Spatial Conflicts and Urban Renewal in a Southwest City

On March 1, 1966, the voters of Tucson approved the Pueblo Center Redevelopment Project—Arizona’s first major urban renewal project—which targeted the most densely populated eighty acres in the state. For close to one hundred years, tucsonenses had created their own spatial reality in the historical, predominantly Mexican American heart of the city, an area most called “la calle.” Here, amid small retail and service shops, restaurants, and entertainment venues, they openly lived and celebrated their culture. To make way for the Pueblo Center’s new buildings, city officials proceeded to displace la calle’s residents and to demolish their ethnically diverse neighborhoods, which, contends Lydia Otero, challenged the spatial and cultural assumptions of postwar modernity, suburbia, and urban planning.

Otero examines conflicting claims to urban space, place, and history as advanced by two opposing historic preservationist groups: the La Placita Committee and the Tucson Heritage Foundation. She gives voice to those who lived in, experienced, or remembered this contested area, and analyzes the historical narratives promoted by Anglo American elites in the service of tourism and cultural dominance.

La Calle explores the forces behind the mass displacement: an unrelenting desire for order, a local economy increasingly dependent on tourism, and the pivotal power of federal housing policies. To understand how urban renewal resulted in the spatial reconfiguration of downtown Tucson, Otero draws on scholarship from a wide range of disciplines: Chicana/o, ethnic, and cultural studies; urban history, sociology, and anthropology; city planning; and cultural and feminist geography.

La Gente traces the rise of the Chicana/o Movement in Sacramento and the role of everyday people in galvanizing a collective to seek lasting and transformative change during the 1960s and 1970s. In their efforts to be self-determined, la gente contested multiple forms of oppression at school, at work sites, and in their communities.

Though diverse in their cultural and generational backgrounds, la gente were constantly negotiating acts of resistance, especially when their lives, the lives of their children, their livelihoods, or their households were at risk. Historian Lorena V. Márquez documents early community interventions to challenge the prevailing notions of desegregation by barrio residents, providing a look at one of the first cases of outright resistance to desegregation efforts by ethnic Mexicans. She also shares the story of workers in the Sacramento area who initiated and won the first legal victory against canneries for discriminating against brown and black workers and women, and demonstrates how the community crossed ethnic barriers when it established the first accredited Chicana/o and Native American community college in the nation. 

Márquez shows that the Chicana/o Movement was not solely limited to a handful of organizations or charismatic leaders. Rather, it encouraged those that were the most marginalized—the working poor, immigrants and/or the undocumented, and the undereducated—to fight for their rights on the premise that they too were contributing and deserving members of society.

La India María—a humble and stubborn indigenous Mexican woman—is one of the most popular characters of the Mexican stage, television, and film. Created and portrayed by María Elena Velasco, La India María has delighted audiences since the late 1960s with slapstick humor that slyly critiques discrimination and the powerful. At the same time, however, many critics have derided the iconic figure as a racist depiction of a negative stereotype and dismissed the India María films as exploitation cinema unworthy of serious attention. By contrast, La India María builds a convincing case for María Elena Velasco as an artist whose work as a director and producer—rare for women in Mexican cinema—has been widely and unjustly overlooked.

Drawing on extensive interviews with Velasco, her family, and film industry professionals, as well as on archival research, Seraina Rohrer offers the first full account of Velasco’s life; her portrayal of La India María in vaudeville, television, and sixteen feature film comedies, including Ni de aquí, ni de allá [Neither here, nor there]; and her controversial reception in Mexico and the United States. Rohrer traces the films’ financing, production, and distribution, as well as censorship practices of the period, and compares them to other Mexploitation films produced at the same time. Adding a new chapter to the history of a much-understudied period of Mexican cinema commonly referred to as “la crisis,” this pioneering research enriches our appreciation of Mexploitation films.

Land Uprising reframes Indigenous land reclamation as a horizon to decolonize the settler colonial conditions of literary, intellectual, and activist labor. Simón Ventura Trujillo argues that land provides grounding for rethinking the connection between Native storytelling practices and Latinx racialization across overlapping colonial and nation-state forms.

Trujillo situates his inquiry in the cultural production of La Alianza Federal de Mercedes, a formative yet understudied organization of the Chicanx movement of the 1960s and 1970s. La Alianza sought to recover Mexican and Spanish land grants in New Mexico that had been dispossessed after the Mexican-American War. During graduate school, Trujillo realized that his grandparents were activists in La Alianza. Written in response to this discovery, Land Uprising bridges La Alianza’s insurgency and New Mexican land grant struggles to the writings of Leslie Marmon Silko, Ana Castillo, Simon Ortiz, and the Zapatista Uprising in Chiapas, Mexico. In doing so, the book reveals uncanny connections between Chicanx, Latinx, Latin American, and Native American and Indigenous studies to grapple with Native land reclamation as the future horizon for Chicanx and Latinx indigeneities.

During the past decade, racial/ethnic minority women have made significant strides in U.S. politics, comprising large portions of their respective minority delegations both in Congress and in state legislatures. This trend has been particularly evident in the growing political presence of Latinas, yet scholars have offered no clear explanations for this electoral phenomenon—until now.

In The Latina Advantage, Christina E. Bejarano draws on national public opinion datasets and a close examination of state legislative candidates in Texas and California to demonstrate the new power of the political intersection between race and gender. Underscoring the fact that racial/ethnic minority women form a greater share of minority representatives than do white women among white elected officials, Bejarano provides empirical evidence to substantiate previous theoretical predictions of the strategic advantage in the intersectionality of gender and ethnicity in Latinas. Her evidence indicates that two factors provide the basis for the advantage: increasingly qualified candidates and the softening of perceived racial threat, leading minority female candidates to encounter fewer disadvantages than their male counterparts.

Overturning the findings of classic literature that reinforce stereotypes and describe minority female political candidates as being at a compounded electoral disadvantage, Bejarano brings a crucial new perspective to dialogues about the rapidly shifting face of America’s electorate.

Sofia Vergara became the highest paid woman and Latina on TV for her starring role on Modern Family. In the first successful dramedy starring a Latina since ABC’s Ugly Betty, Gina Rodriguez gained critical acclaim for her role on the CW’s Jane the Virgin. And the first Latina leading lady of TV, America Ferrera (Ugly Betty), returned to TV stardom in NBC’s Superstore.
 
This period of diversity brought U.S. Latina and Latino lives to the screen, yet a careful look at TV comedic content and production reveals a more troubling terrain for Latinas/os producers, writers, actors, and audiences.
 
Interweaving discussions about the ethnic, racial, and linguistic representations of Latinas/os within network television comedies, Isabel Molina-Guzmán probes published interviews with producers and textual examples from hit programs like Modern Family, The Office, and Scrubs to understand how these primetime sitcoms communicate difference in the United States.
 
Understanding the complex ways that audiences interpret these programs, Molina-Guzmán situates her analysis within the Obama era, a period when ethnicity and race became increasingly grounded in “hipster racism,” and argues that despite increased inclusion, the feel-good imperative of TV comedies still inevitably leaves racism, sexism, and homophobia uncontested.

Since the 1890s, New Jersey has attracted hundreds of thousands of Caribbean and Latin American migrants. The state’s rich economic history, high-income suburbs, and strong public sector have all contributed to attracting, retaining, and setting the stage for Latin American and Caribbean immigrants and secondary step migrants from New York City. Since the 1980s, however, Latinos have developed a more complex presence in the state’s political landscape and institutions. As the twenth-first century begins, Latinas/os represent 45 percent of the residents of Los Angeles County, making them the largest racial/ethnic group in the region. At the same time, the shift from manufacturing to a service-based economy in the area has contributed to a decline in good-paying jobs, significantly impacting working class families. These transformations have created a backlash that has included state propositions impacting Latinas/os and escalating anti-immigrant rhetoric—and Latina/os of all backgrounds are making their voices heard. Until recently, most research on Latinas/os in the U.S. has ignored historical and contemporary dynamics in Latin America, just as scholars of Latin America have generally stopped their studies at the border. This volume roots Los Angeles in the larger arena of globalization, exploring the demographic changes that have transformed the Latino presence in LA from primarily Mexican-origin to one that now includes peoples from throughout the hemisphere. Bringing together scholars from a range of disciplines, it combines historical perspectives with analyses of power and inequality to consider how Latinas/os are responding to exclusionary immigration, labor, and schooling practices and actively creating communities. The contributors examine Latina/o Los Angeles in the context of historical, economic and social factors that have shaped the region. The first section provides contexts for understanding Latina/o migration, with chapters focusing on such factors as U.S. economic and military domination, labor and economic integration in the Americas, and Los Angeles’ economic history. The second section considers how various Latina/o groups have settled and formed communities and interacted with the existing Mexican-origin populations, showing how Zapotecs, Salvadorans, and other peoples are remaking urban demographics. The final section on labor organizing and political activism examines the role of Latina/o immigrants in such actions as the janitors’ strike and also considers the contemporary role of students in political activism. Spanning from the early nineteenth century to today, this intellectual history examines the work of Latino writers who explored the major philosophic and political themes of their day, including the meaning and implementation of democracy, their democratic and cultural rights under U.S. dominion, their growing sense of nationhood, and the challenges of slavery and disenfranchisement of women in a democratic republic that had yet to realize its ideals.

Over the course of two centuries, these Latino or Hispanic intellectuals were natural-born citizens of the United States, immigrants, or political refugees. Many of these intellectuals, whether citizens or not, strove to embrace and enliven such democratic principles as freedom of speech and of the press, the protection of minorities in the Bill of Rights and in subsequent laws, and the protection of linguistic and property rights, among many others, guaranteed by treaties when the United States incorporated their homelands into the Union.

The first six chapters present the work of lesser-known historical figures—most of whom have been consistently ignored by Anglo- and Euro-centric history and whose works have been widely inaccessible until recently—who were revolutionaries, editors of magazines and newspapers, and speechmakers who influenced the development of a Latino consciousness. The last three chapters deal with three foundational figures of the Chicano Movement, the last two of whom either subverted the concept of nationhood or went beyond it to embrace internationalism in an outreach to humanity as a whole.

Latinos and Nationhood sheds new light on the biographies of Félix Varela, José Alvarez de Toledo y Dubois, Francisco Ramírez, Tomás Rivera, Rolando Hinojosa-Smith, and Gloria E. Anzaldúa, among others.

The 2016 election saw more Latino votes than the record voter turnout of the 2012 election. His actions opened the doors of government for Latinos in Chicago. Subsequent mayors, seeing the political success of Washington’s move, continued his policies.

Many up-and-coming Latino politicians making strides in Chicago, including state representative Aarón Ortíz, Alderman Andre Vasquez, and Alderman Rossana Rodríguez-Sanchez, contribute their takes on the struggle for political power and the challenges facing the rising new generation of elected officials. Author Carla Della Gatta argues that theater-makers and historians must acknowledge this presence and influence in order to truly engage the complexity of American Shakespeares. Latinx Shakespeares investigates the history, dramaturgy, and language of the more than 140 Latinx-themed Shakespearean productions in the United States since the 1960s—the era of West Side Story. This first-ever book of Latinx representation in the most-performed playwright’s canon offers a new methodology for reading ethnic theater looks beyond the visual to prioritize aural signifiers such as music, accents, and the Spanish language.

The book’s focus is on textual adaptations or performances in which Shakespearean plays, stories, or characters are made Latinx through stage techniques, aesthetics, processes for art-making (including casting), and modes of storytelling. The case studies range from performances at large repertory theaters to small community theaters and from established directors to emerging playwrights. To analyze these productions, the book draws on interviews with practitioners, script analysis, first-hand practitioner insight, and interdisciplinary theoretical lenses, largely by scholars of color. Latinx Shakespeares moves toward healing by reclaiming Shakespeare as a borrower, adapter, and creator of language whose oeuvre has too often been mobilized in the service of a culturally specific English-language whiteness that cannot extricate itself from its origins within the establishment of European/British colonialism/imperialism.

Amanda Ellis traces the significance of the curandera and her evolution across a variety of genres written by leading Mexican American authors, including Américo Paredes, Rudolfo Anaya, Gloria E. Anzaldúa, Manuel Munoz, ire’ne lara silva, and more.

Ellis explores the curandera in relationship to decoloniality, bioethics, and the topic of healing while recognizing the limitations and spiritual shortcomings of Western medicine. Ellis argues that our contemporary western health-care system does not know how to fully grapple with illnesses that patients face. Ellis reads the curandera’s perennial representation as an ongoing example of decolonial love useful for deconstructing narrow definitions of health and personhood, and for grappling with the effects of neoliberalism and colonialism on the health-care industry.

Letras y Limpias draws from Chicana feminist theory to assert the importance of the mindbodyspirit connection. Ellis conveys theoretical insights about the continual reimagining of the figure of the curandera as a watermark across Mexican American literary texts. This literary figure points to the oppressive forces that create susto and reminds us that healing work requires specific attention to colonialism, its legacy, and an intentional choice to carry forward the traditional practices rooted in curanderismo passed on from prior generations. By turning toward the figure of the curandera, readers are better poised to challenge prevailing ideas about health, and imagine ways to confront the ongoing problems that coloniality creates. Letras y Limpias shows how the figure of the curandera offers us ways to heal that have nothing to do with copays or medical professionals refusing care, and everything to do with honoring the beauty and complexity of any, every, and all humans.

In The Lettered Barriada, Jorell A. Meléndez-Badillo tells the story of how a cluster of self-educated workers burst into Puerto Rico's world of letters and navigated the colonial polity that emerged out of the 1898 US occupation. They did so by asserting themselves as citizens, producers of their own historical narratives, and learned minds. Disregarded by most of Puerto Rico's intellectual elite, these workers engaged in dialogue with international peers and imagined themselves as part of a global community. They also entered the world of politics through the creation of the Socialist Party, which became an electoral force in the first half of the twentieth century. Meléndez-Badillo shows how these workers produced, negotiated, and deployed powerful discourses that eventually shaped Puerto Rico's national mythology. By following these ragtag intellectuals as they became politicians and statesmen, Meléndez-Badillo also demonstrates how they engaged in racial and gender silencing, epistemic violence, and historical erasures in the fringes of society. Ultimately, The Lettered Barriada is about the politics of knowledge production and the tensions between working-class intellectuals and the state.

Water management plays an increasingly critical role in national and international policy agendas. Growing scarcity, overuse, and pollution, combined with burgeoning demand, have made socio-political and economic conflicts almost unavoidable. Proposals to address water shortages are usually based on two key assumptions: (1) water is a commodity that can be bought and sold and (2) “states,” or other centralized entities, should control access to water.

Liquid Relations criticizes these assumptions from a socio-legal perspective. Eleven case studies examine laws, distribution, and irrigation in regions around the world, including the United States, Nepal, Indonesia, Chile, Ecuador, India, and South Africa. In each case, problems are shown to be both ecological and human-made. The essays also consider the ways that gender, ethnicity, and class differences influence water rights and control.

In the concluding chapter, the editors draw on the essays’ findings to offer an alternative approach to water rights and water governance issues. By showing how issues like water scarcity and competition are embedded in specific resource use and management histories, this volume highlights the need for analyses and solutions that are context-specific rather than universal.

But as times change, so do places like Nogales. The maquiladora industry has brought jobs, population growth, and environmental degradation to the Mexican side. A crackdown against undocumented immigrants has brought hundreds of Border Patrol agents and a 14-foot-tall steel wall to the U.S. side. Drug smuggling has brought violence to both sides. Neither Nogales will ever be the same.

In Lives on the Line, Miriam Davidson tells five true stories from these border cities to show the real-life effects that the maquiladora boom and the law enforcement crackdown have had on the people of "Ambos (Both) Nogales." Readers will meet Yolanda Sánchez, a single mother who came to work in the factories; Jimmy Teyechea, a cancer victim who became an outspoken environmental activist; Dario Miranda Valenzuela, an undocumented immigrant who was shot and killed by a U.S. Border Patrol agent; Cristina, a "tunnel kid" who aspired to flee the gang lifestyle; and Hope Torres and Tom Higgins, maquiladora managers who have made unique contributions to the community.

In Living Ideology in Cuba, Katherine Gordy demonstrates how the Cuban state and its people engage in an ongoing negotiation that produces a “living ideology.” In contrast to official slogans and fiats, Cuba’s living ideology is a decentralized phenomenon, continually adapting, informing, and responding to daily life, without losing sight of the fundamental national principles of socioeconomic equality, unified leadership, and inclusive nationalism.

Tracing Cuba’s ideological history, Gordy first looks at the ways in which the 19th century wars of independence and the 1959 revolution were used as the basis for both challenging and legitimizing Cuban socialism. Following the embrace of a pure socialist ideology in the 1960s, state policies of the 1970s became more accommodating of market imperatives, while still holding on to the principles articulated by Che Guevara and Karl Marx. In the 1990s, the Cuban people themselves pushed back against further economic reforms, reasserting the value of socioeconomic equality. Gordy also examines ideological debates among intellectuals, from the controversy sparked by Fidel Castro’s “Words to the Intellectuals” speech to the demand in the 1990s for a separation between academia and the state—not to safeguard academia from politics, but to ensure that academics as such could contribute to the political dialogue.

Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizens’ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today.

Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development “on the ground.” Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangements—formal and informal—between government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services.

This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin America’s rural population living in poverty, the results are both timely and crucial.

Looking High and Low attempts to answer these questions—and the broader question "What is art?"—by bringing together a collection of challenging essays on the meaning of art in cultural context and on the ways that our understandings of art have been influenced by social process and aesthetic values.

Arguing that art is constituted across cultural boundaries rather than merely inside them, the contributors explore the relations between art, cultural identity, and the social languages of evaluation—among artists, art critics, art institutions, and their audiences—in the Southwest and in Mexico. The authors use anthropological methods in art communities to uncover compelling evidence of how marginalized populations make meaning for themselves, how images of ethnicity function in commercial culture, how Native populations must negotiate sentimental marketing and institutional appropriation of their art work, and how elite populations use culture and ritual in ways that both reveal and obscure their power and status. The authors make dramatic revelations concerning the construction and contestation of ideas of art as they circulate between groups where notions of what art "should" be are often at odds with each other.

This volume challenges conventional modes of analyzing art. Its ethnographic explorations illuminate the importance of art as a cultural force while creating a greater awareness of the roles that scholars, museum curators, and critics play in the evaluation of art.

Contrary to both stereotypes, the people who build and drive lowrider cars perform diverse roles while mobilizing a distinctive aesthetic that is sometimes an act of resistance and sometimes of belonging. A fresh application of critical ethnographic methods, Lowrider Space looks beyond media portrayals, high-profile show cars, and famous cruising scenes to bring readers a realistic tour of the “ordinary” lowriders who turn streetscapes into stages on which dynamic identities can be performed.Drawing on firsthand participation in everyday practices of car clubs and cruising in Austin, Texas, Ben Chappell challenges histories of erasure, containment, and class immobility to emphasize the politics of presence evidenced in lowrider custom car style. Sketching out a partially personal map of the lowrider presence in Texas’s capital city, Chappell also explores the interior and exterior adornment of the cars (including the use of images of women’s bodies) and the intersecting production of personal and social space. As he moves through a second-hand economy to procure parts necessary for his own lowrider vehicle, on “service sector” wages, themes of materiality and physical labor intersect with questions of identity, ultimately demonstrating how spaces get made in the process of customizing one’s self.

Favelas, or shantytowns, are where cocaine is mainly sold in Rio de Janeiro. There are some six hundred favelas in the city, and most of them are controlled by well-organized and heavily armed drug gangs. The struggle for the massive profits from this drug trade has resulted in what are increasingly violent and deadly confrontations between rival drug gangs and a corrupt and brutal police force, that have transformed parts of the city into a war-zone. Lucia tells the story of one woman who was once intimately involved with drug gang life in Rio throughout the 1990s. Through a series of conversations with the author, Lucia describes conditions of poverty, violence, and injustice that are simply unimaginable to outsiders. In doing so, she explains why women like her become involved with drugs and gangs, and why this situation is unlikely to change.

The Evolution of a Mexican American Political Organization

The League of United Latin American Citizens (LULAC) is one of the best-known and active national organizations that represent Mexican Americans and their political interests. Since its founding in Corpus Christi, Texas, in 1929, it has served as a vehicle through which Mexican Americans can strive for equal rights and economic assimilation into Anglo American society.

This study is the first comprehensive political history of LULAC from its founding through the 1980s. Márquez explores the group’s evolution from an activist, grassroots organization in the pre– and post–World War II periods to its current status as an institutionalized bureaucracy that relies heavily on outside funding to further its politically conservative goals. His information is based in part on many primary source materials from the LULAC archives at the University of Texas at Austin, the Houston Public Library, and the University LULAC publications, as well as interviews with present and past LULAC activists.

Márquez places this history within the larger theoretical framework of incentive theory to show how changing, and sometimes declining, membership rewards have influenced people’s participation in LULAC and other interest groups over time. Ironically, as of 1988, LULAC could claim fewer than 5,000 dues-paying members, yet a dedicated and skillful leadership secured sufficient government and corporate monies to make LULAC one of the most visible and active groups in Mexican American politics.

Given the increasing number of interest groups and political action committees involved in national politics in the United States, this case study of a political organization’s evolution will be of interest to a wide audience in the political and social sciences, as well as to students of Mexican American and ethnic studies.
