Focusing on sugar communities in eastern and central Cuba, McGillivray recounts how farmers and workers pushed the Cuban government to move from exclusive to inclusive politics and back again. The revolutionary caudillo networks that formed between 1895 and 1898, the farmer alliances that coalesced in the 1920s, and the working-class groups of the 1930s affected both day-to-day local politics and larger state-building efforts. Not limiting her analysis to the island, McGillivray shows that twentieth-century Cuban history reflected broader trends in the Western Hemisphere, from modernity to popular nationalism to Cold War repression.
Originalism holds that the U.S. Constitution should be interpreted according to its meaning at the time it was enacted. In their innovative defense of originalism, John McGinnis and Michael Rappaport maintain that the text of the Constitution should be adhered to by the Supreme Court because it was enacted by supermajorities—both its original enactment under Article VII and subsequent Amendments under Article V. A text approved by supermajorities has special value in a democracy because it has unusually wide support and thus tends to maximize the welfare of the greatest number.
The authors recognize and respond to many possible objections. Does originalism perpetuate the dead hand of the past? How can following the original meaning be justified, given that African Americans and women were excluded from the enactment of the Constitution in 1787 and many of its subsequent Amendments? What is originalism’s place in interpretation of the Constitution, when after two hundred years there is so much non-originalist precedent?
A fascinating counterfactual they pose is this: had the Supreme Court not interpreted the Constitution so freely, perhaps the nation would have resorted to the Article V amendment process more often and with greater effect. In the 1980s, world recession, drought, civil conflict, and other forces brought major economic upheaval to the countries of Sub-Saharan Africa. Most of the early efforts by governments to stabilize their economies met with little success, but The Gambia was an exception. In 1985 the government introduced the Economic Recovery Program, one of the most sweeping reform programs attempted on the continent. The economy quickly stabilized, with the rate of inflation falling to below ten percent and the overall balance of payments in surplus for the first time since the early 1970s.
Economic Recovery in The Gambia examines The Gambia's success in depth. It analyzes a wide range of policy reforms-exchange rates, taxation, foreign debt, agriculture, state-owned enterprises, customs inspection-and in each case, the authors review problems the government faced, steps that were taken to address them, and the success and failures of the reform initiatives. These economic and institutional analyses are complemented by an examination of the politics of reform and the role that donor agencies played. While the field of public management has become increasingly international, research and policy recommendations that work for one country often do not work for another. Although he surprised the world in 1866 with his first published book of poetry, Battle-Pieces and Aspects of the War, Herman Melville had long been steeped in poetry. This new offering in the authoritative Northwestern-Newberry series, The Writings of Herman Melville, with a historical note by Hershel Parker, is testament to Melville the poet. Penultimate in the publication of the series, Published Poems follows the release of Melville’s verse epic, Clarel (1876), and with it, contains the entirety of the poems published during Melville’s lifetime: Battle-Pieces, as well as John Marr and Other Sailors, with Some Sea-Pieces (1888), and Timoleon Etc. (1891).
Battle-Pieces and Aspects of the War has long been recognized as a great contribution to the poetry of the Civil War, comparable only to Whitman’s Drum-Taps. Its idiosyncrasies, many of them grounded in British poetry, kept it from immediate popularity, but it was not the production of a novice. Melville had made himself over into a poet in the late 1850s and had tried to publish a previous collection of poetry—now lost—in 1860.
John Marr and Other Sailors is a retrospective nautical book. Its portraits of sailors were influenced by Melville’s own experience of aging as well as by his long acquaintance with wasted mariners at the Sailors’ Snug Harbor on Staten Island, where his brother was governor.
The book modulates into "Sea-Pieces," including the grisly "Maldive Shark" and "To Ned," a powerful reflection on how Melville’s personal adventures with the Typee islanders in 1842 had accrued rich historical significance over the decades.
Thematically less unified, Timoleon Etc. contains poems with many European and exotic settings from ancient to modern times. The most famous are "After the Pleasure Party" and "The Age of the Antonines." Published in the last year of Melville’s life, some of the poems were first written many years earlier; for example, Melville copied "The Age of the Antonines" out for his brother-in-law in 1877, describing it as something found in a bundle of old papers. One whole section seems to have been almost entirely salvaged from the unpublished 1860 volume of poetry. As with the other volumes in the Northwestern-Newberry series, the aim of this edition of Published Poems is to present a text as close to the author’s intention as surviving evidence permits. To that end, the editorial appendix includes a historical note by Hershel Parker, the dean of Melville scholars, which gives a compelling, in-depth account of how one of America’s greatest writers grew into the vocation of a poet; an essay by G. Thomas Tanselle on the printing and publishing history of the works in Published Poems; a textual record that identifies the copy-texts for the present edition and explains the editorial policy; and substantial scholarly notes on individual poems.

Creative work has been celebrated as the highest form of achievement since at least Aristotle. But our understanding of the dynamics and market for creative work--artistic work in particular--often relies on unexamined clichés about individual genius, industrial engineering of talent, and the fickleness of fashion. Pierre-Michel Menger approaches the subject with new rigor, drawing on sociology, economics, and philosophy to build on the central insight that, unlike the work most of us do most of the time, creative work is governed by uncertainty. Without uncertainty, neither self-realization nor creative innovation is possible. And without techniques for managing uncertainty, neither careers nor profitable ventures would surface.
In the absence of clear paths to success, an oversupply of artists and artworks generates boundless differentiation and competition. How can artists, customers, entrepreneurs, and critics judge merit? Menger disputes the notion that artistic success depends solely on good connections or influential managers and patrons. Talent matters. But the disparity between superstardom and obscurity may hinge initially on minor gaps in intrinsic ability. The benefits of early promise in competition and the tendency of elite professionals to team up with one another amplify and disproportionately reward even small differences.
Menger applies his temporal and causal analysis of behavior under uncertainty to the careers and oeuvres of Beethoven and Rodin. The result is a thought-provoking book that brings clarity to our understanding of a world widely seen as either irrational or so free of standards that only power and manipulation count.
Since the early twentieth century, technological transfers from the United States to Latin American countries have involved technologies of violence for social control. As the chapters in this book illustrate, these technological transfers have taken various forms, including the training of Latin American military personnel in surveillance and torture and the provision of political and logistic support for campaigns of state terror. The human cost for Latin America has been enormous—thousands of Latin Americans have been murdered, disappeared, or tortured, and whole communities have been terrorized into silence.
Organized by region, the essays in this book address the topic of state-sponsored terrorism in a variety of ways. Most take the perspective that state-directed political violence is a modern development of a regional political structure in which U.S. political interests weigh heavily. Others acknowledge that Latin American states enthusiastically received U.S. support for their campaigns of terror. A few see local culture and history as key factors in the implementation of state campaigns of political violence. Together, all the essays exemplify how technologies of terror have been transferred among various Latin American countries, with particular attention to the role that the United States, as a "strong" state, has played in such transfers.

For more than a hundred years, outsiders enamored of the perceived strengths of American Indian cultures have appropriated and distorted elements of them for their own purposes—more often than not ignoring the impact of the process on the Indians themselves. This book contains eight original contributions that consider the selling of American Indian culture and how it affects the Native community. It goes beyond studies of “white shamanism” to focus on commercial ventures, challenging readers to reconsider how Indian cultures have been commercialized in the twentieth century.
Some selections examine how Indians have been displayed to the public, beginning with a “living exhibit” of Cocopa Indians at the 1904 Louisiana Purchase Exposition and extending to contemporary stagings of Indian culture for tourists at Tillicum Village near Seattle. Other chapters range from the Cherokees to Puebloan peoples to Indians of Chiapas, Mexico, in an examination of the roles of both Indians and non-Indian reformers in marketing Native arts and crafts.
These articles show that the commercialization and appropriation of American Indian cultures have been persistent practices of American society over the last century and constitute a form of cultural imperialism that could contribute to the destruction of American Indian culture and identity. They offer a means toward understanding this complex process and provide a new window on Indian-white interactions.

In a cultural history filled with musicians, listeners, scholars, and business people, Miller describes how folklore studies and the music industry helped to create a “musical color line,” a cultural parallel to the physical color line that came to define the Jim Crow South. Segregated sound emerged slowly through the interactions of southern and northern musicians, record companies that sought to penetrate new markets across the South and the globe, and academic folklorists who attempted to tap southern music for evidence about the history of human civilization. Contending that people’s musical worlds were defined less by who they were than by the music that they heard, Miller challenges assumptions about the relation of race, music, and the market.
Race relations in twenty-first-century America will not be just a black-and-white issue. The 2000 census revealed that Hispanics already slightly outnumber African Americans as the largest ethnic group, while together Blacks and Hispanics constitute the majority population in the five largest U.S. cities. Given these facts, black-brown relations could be a more significant racial issue in the decades to come than relations between minority groups and Whites.
Offering some of the first in-depth analyses of how African Americans and Hispanics perceive and interact with each other, this pathfinding study looks at black-brown relations in Houston, Texas, one of the largest U.S. cities with a majority ethnic population and one in which Hispanics outnumber African Americans. Drawing on the results of several sociological studies, the authors focus on four key issues: how each group forms and maintains stereotypes of the other, areas in which the two groups conflict and disagree, the crucial role of women in shaping their communities' racial attitudes, and areas in which Hispanics and African Americans agree and can cooperate to achieve greater political power and social justice.

In the past quarter-century, gender has emerged as a lively area of inquiry for historians and other scholars, and gender analysis has suggested important revisions of the “master narratives” of national histories—the dominant, often celebratory tales of the successes of a nation and its leaders. Although modern Japanese history has not yet been restructured by a foregrounding of gender, historians of Japan have begun to embrace gender as an analytic category.
The sixteen chapters in this volume treat men as well as women, theories of sexuality as well as gender prescriptions, and same-sex as well as heterosexual relations in the period from 1868 to the present. All of them take the position that history is gendered; that is, historians invariably, perhaps unconsciously, construct a gendered notion of past events, people, and ideas. Together, these essays construct a history informed by the idea that gender matters because it was part of the experience of people and because it often has been a central feature in the construction of modern ideologies, discourses, and institutions. Separately, each chapter examines how Japanese have (en)gendered their ideas, institutions, and society.
