973, the Archaeological Exploration of Sardis excavated two superimposed churches at the ancient site, one early Christian, one Byzantine. This richly illustrated volume documents the architecture and history of these buildings from the fourth to the sixteenth century.
The early Christian church, an aisled basilica with narthex and atrium, both decorated with floor mosaics, had a long and complicated history, starting in the fourth century and continuing into the ninth century. Built over its remains is a Byzantine church dating to the little-known Lascarid period, when Constantinople had fallen to the Fourth Crusade and western Asia Minor was home to an independent Christian empire. This building’s standing remains, scattered domes, and vaulting fragments support the reconstruction of an inscribed-cross church with six columns and five domes, enriched on the exterior by a variety of brick and terracotta decoration. Together, these buildings cast new light on a millennium of Christian worship at Sardis, from the first official recognition of Christianity until the end of the Byzantine era.

Enduring Controversies in Presidential Nominating Politics retraces the more than two hundred-year history of presidential elections in the United States to provide a primer on how the process has evolved from the days of the founders, through the heyday of nominating conventions, to today’s overwhelming interest in early primaries.
Original essays by the editors introduce, critique, and occasionally even refute a wide variety of historical readings including Alexander Hamilton’s defense of election procedures, excerpts of individual states’ nominations of candidates in 1824, an overview of the impact television has had on nominating conventions, and calls for a national rotating primary scheme in 2004. As a whole, the collection reveals the common threads that run through the history of the nominating process, and points out that today’s litany of complaints is not at all new.
The collection is divided into four sections. The first explores historical approaches to technology in the silent film, French cinema during the transition era, the films of the so-called New Hollywood, and the post-production sound business. The second investigates the practice of the singing voice in diverse repertories such as Bergman's films, Eighties teen films, and girls' voices in Brave and Frozen. The environmental impacts of sprawling development have been well documented, but few comprehensive studies have examined its economic costs. In 1996, a team of experts undertook a multi-year study designed to provide quantitative measures of the costs and benefits of different forms of growth. Sprawl Costs presents a concise and readable summary of the results of that study.
The authors analyze the extent of sprawl, define an alternative, more compact form of growth, project the magnitude and location of future growth, and compare what the total costs of those two forms of growth would be if each was applied throughout the nation. They analyze the likely effects of continued sprawl, consider policy options, and discuss examples of how more compact growth would compare with sprawl in particular regions. Finally, they evaluate whether compact growth is likely to produce the benefits claimed by its advocates.

This volume examines the limits Islam, Judaism, and Christianity have set for the use of coercive violence. Mike Burns—born Hoomothya—was around eight years old in 1872 when the US military murdered his family and as many as seventy-six other Yavapai men, women, and children in the Skeleton Cave Massacre in Arizona. One of only a few young survivors, he was adopted by an army captain and ended up serving as a scout in the US army and adventuring in the West. Before his death in 1934, Burns wrote about the massacre, his time fighting in the Indian Wars during the 1880s, and life among the Kwevkepaya and Tolkepaya Yavapai. His precarious position between the white and Native worlds gives his account a distinctive narrative voice.
Because Burns was unable to find a publisher during his lifetime, these firsthand accounts of history from a Native perspective remained unseen through much of the twentieth century, archived at the Sharlot Hall Museum in Prescott. Now Gregory McNamee has brought Burns's text to life, making this extraordinary tale an accessible and compelling read. Generations after his death, Mike Burns finally gets a chance to tell his story.
This autobiography offers a missing piece of Arizona history—as one of the only Native American accounts of the Skeleton Cave Massacre—and contributes to a growing body of history from a Native perspective. Central to Burns's analysis is Motoori Norinaga’s Kojikiden, arguably the most important intellectual work of Japan's early modern period. Burns situates the Kojikiden as one in a series of attempts to analyze and interpret the mythohistories dating from the early eighth century, the Kojiki and Nihon shoki. Norinaga saw these texts as keys to an original, authentic, and idyllic Japan that existed before being tainted by "flawed" foreign influences, notably Confucianism and Buddhism. Hailed in the nineteenth century as the begetter of a new national consciousness, Norinaga's Kojikiden was later condemned by some as a source of Japan's twentieth-century descent into militarism, war, and defeat. Burns looks in depth at three kokugaku writers—Ueda Akinari, Fujitani Mitsue, and Tachibana Moribe—who contested Norinaga's interpretations and produced competing readings of the mythohistories that offered new theories of community as the basis for Japanese social and cultural identity. Though relegated to the footnotes by a later generation of scholars, these writers were quite influential in their day, and by recovering their arguments, Burns reveals kokugaku as a complex debate—involving history, language, and subjectivity—with repercussions extending well into the modern era.
